A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF AUBURN, WASHINGTON, STATING THE
CITY COUNCIL'S SUPPORT FOR PROPOSITION
ONE ON THE AUGUST 21, 2007 BALLOT WHICH,
IF APPROVED, WOULD ANNEX THE WEST HILL
ANNEXATION AREA INTO THE CITY OF AUBURN
WHEREAS, on the 16th day of April, 2007, the City Council of the City of
Auburn passed Resolution No. 4177, calling for a special election to be held in
conjunction with the primary election on August 21, 2007, at which election the
question of annexation shall be presented to the voters of the annexation area,
as authorized by RCW 35A.14.085; and
WHEREAS, the Mayor and City Council recognize that there are a number
of different perspectives regarding annexations, including those of the current
citizens of the city of Auburn, and including those of the citizens of the West Hill
Annexation Area; and
WHEREAS, the current citizens have an interest in making sure that their
needed municipal services, such as utilities, roadways and parks, are secure and
that any outlying development does not jeopardize the services upon which they
depend; and
WHEREAS, the Mayor and City Council also recognize that it would not
be fair to the current citizens if annexations were to occur that imposed on the
current residents costs in excess of that which would be warranted for their own
services; and
WHEREAS, the Mayor and City Council have been reluctant to promote
annexations until the needs, levels of services and costs for current citizens have
been protected been; and
WHEREAS, recently, King County, which as been experiencing an
increasingly more difficult time meeting the needs of the citizens of those
unincorporated areas around Auburn, has committed to the City of Auburn
almost two million dollars for improvements to off-set the impacts of certain
annexation, and the county has also gone to the state and secured an agreement
that the state would give the City essentially 1 % of the state's share of the sales
tax in Auburn for the next ten year, which may amount to about 16 million dollars;
and
WHEREAS, with these commitments, the City could support annexation of
West Hill as it would now be cost neutral to the current citizens of the City; and

WHEREAS, there would also be some advantages for the citizens of the
West Hill Annexation Area to the extent that they receive utilities from the City, as
they would no longer have to pay the 50% utility surcharge paid by City utility
customers who do not reside within the City limits.
WHEREAS, additional advantages for the citizens of the West Hill
Annexation Area, if annexed to the City of Auburn, would be greater and more
convenient access to their local elected officials (city officials); and
WHEREAS, there would be no change in school districts for the annexed
area; and
WHEREAS, it is the City Council's desire to endorse and support that
ballot measure as the opportunity to do so presents itself pursuant to RCW
42.17.130, expressed at a meeting at which members of the public are given the
opportunity to voice opposing views.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN,
WASHINGTON HEREBY RESOLVES as follows:
Section 1. The City Council hereby expresses its support for
Proposition 1, coming before the voters of the West Hill Annexation Area at the
August 21, 2007, general election, which if approved would annex this area into
the City of Auburn establish the Valley Regional Fire Authority encompassing the
area of those three cities.
Section 2. That the Mayor is authorized to implement such
administrative procedures as may be necessary to carry out the directives of this
legislation.
Section 3. That this Resolution shall take effect and be in full force
upon passage and signatures hereon.
