MINUTES
1. CALL TO ORDER 4:00 PM, CONFERENCE ROOM NO. 3
Chairman Gene Cerino called the meeting to order at 4:02 p.m. in Conference
Room 3, located on the second floor of Auburn City Hall, 25 W. Main Street,
Auburn, Washington. Members present: Chairman Gene Cerino, Vice Chair Bill
Peloza and Member Virginia Haugen. Staff present: Mayor Peter Lewis, Chief of
Police Jim Kelly, Public Works Director Dennis Dowdy, Allison Stanhope
Assistant City Attorney, Chris Hankins Transportation Planner, Police Officer
Steve Sills and Kathy Emmert Police Secretary. Others present: W. Osborne,
John Partridge.
II. AGENDA MODIFICATIONS
There were no agenda modifications.
III. CONSENT ITEMS
A. Approval of Minutes of the June 8, 2009 Municipal Services
Committee Meeting
Vice Chair Peloza moved to accept the minutes of the June 8, 2009
meeting. Member Haugen seconded. Chair Cerino concurred.
MOTION CARRIED: 3-0
IV. ORDINANCES AND RESOLUTIONS (Action Items)
A. Ordinance No. 6247 *(Dowdy)
An Ordinance of the City Council of the City of Auburn, Washington,
amending sections 10.36.020, 10.36.175, 10.36.205, 10.36.240,
10.36.255, 10.36.262, 10.36.265, 10.36.268, 10.36.270 and 10.36.350 of
the Auburn City Code, relating to stopping, standing and parking
Vice Chair Peloza moved to forward this Ordinance to the full Council for
approval with the adjustment to the following sections: 10.36.255 - amend
the recommended language to 15 feet rather than 10 feet and 10.36.268D
amend the first sentence to delete the word "white"
Member Haugen seconded. Chair Cerino concurred.

V. INFORMATION / DISCUSSION ITEMS
A. Matrix
Item 20P - Animal Control and Rescue Update - Chief Kelly reported the
statistics for the past quarter are:
40.5 Calls (down from 47.8)
39.5 Contacts (up from 24.8)
22 Animal impounds (up from 13.8 - this includes dead animals)
7 Dangerous Dog Ordinance Violations (down from 9.4)
13 Warnings (no change)
3 Licenses (no change)
9.5 Wildlife calls (up from 3.8)
It was also discussed that King County appears to be attempting to push
more "basic service" calls to the Animal Control Officer contracted to
Auburn. The contract is for "enhanced services" and to maintain excellent
customer service Chief Kelly has approved ACO Harris response to basic
animal control calls for service. Delays in King County response would be
days if ACO Harris were not responding to these calls. Chief Kelly is
monitoring to see if this is a trend. In addition, ACO Harris responds when
available with patrol officers going to addresses flagged with a dangerous
do~q warning and assisted at Petpalooza. The next update will be at the
2" ' meeting in October.
Item 24P - Fireworks Update - Chief Kelly provided an update on the
fireworks emphasis and discussions with the Muckleshoot Fireworks
Commissioner. The next update will be at the July 13 meeting.
Item 41- Dangerous Dog Ordinance Notification - The Mayor will provide
an update at the second meeting in August.
VI. ADJOURNMENT
The meeting adjourned at 5:10 p.m.
