Background Summary: The City has within the 2009-2010 Biennial Budget the White River pedestrian/bike trail system and, in addition, pursuant to the 2007 Comprehensive Transportation Plan, a strategy for constructing bike lanes/facifities within the urban center. In combination, these two projects may qualify for state grant funding through the Washington State Public Works Board (WSPWB). The project cost for the White River pedestrian/bike trail system has been budgeted at $270,000, the proposed urban center bike lane/facilities capital improvements are estimated to cost $100,000, and administrative expenses of $5,000 for a combined grant-funded project of $375,000. Resolution No. 4518 authorizes the Mayor or his designee to apply to the WSPWB for a 2009 Urban Vitality Grant for this capital improvement project. The date for applying for this grant is September 8, 2009. Reviewed by Council & Committees: Reviewed by Departments & Divisions: ❑ Arts Commission COUNCIL COMMITTEES: ❑ Building ❑ M&O ❑ Airport 0 Finance ❑ Cemetery ❑ Mayor ❑ Hearing Examiner ❑ Municipal Serv. 0 Finance 0 Parks ❑ Human Services ❑ Planning & CD ❑ Fire El Planning ❑ Park Board OPublic Works 0 Legal ❑ Police ❑ Planning Comm. ❑ Other El Public Works ❑ Human Resources ❑ Information Services Action: Committee Approval: ❑Yes ❑No Council Approval: ❑Yes ❑No Call for Public Hearing Referred to Until _ Tabled Until Councilmember: Norman Staff: Baker/Faber Meetin Date: Au ust 31, 2009 Item Number: 11.1 AU$[JftN *MOPE THAN YOU IMAGINED RESOLUTION NO. 4518 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, AUTHORIZING THE MAYOR TO SUBMIT AN APPLICATION TO THE WASHINGTON STATE PUBLIC WORKS BOARD FOR THE 2009 URBAN VITALITY GRANT PROGRAM WHEREAS, the City has in the 2009-2010 Budget the White River pedestrian/bike trail system and, in addition, plans for constructing urban center bike lanes and bike facilities capital improvements which may qualify for state grant funding; and WHEREAS, the project cost for the White River pedestrian/bike trail system has been budgeted at $270,000, the proposed urban center bike lane/facilities capital improvements are estimated at $100,000, and administrative expenses projected at $5,000 for a combined grant-funded project of $375,000 (Exhibit "A"); and WHEREAS, the Washington State Public Works Board (WSPWB) has available for allocation to cities serving high density urban communities grant funds intended for public works projects that demonstrate the ability to decrease per capita vehicle miles by increasing access to mass transit, supporting residential density in proximity to employment opportunities, and improving safety and appeal of walking and biking; and WHEREAS, WSPWB has $9,531,000 available for distribution for qualified public works capital projects with priority given to projects that are ready for construction and have secured twenty percent (20%) local match of the total project funding; and WHEREAS, the City of Auburn's local match of the total project funding for this state grant program shall be twenty percent (20%) of the total eligible costs; and Resolution No. 4518 August 25, 2009 Page 1 of 3 WHEREAS, the City intends to fund the local match by using City revenues generated from the residual balance of King County Open Space Bond resources; and WHEREAS, the City Council will amend the City's Annual Budget dependent upon a grant award and the City's ability to fund required matches; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, HEREBY RESOLVES AS FOLLOWS: Section 1. Purpose. The Mayor or his designee is authorized to apply to Washington State Public Works Board for a 2009 Urban Vitality grant for the White River pedestrian/bike trail system and urban center bike lanes and bike facilities capital improvement project and, as necessary, to prepare amendments to the Annual Budget as the grants are secured and matching funds are identified within the existing budget or where a new budget is appropriated. Section 2. Implementation. The Mayor of the City of Auburn is hereby authorized to implement such administrative procedures as may be necessary to carry out the directives of this Resolution.
