HomeMy WebLinkAbout4271RESOLUTION NO. 4271 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, AMENDING CHAPTER 10.00 OF THE CITY OF AUBURN DESIGN STANDARDS, ESTABLISHING AUBURN DOWNTOWN SIDEWALK DESIGN GUIDELINES WHEREAS, the Auburn Design Standards, authorized by Auburn City Code 12.04 and initially adopted by the Public Works Committee of the City Council in August 2004, are intended to provide for standardization of design elements for consistency and to assure public safety; and WHEREAS, according to the process under which they were established, the Auburn Design Standards may be amended periodically to respond to new development conditions or to address emerging issues; and WHEREAS, Auburn's downtown is on the threshold of experiencing significant redevelopment projects which result in the need for existing sidewalks to be replaced; and WHEREAS, it would be desirable to have uniformity in the design of sidewalks within the downtown area; and WHEREAS, the Planning and Community Development and Public Works Committees of the City Council have worked over the past half year to develop new standards for the construction of sidewalks and other street features for the downtown area; and WHEREAS, due to the significant interest the City Council has in these standards, the Public Works Committee is requesting their consideration and adoption by the full Council. Resolution 4271 November 27, 2007 Page 1 of 2 NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON HEREBY RESOLVES as follows: Section 1. The Auburn Downtown Sidewalk Design Guidelines attached hereto, marked as Exhibit "A" and incorporated in this Resolution by this reference, are hereby approved and adopted for inclusion in the City of Auburn Design Standards. Section 2. The Mayor is authorized to implement such administrative procedures as may be necessary to carry out the directives of this legislation. Section 3. Daskam, City Clerk AP,P'ROVE~AS TO FO Baniel B.~id, City Attorney Resolution 4271 November 27, 2007 Page 2 of 2 Auburn Design Standards Chapter 10 -Streets 10.00 Preface The design of Streets within the City of Auburn shall generally conform to American Association of State Highway and Transportation Officials (AASHTO) and the State of Washington Department of Transportation (WSDOT) standards unless modified herein. The majority of AASHTO standards referenced in this manual can be found in the AASHTO Manual "A Policy on Geometric Design of Highways & Streets: 2001 Edition." Compliance with these standards does not alleviate the design engineer from using sound professional engineering practices. The design criteria contained herein are the minimum acceptable under standard conditions. Some roadway designs require technical criteria that are above the scope of this manual and therefore not covered. In these cases the above- referenced manuals should be used for a basis of design. Additionally, certain conditions may require more stringent requirements that will be addressed during the plan review process. The design criteria used to estimate future street usage are established in the City's Transportation Plan. Anyone proposing to extend or modify the City's street system should contact the Public Works Department for information. Developers needing to construct street improvements shall enter into a Facility Extension Agreement (FAC). The Public Works Department can provide information on this agreement as well as applicable permit fee estimates. It is provided, however, that notwithstanding any provisions to the contrary, all streets located within the Downtown Urban Center Zone boundaries as depicted on the Comprehensive Zoning Map, other than that area west of the BNSF Railroad right-of-way, shall be subject to the "Downtown Auburn Sidewalk Design Guidelines" (Guidelines). Should any conflict exist between the Guidelines and the design criteria, Chapter 10, of this document, the Guidelines shall control in those portions of the Downtown Urban Center Zone described above. Exhibit "A" Resolution 4271 11/28/2007 Downtown Auburn Sidewalk Design Guidelines AREA OF APPLICATION Intent: to provide a consistent sidewalk design within the downtown area while emphasizing distinctive areas 1. Division St. from 3`~ St. SE/SW through Main St. shall have a distinctive design as a "promenade," which design is being developed separately from these sidewalk guidelines. Unless specifically noted herein, these guidelines will not apply to this area. However, they are intended to be compatible with that design. 2. The streetscape on Main Street from the BNSF rail crossing to Auburn Way shall follow these guidelines with the exception that the existing Main Street pedestrian lights and the concept of planting pots will continue to be utilized. 3. Unless as specifically noted herein, the sidewalk guidelines shall be accommodated within a sixty (60) foot right-of-way. 4. As used herein, the term "downtown" is intended to coincide with the Downtown Urban Center zone boundaries as depicted on the Comprehensive Zoning Map, also shown below, except for that area west of the BNRR rail crossing. n ~ bAR[ t ~...-f ROM - ^ ~~ Aue9A L i ~_ i F~ ) ~ ..iI"T€~ ( x~~x LLy994 1 of 5 Exhibit "A" Resolution 4271 November 28, 2007 SIDEWALK WIDTH Intent: to provide a generous walking space with room for street trees and amenities, while maintaining a clear travel zone for pedestrian safety and comfort. 1. All sidewalks shall be no less than ten feet (10 ft.) in width, measured from the face of curb to the face of the building. 2. All sidewalks shall maintain a minimum walking zone of five feet (5 ft.) in width, free of all obstructions including utilities, signage, street trees, furniture or other elements, permanent or temporary. SIDEWALK PAVING Intent: to provide a consistent and durable sidewalk that adds interest to the downtown core 1. All sidewalks shall be concrete with a 2 ft. x 2 ft. scoring pattern with a light broom finish with minimal scoring depth to allow for easy cleaning. 2. A single row of brick pavers shall be placed at the back of curb, perpendicular to the curb and adjacent to the concrete sidewalk. 3. A single row of brick pavers shall be used at transition points such as driveways and connections between new and old sidewalk. s x STREET SCAPE ' ,~ . , ~~ ~ w „i TRANSITION AREAS .7. 4. All sidewalks at street corners shall be constructed of brick pavers in a rectangular pattern. The specific type of brick pavers shall be approved by the City, including shape, size, and color. 2. Corner bulbs shall be integrated into corners where on-street parking is allowed, dependant upon the adjacent street geometry, presence of bus routes or other large vehicle use, as determined by the City Engineer. STREET TREES Intent: to ensure consistency, compatibility and survivability of street trees 1. Street trees should generally be placed 40 ft to 50 ft. on center, located 2.5 ft. from the back of curb, with lighting in between. Trees may be placed at either greater or lesser intervals to maintain sightlines for safety or for other reasons, subject to approval of the City Engineer. 3. Selected tree species should be of limited size and have limited potential to drop sap, fruit, or leaves. 3of5 Exhibit "A" Resolution 4271 November 28, 2007 PEDESTRIAN CROSSWALKS Intent: to ensure consistency and clarity for wayfinding and safety 1. All crosswalks shall 10 foot wide concrete with a 2 ft. x 2 ft. scored section between rows of perpendicular stamped brick patterns on either side reflective of the adjacent sidewalk design. 2. All intersections will require a thermoplastic crosswalk line for additional visibility on either side of the concrete cross walk. PEDESTRIAN LIGHTING Intent: to ensure consistency in light fixtures and light levels for maintenance and safety 1. Main Street, from Auburn Way west to the BNRR crossing, shall retain its existing lighting standards in order to emphasize its unique role in downtown. 2. All other streets shall use the preferred downtown standard of pedestrian lighting and street lighting with pedestrian luminaries no higher than 16 ft. 3.
