SPECIAL MEETING MINUTES
I. CALL TO ORDER
Chair Lynn Norman called the meeting to order at 4:05 p.m. in the Council Chambers
Iocated on the first floor of Auburn City Hall, 25 West Main Street, Auburn, WA.
Committee members present were: Chair Lynn Norman, Vice Chair Nancy Backus and
Member Rich Wagner.
Staff members present included: Director Cindy Baker, Assistant Director Kevin Snyder,
Principal Planner Elizabeth Chamberlain, Planner Stuart Wagner and Planning
Secretary Renee Tobias.
Audience members present included: Nicole Petrino-Salter and Rudy Terry.
II. ACTION
A. Amendment to the Downtown Urban Center Design Standards
This item was discussed at the June 8, 2009 Committee meeting. At that time, the
Committee had moved to approve the amendments to the Downtown Urban Center
Design Standards. Later in the meeting, it was noted that since this item was an
agenda modification and not part of the published agenda, action could not be taken.
At the June 8, 2009 Committee meeting, Committee requested, staff to review the
Design Standards language to address screening building projections above the roof
line typically used for mechanical equipment. Principal Planner Elizabeth
Chamberlain reported that staff are working on this and will add information about
adequate lighting at Committee's request today. Ms. Chamberlain stated that the
Design Standards could be approved now and the requested information could be
brought back to a July meeting.
Member Backus moved and Member Wagner seconded to approve the
amendments of the Downtown Urban Center Design Standards.
MOTION CARRIED 3-0
B. Multi-Family/Mixed Use Design Standards
Staff developed a new layout for the Design Standards that are more functional both
for the staff and the applicant. A sample of this layout was given to the Committee
for review and feedback. Committee agreed that the new format is much easier to
read and asked staff to be consistent in the placement of photos and drawings.
The interim Design Standards were adopted by the Committee at the June 8, 2009
meeting. Committee reviewed the interim Design Standards and provided changes
to staff or concurred with proposed wording.

Committee will meet on June 30, 2009 at 4:30 p.m. in Council Chambers to further
review the Design Standards.
Chair Norman offered to hear brief comments from the audience.
Ms. Nicole Petrino-Salter, 31021 132"d Way SE, Auburn, WA, appreciated the hard work
and knows that one of the Committee goals is to aim for making the City appealing and
quality. She would like to sell her property to a developer who wants to build an
extension to existing apartments. Ms. Petrino-Salter asked the Committee to allow
development for what her property is zoned for and consider her previous requests and
communication.
Chair Norman responded that the current discussion on Design Standards will apply city-
wide and noted that the Public Works staff are working to address the neighborhood
circulation concerns of the Lea Hill moratorium.
I11. ADJOURNMENT
There being no further business to come before the Planning and Community
Development Committee, Chair Norman adjourned the meeting at 6:05 p.m.
