CALL TO ORDER Chair Lynn Norman called the meeting to order at 3:05 p.m. in the Council Chambers located on the first floor of Auburn City Hall, 25 West Main Street, Auburn, WA. Committee members present were: Chair Lynn Norman, Vice Chair Nancy Backus and Member Rich Wagner. Staff members present included: Director Cindy Baker, Assistant Director Kevin Snyder, Principal Planner Elizabeth Chamberlain, Principal Planner Jeff Dixon, Senior Planner Chris Andersen , Assistant City Attorney Steve King and Planning Secretary Renee Tobias. II. DISCUSION A. Code Update Project Staff reviewed with Committee a revised map indicating the proposed distribution of the residential zoning designations. Committee discussed the revised residential zoning designations of RC, RS-1, RS-5, RS-7, RM-10, and RM-20. Design standards were discussed and it was noted that the guidelines can be written to include design standards for the backside of houses that can be seen from the street, such as is the case when houses are clustered to avoid creating impacts to critical areas. Committee supports the proposed RM-16 zoning and would like to review design guidelines. Committee asked what types of design review mechanisms could be used to prevent large multifamily housing complexes that are out of scale with the surrounding neighborhood. Senior Planner Chris Andersen asked how the Committee would like to approach application of the new RM16 zone; would the Committee prefer to map the new zone as part of the code update or reserve it for future use. The Committee indicated that they would prefer to map the RM-16 zone as part of the code update for those areas where it would work well, and then look at future use and zoning amendment requests on a case by case basis. Staff will research multifamily and mixed-use residential design standards and provide the Committee with an informational memorandum for discussion at a regular PCDC meeting. The Committee can then decide whether it would like to hold a regular or special meeting to discuss this issue further. Planning and Community Development Committee Minutes March 30, 2009 III.
