Background Summary:
Resolution 4516 authorizes an Agreement with the Washington State Department of Transportation to
appropriate 2009 Highway Safety Improvement Program (HSIP) funds in the amount of $396,720 to

design and construct the City’s F Street SE / 4 Street SE Traffic Signal Improvements, Project No.
CP0914. This grant requires no local matching funds.
This project will include the design and construction of a traffic signal at the intersection of F Street SE
th
and 4 Street SE, including pavement replacement as necessary within the intersection, replacement of
sidewalks on all four corners of the intersection to accommodate wheel chair ramps, and signal
interconnection.
Additional right-of-way may be required for the project.
A budget adjustment of $396,720 within the 102 arterial street fund/account will be required to expend
these funds.

RESOLUTION NO.4516
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
AUBURN, WASHINGTON, AUTHORIZING THE MAYOR AND CITY
CLERK TO EXECUTE A LOCAL AGENCY AGREEMENT BETWEEN
THE CITY OF AUBURN AND WASHINGTON STATE DEPARTMENT
OF TRANSPORTATION RELATING TO PROJECT NO. CP0914, F

WHEREAS, the City of Auburn (“City”) is completing the design and
construction of traffic signal improvements at the intersection of F Street SE and

4 Street SE (“Project”); and
WHEREAS, the City has been awarded a Federal Highway Safety
Improvement Program (HSIP) grant in the amount of $396,720 with no required
local funding match for the design and construction of the Project, and
WHEREAS, the Washington State Department of Transportation is a State
agency responsible for the administration of Federal Highway Administration funds
for transportation projects; and
WHEREAS, it is in the best interest of the City to use federal monies to
finance capital improvements to the transportation system, and
WHEREAS, the Washington State Department of Transportation requires a
Local Agency Agreement to utilize these HSIP funds.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF
AUBURN, WASHINGTON, HEREBY RESOLVES as follows:

Section 1.
The Mayor and City Clerk are hereby authorized to execute a
Local Agency Agreement between the City and Washington State Department of
Transportation, in substantial conformity with the agreement attached hereto,
marked as Exhibit “A” and incorporated herein by this reference.
Section 2.
The Mayor is hereby authorized to implement such
administrative procedures as may be necessary to carry out the directions of this
legislation.
Section 3.
That this Resolution shall take effect and be in full force upon
passage and signatures hereon.
