CALL TO ORDER ' Chair Nancy Backus called the meeting to order at 6:30 p.m. in the Council Conference Room at Auburn City Hall, located at 25 West Main Street in Auburn. Chair Backus, Vice Chair Bill Peloza and Member Lynn Norman were present. Present during the meeting were Mayor Peter B. Lewis, City Attorney Daniel B. Heid, Information Services Director Lorrie Rempher, Finance Director Shelley Coleman, Public Works Director Dennis Dowdy, and Deputy City Clerk Cathy Richardson. II. CONSENT ITEMS A. Approval of Minutes 1. Minutes of the July 20, 2009 Finance Committee meeting. B. Vouchers Committee members reviewed the claims and payroll items after Item No. 111.8.4. 1. Claims F4.9.5 Claims check numbers 387392 through 387851 in the ' amount of $3,108,307.55 and dated August 3, 2009. . 2. Payroll F4.9.2 Payroll check numbers 526968 to 527070 in the amount of $324,263.51 and electronic deposit transmissions in the amount of $1,210,651.31 for a grand total of $1,534,914.82 for the pay period covering July 16, 2009 to July 29, 2009. Committee members reviewed the consent items and briefly discussed claim vouchers 387402, 387403, 387423, Page 1 Finance Committee Minutes Auqust 3, 2009 387560, 387562, 387569, 387574, 387587, 387611, 387680, 387713 and 387721. Vice Chair Peloza moved and Member Norman seconded to approve the consent items, including the minutes. MOTION CARRIED UNANIMOUSLY. 3-0. ' III. ORDINANCES AND RESOLUTIONS A. Ordinances There was no ordinance for Committee consideration. B. Resolutions 1. Resolution No. 4502 F6.16 A Resolution of the City Council of the City of Auburn, Washington, designating a Revitalization Area, and authorizing an application to the State Department of Revenue for local revitalization financing, as provided for in Chapter 270, Laws of 2009 Finance Director Coleman referred to revised Resolution No. 4502 which includes the final taxing jurisdictions that will not be participating in the local revitalization financing. Chair Backus pointed out that this is not an increase in taxes upon any citizen or business. Resolution No. 4502 authorizes application to the State Department of Revenue for Local Revitalization Financing of .05%. Local revitalization financing is a reallocation of property and sales and use tax for participating taxing districts for use in designated revitalization areas of up to $250,000 per year for a period of finrenty-five years. Vice Chair Peloza moved and Member Norman seconded to approve and forward Resolution No. 4502 as modified to the full Council. MOTION CARRIED UNANIMOUSLY. 3-0. Resolution No. 4506 A5.3.37 A Resolution of the City Council of the City of Auburn, Washington, endorsing the efforts of the Valley Cities Association and authorizing the Mayor to apply for a federal grant to fund broadband opportunities offered through the U.S. Department of Commerce Information Services Director Rempher distributed Exhibit "B" to Resolution No. 4506. Resolution No. 4506 is a continuation of the work being done to enhance regional broadband infrastructure through the valley. The Recovery Act provides an opportunity to apply for grant funds through the Broadband Technology Opportunities Program. Resolution No. 4506 authorizes the City of Auburn to apply for the grant on behalf of the participating valley cities. Committee members briefly discussed the City's proportionate share of the local match which will include in- kind resources such as staff time, conduit and fiber. Vice Chair Peloza moved and Member Norman seconded to approve and forward Resolution No. 4506 to the full Council. MOTION CARRIED UNANIMOUSLY. 3-0. 3. Resolution No. 4508 F4.6.1 A Resolution of the City Council of the City of Auburn, Washington declaring certain items*of property as surplus and authorizing their disposal ' City Attorney Heid explained that the vehicle being surplussed was taken in connection with a drug forfeiture. A person with a lien on the property has offered to purchase the vehicle for fair market value. Committee members briefly discussed Resolution No. 4508. Vice Chair Peloza moved and Member Norman seconded to approve and forward Resolution No. 4508 to the full Council. MOTION CARRIED UNANIMOUSLY. 3-0. Page 3 Finance Committee Minutes Auqust 3, 2009 4. Resolution No. 4511 A3.12.5 ' A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk to execute an agreement between the City of Auburn and Foster Pepper, PLLC for legal services Committee members briefly discussed Resolution No. 4511. Vice Chair Peloza moved and Member Norman seconded to approve and forward Resolution No. 4511 to the full Council. MOTION CARRIED UNANIMOUSLY. 3-0. IV. DISCUSSION ITEMS A. 2009 Second Quarter Financial Reports Committee members reviewed second quarter revenues and expenditures. B. Resolution No. 4507 04.9.1 C207A, A3.16.9 A Resolution of the City Council of the City of Auburn, Washington, authorizing the Mayor and City Clerk to execute a Local Agency Agreement between the City of Auburn and Washington State Department of Transportation relating to Project No. C207A, A Street NW Extension Public Works Director powdy stated that Resolution No. 4507 relates to the A Street corridor and is a 1.47 mile roadway link from 3' Street NW to 14th Street NW. VI. ADJOURNMENT There being no further business to come before the Committee, the meeting adjourned at 7:03 p.m. APPROVED THE DAY OF AUGUST 2009.
