Administrative Recommendation:
City Council introduce and adopt Resolution No. 4520, authorizing the Mayor to award Small Works
Contract 08-19, Project Number CP0743, 2007 Local Storm Improvement Project, to the Lowest
Responsible Bidder.
Background Summary:

The purpose of this project is to provide a storm conveyance system upgrade within 1 Street NW
between A Street NW and to a point midblock east of Division Street. Currently, the conveyance system
is undersized and road drainage floods the intersections during significant precipitation events. The new
system will convey storm runoff to the existing system in A Street NW.
Because the bid opening will not be held until September 15, 2009, staff is requesting authorization for
the Mayor to award this contract to the Lowest Responsible Bidder, if the bid is within the budget. This
mayoral award avoids delays of the project and allows for coordination with other work occurring within
the project limits.
Construction is anticipated to start in late September and be completed by mid-October.
A project increase of $37,750 within the 430 fund/account will be necessary; however, it will not require a
budget adjustment due to the deferment of Project No. C518a, Downtown Strom Water Quality Facility.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
AUBURN, WASHINGTON, AUTHORIZING THE MAYOR AND
CITY CLERK TO EXECUTE AN AGREEMENT BETWEEN THE
CITY OF AUBURN AND THE LOWEST RESPONSIBLE BIDDER
FOR SMALL WORKS CONTRACT NUMBER 08-19, PROJECT
NUMBER CP0743, 2007 LOCAL STORM IMPROVEMENT
PROJECT
WHEREAS, the City Council of the City of Auburn has storm sewer systems
that need to be improved to ensure preservation of the long term functionality and
investment in roadways and adjacent properties; and
WHEREAS, a project Bid Opening for the construction of the storm system in

1 Street NE between A Street NW and Division Street is scheduled to take place on
September 15, 2008; and
WHEREAS, the City of Auburn Public Works Department will assess the bids
received and identify the Lowest Responsible Bidder following the Bid Opening; and
WHEREAS, it is in the public interest for the parties to enter into an agreement
for construction of CP0743, 2007 Local Storm Improvement Project, with all
expediency to take advantage of the remaining construction season.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN, KING
COUNTY, WASHINGTON, HEREBY RESOLVES as follows:
Section 1.
The Mayor of the City of Auburn and the Auburn City Clerk are
hereby authorized to review bids, award, and execute an Agreement between the City
of Auburn and the Lowest Responsible Bidder for Project Number CP0743, Small

Works Contract Number 08-19, 2007 Local Storm Improvement Project, which
agreement shall conform with the Bid Documents, provided that the bid amount does
not exceed the budgeted amount.
Section 2.
The Mayor is hereby authorized to implement such
administrative procedures as may be necessary to carry out the directives of this
legislation.
Section 3.
This resolution shall be in full force and effect upon passage and
signatures hereon.
