SPECIAL MEETING MINUTES
I. CALL TO ORDER
Chair Lynn Norman called the meeting to order at 6:03 p.m. in the Council Chambers
located on the first floor of Auburn City Hall, 25 West Main Street, Auburn, WA.
Committee members present were: Chair Lynn Norman and Member Rich Wagner.
Vice Chair Nancy Backus was excused.
Staff members present included: Director Cindy Baker, Assistant Director Kevin Snyder,
Principal Planner Elizabeth Chamberlain, Principal Planner Jeff Dixon, Senior Planner
Chris Andersen, Planner Stuart Wagner, City Attorney Dan Heid, Assistant City Attorney
Stephen King, and Planning Secretary Renee Tobias.
Audience Members included: Consultant Gil Cerise with Jones & Stokes Associates
II. DISCUSSION
A. Code Update Project
City Attorney Dan Heid stated that to be consistent with Council's intention to
manage areas that are quasi-judicial, staff are focusing on bringing more precise
decision making choices to the Council. The options will be spelled out in the code,
rather than having decisions made at the time applications are made. Mr. Heid
confirmed that staff and Committee are on the right track by utilizing matrixes to be
prescriptive in the code.
Mr. Heid further confirmed that there is still a statutory development agreement
mechanism available for the City's use as provided for in state law. The intent is to
clearly distinguish land use decisions from the statutory land development
agreements.
Committee asked which zoning code would be used for mixed housing in the same
development area, such as the development in the City of Poulsbo. Staff responded
that Poulsbo used a Master Plan Community Development.
Staff presented a quick reference guide to different housing types for Committee
review. Plans and photos of specific housing types in Auburn were reviewed and
staff answered Committee's questions.
Committee corrected the wording for the RC and RS-1 designation to read 1 dwelling
unit per 4 acres and per 35,000 sq. ft. respectively on the Residential Designations
(Existing & Proposed) Conversion Tab/e.

Permitted Uses Table - Proposed Residential Zoning Designations
Group Residence Facilities. Committee asked about group residence facilities
permitted only in proposed RM-16 and RM-20. Assistant City Attorney Steve King
said that the City cannot ban these types of facilities if a similar use is allowed in
same zone. A distinct facility that was significantly different from a single family
home would not be allowed in certain areas. However, a single family home can be
converted to a group residence home as long as it meets current city and state
regulations. Staff will research and bring back to Committee.
Aaricultural Type Uses. Committee corrected the proposed agricultural type uses
regarding goats and swine; this should be allowed only in R-C and not RS-1.
Committee asked staff to include general wording regarding water, such as "must
comply with all State and Federal clean water laws."
Foster Care Homes. Committee asked why foster care homes would not be allowed
in R-C zones. Assistant Planning Director Kevin Snyder responded that the current
permitted uses were carried forward to the proposed uses, awaiting further research
by Legal.
Nursinq Homes. Staff confirmed for Committee that nursing homes are of a larger
scale as opposed to care in a residence for a few adults. Staff will prepare clear
definitions distinguishing between the two.
Privately owned and operated parks and plavarounds. Committee discussed Home
Owner Association (HOA)-associated parks and playgrounds versus privately owned
park. Staff will prepare specific language to clarify that the park must be associated
with a HOA or residential subdivision development.
Reliqious Institutions. Committee asked for more definition, e.g., religious housing,
religious treatment.
Swimmina pools. Staff will clarify that this would be a non-commercial accessory to
a residence.
Davcare. Committee asked about mini daycare centers not allowed in R-C zones
with a Conditional Use Permit. Staff clarified that daycare centers may be permitted
in R-C zone, but must be located on an arterial.
CottaQe housinq. Committee asked that cottage housing be allowed in RS-5 and
RS-7.
Flexible Development Alternatives
Senior Planner Chris Andersen stated that staff incorporated the feedback from the
Code Working Group and Planning Commission into the draft Flexible Development
Alternatives Eligibility Rating Instrument for Mixed-use Development Proposals.
Planning Commission felt that it was important to reward design innovation. With
respect to mixed use projects, the Commissioners asked that any rating system not
skew the process too heavily in favor of large projects at the expense of smaller
projects. Commissioners further provided suggestions on how the staff might

approach different point values for larger and smaller projects. Committee agreed
with this point.
Staff will Iook at the proposed in-fill development standards chapter and opportunities
for redevelopment in the criteria so both new and redevelopment is addressed.
Flexible Development Alternatives
Committee provided the following direction to staff:
• Page 1- Add education to Applicability of Rating Instrument
• Page 2, Item A.2 - If property is separated only by a street right-of-way,
Committee would consider this to be contiguous.
• Page 2, Item A.3 - Replace "group" with "legally constituted group".
• Page 3, Item 5- Rewrite percentage of use and define further.
Scoring Matrix
Committee reviewed the Scoring Matrix, providing feedback on proposed items and
points to staff. Specific direction to staff included:
• Limiting each category to 50 points.
• Developing matrix with Tier 1 required items and Tier 2 optional items.
• Adding language to convey a threshold of points per substantial technique.
• Requiring that points are obtained in at least three categories.
• Add 1 point per non-repeated" in several sections as well as "proportionate
to scope of project".
• Confirming that LEED certification is not required. However, if the applicant
chooses to have this certification, they would be required to present a LEED
certification from a third-party accreditation.
III. ADJOURNMENT
There being no further business to come before the Planning and Community
Development Committee, Chair Norman adjourned the meeting at 8:25 p.m.
