July 21, 2009
I. CALL TO ORDER
The July meeting was called to order at 4:00 p.m. in Conference Room Three located on the
second floor of Auburn City Hall, 25 West Main Street, Auburn, WA.
Committee Members present were: Chair Suzanne Limric, Barbara Derda, Virginia Lloyd,
Gary Masterjohn, Tony Ladner and Bette Van Gasken
Not in attendance: Marian Thomas, JoAnne Walters and Michael Harbin
Staff present were: Human Services Manager Michael Hursh and Community Services Project
Assistant Kirsten Reynolds
Guests present were: Resource Development Manager Faith Wimberley from HealthPoint
(Community Health Centers) of KC
II. APPROVAL OF MINUTES
Committee Member Derda moved to accept the June 16, 2009 minutes as read; Member
Ladner seconded.
The June 16, 2009 minutes were approved.
III AGENDA
A. Resource Development Manager Faith Wimberley from Healthpoint explained they have
been in the Auburn community since the 1980's; they have a medical, dental and
orthopedic clinic located across to from Valley Regional Hospital. The top floor is currently
being remodeled after Public Health moved. They have twelve total clinics in King County.
Clients are allowed up to two visits a year. They served 4,000 Auburn residents between
April through June 2009. All facilities offer the same services at every clinic which includes
maternal support, naturopathic and MD services.
The Auburn site was chosen as a pilot project site to receive special funding to start
partnering with Valley Regional Hospital to identify chronic users of the ER and try to get
them to use more clinic services and do more preventative care. Mr. Hursh expressed this
is a huge issue in Auburn, people need to be educated that emergency rooms are not the
only places to get health care without having insurance. Healthpoint Clinics are willing and
able to help residents get the care they need. The Clinics are open four nights a week until
8 p.m. and have special hours on Saturdays. Medical services will double once the fourth
floor renovation is completed.
There are six primary care Doctors and three Dentists located at the Auburn clinic and all
staff is all on payroll, they do not have volunteers on staff. Even though there is no formal
volunteer program they have had many High School Seniors participate at the Clinics.
They have been partnering with a University to get medical students in their 3Id and 4'n
year to assist and learn at the clinics. The intent is to inspire students to work with this
underserved population and not work in this profession just for the money.
Each patient is required to fill out a form to qualify for services; the form includes income
verification and other social services benefits information. All income from a household is
accounted for and services are based on their family size not their legal status. Staff at
Healthpoint encourages self management and improving life for their clients.
The Veterans Levy is funding services in Auburn that include post-partum depression and
other education on parenting skills. The whole County is talking about this topic; it may get
sponsored on a permanent status.
It was clarified that Christ Community Free Clinic gives client referrals to HealthPoint which
was previously stated incorrectly from the previous meeting.
Save the Date announcement for November 6, 2009 - it is the 4th Annual Connecting with
Community Benefit Dinner at the Spirit of Washington Event Center in Renton.
B. Human Services Funding
King County Council voted to cut staff to make sure some of the Human Services will still
be offered but is still not enough funds to continue all the Human Services Programs.
In January King County is going to be out of everything except emergency services funds.
The trickle down effect will be local agencies getting funding cuts; the infrastructure
agencies like Healthpoint will be feeling the crunch, they are the agencies that get the most
funding from King County.
Mr. Hursh and the other Human Services Managers in South King County have had on-
going conversations about funding. Auburn City Council has been committed to not cut
any Human Services funding and are proud they have been able to maintain this.
IV. ADDITIONAL TOPICS
• Discussion of Public Health's relocation from the old Post Office took place; the September
Human Services Committee meeting will be held at that location.
• On Monday 24, 2009 at 5 p.m. the Human Services Committee was invited to attend the
Planning & Community Development Committee's meeting for an activity update.
• ACAP has been working diligently with several developers; the sprinkler system is going to
get installed at the facility. A new water line will be installed to supply the water flow and
new concrete laid down.
• Kathrin Johnson in Kent has talked about starting an electronic application process for the
Cities of Auburn, Kent and Federal Way as well as the other south end cities. This would
improve the application process tremendously.
• Mayor Lewis gave an update on the Community Center - King County said they are going
to be doing some remodeling on a project next to Les Gove park; they asked if the City of

Auburn was interested in partnering with tax credits. Auburn can get 25% of total cost to go
towards the Activity Center/Community Center if this partnership is successful. The
• Community Center will go out for bid in January building is anticipated to start in May 2010.
• A boundless playground is going to be placed near the YMCA; boundless playgrounds
allow all children with or without disabilities to play easily.

The next meeting is scheduled for August 11, 2009 at 4:00 pm.
