The purpose of the Auburn Revitalization Area is to secure the financial means for making key infrastructure improvements in downtown Auburn in the vicinity of the Downtown Transit Center. MAR3.4 URBAN CENTER .me"r`.nS ~`M.:.w.«m uow.wa..um -.rma..w.rM twm.nm The project scope currently includes the reconstruction of three blocks of South Division Street, including roadway pavement, crosswalks, sidewalks, street trees and tree grates, potted plants, pedestrian and street lighting, City-owned fiber conduits, storm drainage improvements for street drainage and aesthetic treatments at the intersections of 1gt Street and at Main Street all in accordance with the City's Promenade Plan and the adopted Downtown Sidewalk Guidelines. In addition, the project includes the relocation of City-owned sanitary sewer lines, upsizing of City-owned water lines, and restoration of public improvements needed to accomplish these improvements. Other improvements include the relocation and undergrounding of power facilities from the alleyways to the public street right-of-way. AUBURN* MORE THAN YOU IMAGINED The total estimated project cost is $8 million. The City intends to fund the public improvements by utilizing a$3 million Economic Development Administration grant and the balance of the project cost through the issuance of general obligation debt. The debt will be repaid using local revitalization funding, increases in local property, sales and use tax revenues from participating , local governments and taxing districts, increases in local property, sales and use tax revenues from the City, applicable real estate taxes and general governmental revenues. The City intends to issue general obligation bonds to finance the public improvements and to retire the indebtedness in whole or in part from local revitalization financing it receives. The maximum amount of indebtedness the City will incur is $6,650,000. ' The estimated time during which local property tax allocation revenue and other revenues from local public sources are to be used for local revitalization financing is up to twenty-five years. The date when the use of local property tax allocation revenues and other revenues from local public sources for local revitalization financing will commence no earlier than July 1, 2010 and is dependent on timing of other grant funding. Any interested person is invited to appear and voice approval or disapproval of the proposed Auburn Revitalization Area boundary. Citizens with speech, sight or hearing disabilities wishing to review documents should contact the City of Auburn 'within 10 calendar days prior to the Council meeting, as to the type of service or equipment needed. Each request will be considered individually according to the type of request, the availability of resources and the financial ability of the City to provide the requested services or equipment.
