HomeMy WebLinkAbout4241RESOLUTION N0.4241 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON AUTHORIZING THE MAYOR TO EXECUTE A CONTRACT WITH SOAR, UNITED WAY OF KING COUNTY, TO ACCEPT A GRANT TO FUND THE RECREATION COMPONENT OF THE RAINIER MIDDLE SCHOOL AFTER SCHOOL PROGRAM WHEREAS, the City of Auburn Parks, Arts and Recreation Department has partnered with the Auburn School District to provide after school programs for middle school students at Rainier Middle School; and WHEREAS, this program largely serves "at-risk" youngsters in the community and enables them to receive both additional core tutoring and recreational activities; and WHEREAS, past after school programs demonstrate the positive effect it has on students who are involve; and WHEREAS, Parks, Arts and Recreation applied for a grant to fund the recreation component of the Rainier Middle School After School program; and NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, HEREBY RESOLVES AS FOLLOWS: Section 1. The Mayor is hereby authorized to execute the contract to accept the funds awarded by the SOAR, United Way of King County grant in the amount of Seven Thousand Seven Hundred and No/100s ($7,700.). A copy of said contract is attached hereto, designated as Exhibit "A", and incorporated by reference in this Resolution. Section 2. That the Mayor is authorized to implement such other administrative procedures as may be necessary to carry out the directives of this legislation. Heid City Attorney Resolution No. 4241 September 18, 2007 Page 2 of 2 6 UNITED WAY OF KING COUNTY ~ ON BEHALF OF SOAR, HELPING K/DS REACH FOR THE SKY ~...1NITED ~`~'~Y SOAR COMMUNITY IMPLEMENTATION PROJECTS FUNDING CONTRACT i•~f KI!vG GOU~TI~ FOR THE PERIOD SEPTEMBER 1, 2007 -JUNE 30, 2008 CONTRACT ~ 2'~~ This contract is made between United Way of King County, on behalf of SOAR, he ping kids reach for the sky, and Auburn Parks, Arts and Recreation, referred to as "the Organization" c/o City of Auburn serving as fiscal agent. SECTION 1: GENERAL PROVJSIONS OF THE CONTRACT Amount of Funding: United Way of King County, on behalf of SOAR, will award a total of $7,700 to Auburn Parks, Arts and Recreation for support of the Rainier Afterschool Program. Payment Schedule: Upon receipt of this signed contract, United Way of King County, on behalf of SOAR, will provide a check for 80% of the award amount ($6,160) to City of Auburn for use by Auburn Parks, Arts and Recreation according to the proposal submitted to SOAR in June 2007. Upon receipt of apost-project report, a check for the remaining 20% of the funds ($1,540) will be issued. Support for SOAR School-Age Children and Youth Action Agenda: Funding received by the Organization must be utilized solely for expenses related to the administration and implementation of the above mentioned project, which is funded for the purpose of implementing the King County Action Agenda for School Age Children and Youth. Description of Project Activities Auburn Parks, Arts & Recreation will partner with the Auburn School District, Rainier Middle School, Auburn Junior Achievement, Auburn YMCA and Auburn Youth Resources to provide an after school program at Rainier Middle School. This program, piloted in Spring 2006 and Spring 2007, will provide one hour of academic enrichment in Math/English, one and a half hours of arts & crafts with recreation and snack, four days a week, Monday through Thursday during the 2007-2008 school year. This program will enhance the piloted effort by adding new collaborative partners, bringing a wider arrangement of providers to the table. Our goal is to provide the pathways to academic success; to provide protection from substance abuse, violence and school bullying, and to connect youth to school and community. Results to be Achieved: Under the terms of this contract, the Organization will produce the following outputs/outcomes, as outlined in the application, and submit an outcome report documenting these outcomes upon completion of the project.(see Reporting Requirements below): • Increased measures of success in the short term: reduced academic failure, increased attendance in school and the after school program, fewer in-school detentions, fewer suspensions, improved grades in math and language arts, increased capacity of involved youth to network socially at school and in community. Acknowledgement of SOAR Support: All materials publicizing or documenting project activities must contain the SOAR logo and the following statement: "This project is sponsored by SOAR, he ping kids reach for the sky through a grant from United Way of King County." Project events must also acknowledge SOAR sponsorship. Non-discrimination Policies: The Organization agrees not to engage in discrimination based on age, gender, race, sexual orientation, national origin, religion or presence of a disability in regard to the delivery of services. SECTION 11: REPORTING REQUIREMENTS The Organization will submit to SOAR no later than June 15, 2008 a report summarizing activities and outcomes of the project (See attached Port-Project Report Form) SECTION III. TERMINATION OF THE CONTRACT: Either the Organization or SOAR shall have the right to terminate this contract with cause on thirty days' written notice. In addition, SOAR may withhold payments and/or terminate all of its contractual obligations there under immediately if, in the opinion of SOAR, the Organization or its fiscal agent mismanages or makes improper use of any funds provided there under, or fails to comply with any of the terms and conditions of this contract. SOAR will require repayment of any funds determined to be mismanaged by the Organization or its fiscal agent.
