RESOLUTION NO. 4 4 9 1
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF AUBURN, WASHINGTON, DIRECTING THE MAYOR
TO MOVE FORWARD WITH NECESSARY. STEPS TO
PUT INTO EFFECT THE CITY OF AUBURN LES GOVE
COMMUNITY CAMPUS DEVELOPMENT PLANS
WHEREAS, the City Council of the City of Auburn holds as a high priority its
earnest desire to provide its citizens with quality municipal services, including
community meeting resources, parks and recreation programs and excellent park
facilities; and
WHEREAS, the City Council also desires to ensure its citizens the availability
of important human services, and endeavors to meet the specific needs of its over-all
population as well as its population groups, including youth, senior citizens and all
other segments of the population; and
WHEREAS, in connection with those priorities and desires, the City Council is
desirous of developing the Les Gove Community Campus to include a Community
Center, an Activity Center and other amenities in the vicinity of the campus to meet
community needs; and
WHEREAS, in connection therewith, the City Council desires, as do many
citizens of the City, the City needs a gathering place for the diverse populations in
Auburn to interact, including, but not limited to:
(a) Residents of thirty years and more, like downtown neighborhoods and
some of Lea Hill,
(b) New residents of areas like Lakeland Hills, and the newly annexed
areas of Lea Hill and West Hill,
(c) Low income families, especially single parent ones,
(d) Fast-growing populations such as the Latino, Eastern European,
African, Native American and other diverse ethnic and cultural
populations,

(e) Chamber of Commerce, Business shows, trade associations and other
related meetings,
(fl Family events such as weddings and memorials,
(g) Fundraising events,
(h) Recreation programs,
(i) Youth programs, including recreation and learning,
(j) Health and wellness activities,
(k) Performances,
(I) Social Dances,
(m) City informational meetings, for example, river flood control measures,
(n) Emergency shelter, short term, .
(o) Special events, for example, Veteran's Day gatherings,
(p) Service Club meetings, including, for example, Soroptomist, Rotary,
Kiwanis and Lions,
(q) Tourism promotion, for example, model railroad display,
(r) Community activity meetings for several hundred people, for example
Little League,
(s) A convenient place for people to interact with Parks, Arts and
Recreation staff near their offices,
(t) Environmentally sustainable building practices educational showcase,
(u) Banquets,
and other various uses, activities and purposes, that could be accomplished at
a City of Auburn Community Center and a City of Auburn Activity Center, or at other
facilities intended for the Les Gove Community Campus; and
WHEREAS, even though, in the current economic climate the City was
compelled to reject the proposals that had been requested for construction of the
Community Center and the Activity Center, that does not dampen the ardor with
which the City Council supports the ultimate development and construction of these
facilities at the Les Gove Community Campus; and
WHEREAS, the City Council also desires to take advantage of and develop
opportunities for partnerships and relationships with other governmental entities, civic
organizations and private groups and individuals to accomplish its priorities and
desires in development of the Les Gove Community Campus; and

WHEREAS, the City also wishes to explore and develop funding and financing
options, including seeking grants and tax credits and bond financing, and any other
available financing tools that could help the City to fund the necessary and
contemplated improvements at the Les Gove Community Campus; and
WHEREAS, in order for the City's Les Gove Community Campus plans to be
implemented, the City Council wishes to give the Mayor the affirmative direction to
move forward with necessary and appropriate steps to put into action the Les Gove
Community Campus development plan, to arrange financing programs for the plan
components, to coordinate with public and private partners and service providers to
assure that intended services will be provided and available within the Auburn
community.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN,
WASHINGTON, HEREBY RESOLVES as follows:
Section 1. That it is the City Council's intention that the funding commitment
for the Les Gove Community Campus development plan be maintained and that
funding options be pursued to enable the City to move forward with the development
plan when appropriate funding is identified, expected to be by January 2010.
Section 2. That the Mayor is directed to continue exploring alternatives,
options and strategies for funding, developing and implementing the City's Les Gove
Community Campus development plan, including, but not limited to, (a) developing
financial packages and funding mechanisms, including applying for grants and
seeking participation in tax credit, (b) soliciting building/facility design plans, (c)
drafting documents and contracts for public bidding, for consulting and construction

service contracts, (d) formalizing agreements with other governmental agencies and
with public and private partners, and (e) taking on any other tasks necessary and/or
appropriate to ready the City to develop the Les Gove Community Campus.
Section 3. That the Mayor is authorized to implement additional
administrative procedures as may be necessary to carry out the directives of this
legislation. Section 4. That this Resolution shall take effect and be in full force upon
passage and signatures hereon.
