Background Summary:
On March 8, 2004 the King County Council unanimously approved Ordinance 14844 adopting an
amendment to the King County Countywide Planning Policies designating Downtown Auburn as an urban
center. The March 2004 King County Council action follows the unanimous approval of Motion No. 03-2
by the King County Growth Management Planning Council (GMPC) in October 2003. Motion 03-2
represented the GMPC's approval of an amendment to the Countywide Planning Policies designating
Auburn's downtown as an urban center.
Following the County's action, the proposed amendment to the King County Countywide Planning
Policies is sent to the cities and towns in King County for ratification. Ratification requires that at least 30
percent of the city and county governments representing 70 percent of the population in King County
approve the amendment within 90 days. Ratification by an individual jurisdiction can either be by
affirmative action (passing a resolution) or by doing nothing during the 90 day ratification period. No
action constitutes approval. Opposition to the amendment requires formal action (resolution/ordinance)
by the jurisdiction
The designation of Downtown Auburn as an urban center is a key implementation strategy of the Auburn
Downtown Plan adopted in May 2001. Additional amendments to the Auburn Comprehensive Plan were
approved in 2002 in support of the anticipated urban center designation
Timely ratification of the Countywide Planning Policy amendment is necessary to ensure Auburn is
competitive in an upcoming regional transportation funding cycle where priority funding is directed to
urban centers.
At their meeting on March 22, 2004, the Planning and Community Development Committee
recommended approval.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF AUBURN, WASHINGTON RATIFYING AN
AMENDMENT T4 THE KING COUNTY COUNTYWIDE
PLANNING POLICIES TO DESIGNATE DOWNTOWN
AUBURN AS AN URBAN CENTER.
WHEREAS, the ling county Council adopted the original countywide
planning policies in July 1992; and,
WHEREAS, the City of Auburn has demonstrated that Downtown Auburn
meets the criteria for designation as an Urban Center; and,
WHEREAS, the Growth Management ent Planning Council (GMPC) was
established by interlocal agreement in 1991 to provide the collaborative policy
development of Countywide Planning Polices;
WHEREAS,. on October 1, 2003 the GMPC approved a motion amending
the. King County eontyvide Planning Policies to designate Downtown Auburn
as an Urban center; and,
WHEREAS, on March 8, 2004, the Metropolitan King County council took
action ratifying the - proposed amendment to the ding County Countywide
Planning Policies designating Downtown Auburn as an urban center on behalf of
unincorporated King County; and,
WHEREAS, the 1991 interlocal agreement remains in effect, requiring
ratification of Countywide Planning Polices and- amendments to the Countywide
Planning Policies by 30% of the jurisdictions representations at least 0% of the
population of ling County, within go days of adoption by the King County
Council.
NOW THEREFORE BE IT RESOLVED BY THE CITY/TOWN COUNCIL
F TIDE CITY OF AUBURN, WASHINGTON AS FOLLOWS:
SECTION 1. The City Council of the City of Auburn, Washington, hereby
ratifies the "Amendments to King county 2012 Countywide Planning Policies". A
copy of said amendments denominated as Exhibit "A" attached hereto and made
a part hereof as though set forth in full herein. Exhibit "A" is comprised of lung
County ordinance 14844, including GMPC Motion 03-2.

SECTION 2. The Mayor is hereby authorized to implement ent such
administrative procedures as may be necessary to carry out the directives of this
legislation.
SECTION 3. This Resolution shall be in full force and effect upon
passage and signatures hereon.

A MOTION to amend the Countywide Planning Policies by.
designa"n Downtown Auburn (the Auburn Central Business
District) as an Urban Center. Downtown Auburn is added to
the list of Urban Centers following Countywide Planning
PolicyLU-39.
S, A goal of the Growth Management Act is to encourage development in Urban
Areas where adequate public facilities exist or can be provided in ars efficient manner,
Policy U-39 of the Countywide Planning Policies of King County describes
the criteria for Urbana Center designation;
Policy LU -40 of the C unWMde Planning Policies of King County describes
Standards for planned land uses within Urban Centers;
S. the City of Aubum has demonstrated that Downtown Auburn meets the
criteria for designation as an Urban Cater; and
WHEREAS, Ding County Comprehensive Plan Policy -106 supporta the ' develo ment o •
Urban Centers to meet the region's needs for housing, jobs, services, culture and
recreation.
