WASHINGTON MINUTES
SPECIAL MEETING
1. CALL TO ORDER
The Committee conducted a special meeting consisting of a field trip to two residential
developments for the purpose of looking at examples of residential development techniques that
have been used to address site design issues such as steep street grades. Chairman Rich Wagner
convened the meeting at 8:45 a.m. at Auburn City Hall, 25 West Main Street, Auburn, WA.
Committee members present were: Chairman Rich Wagner, Vice Chair Gene Cerino, and Member
Sue Singer.
II. DISCUSSION AND INFORMATION
A. RESIDENTIAL DEVELOPMENT TECHNIQUES FIELD TRIP
Committee members and staff conducted a van field trip of two residential subdivisions. The
first stop was at the Woodbrook Community Park Gazebo at the Highlands at Woodbrook, a
single family residential development constructed by Schneider Homes in the West Hill area of
unincorporated King County at the 5300 block of South 284th Street. The second stop was a
walking tour of Woodridge, a detached condominium residential development constructed by
Centex Homes at 12211 NE 203rd Street in Bothell. Committee members and staff discussed
and reviewed the following:
• Design techniques for addressing vertical street grades, street intersections on slopes,
landing areas for streets on steep slopes, visual appearance of straight streets versus
curvilinear streets on steep slopes;
• The potential for applying different street standards to cul-de-sac stubs of relatively
short length;
• How to accommodate Americans with Disabilities Act (ADA) requirements at sidewalks
and street crossings;
• The safety and maneuverability for vehicles in residential development on steep slopes;
• The use and maintenance of different types of retaining walls to stabilize sloped
development sites,
• Home owner association maintenance of private streets and associated stormwater
facilities; and
• Street facility life cycle and cost analyses methods used by Centex to provide future
owners with financial information about maintenance requirements for private streets.

V. ADJOURNMENT
There being no further business to come before the Public Works Committee, the field trip special
meeting ended at 11:50 a.m.
