Administrative Recommendation:
City Council award Contract 09-02, Project No. CP0815, S. 277th St. Reconstruction Project Phase II --
Mary Olson Farm Improvements, to Bernard Commercial on their low bid of $37,760.00 plus WA state
sales tax of $3,587.20 for a total contract price of $41,347.20.
Background Summary:
For the S. 277th St. Grade Separation Project, the Federal Highway Administration (FHWA) provided
transportation mitigation funds to the City of Auburn for the restoration of the Thomas -Nelson Farmhouse.
The City of Auburn provided funds to King County to accomplish this work. During the course of the King
County mitigation, $101,112 in FHWA funds were not expended.
Based on a Memorandum of Agreement (MOA) between the FHWA, the Washington State Department of
Transportation, the Washington State Historic Preservation officer, and the City of Auburn, the
unexpended funds from the S. 277th St. project are to be expended on the preservation of the Mary Olson
farmhouse, to be completed by the City. Due to scheduling of work at the farmhouse, the project will
consist of two phases. Contract 09-02 is the first phase. The schedule and scope of the second phase
have not been determined at this time.
Project:
This project will include installation of mechanical and radiant heating systems in the farmhouse and
procurement of electrical, baseboard heating, plumbing and air handling materials. All work is to be on
City property.
Construction for this project is anticipated to begin in September 2009 and be completed in October 2009.
The total project cost for this phase of the project is estimated to be $49,617. There is $101,112
budgeted for the Mary Olson Farm Improvement project in the 102 (Arterial Street) Fund.
