MEETING MINUTES

1. CALL TO ORDER
September 21, 2009 7:30 PM
A. Flag Salute
Mayor Peter B. Lewis cailed the meeting to order at 7:30 p.m. and
led those in attendance in the Pledge of Allegiance.
B. Roll Call
Mayor Lewis and the following Councilmembers were present:
Rich Wagner, Sue Singer, Gene Cerino, Nancy Backus, Bill
Peloza, Lynn Norman and Virginia Haugen.
Staff members present included: Public Works Director Dennis
Dowdy; Information Services Director Lorrie Rempher; Deputy
Police Chief Bob Lee; Assistant City Attorney Steve Gross;
Planning, Building and Community Director Cindy Baker; Human
Resources/Risk and Property Management Director Brenda
Heineman; Finance Director Shelley Coleman; Parks, Arts and
Recreation Director Daryl Faber; Assistant Planning Director Kevin
Snyder; Building Division Manager Rick Hopkins; Grant Writer
Michael Wilson; Human Services Manager Michael Hursh; and City
Clerk Danielte Daskam.
C. Announcements and Appointments
1. Announcements
a) Proclamation - Tribute to Koji Norikane
Mayor Lewis read and presented a proclamation
declaring September 21, 2009 as "Koji Norikane
Remembrance Day" in the city of Auburn to the
Norikane family in attendance, including Koji's wife of
67 years, Mary; son, Bob Norikane; and daughter,
Elaine Wetterauer.

Koji Norikane was born on June 1, 1914 in Thomas,
Washington. He graduated from Auburn High School
and resided in Auburn most of his life. He passed
away on September 7, 2009. A firm believer in farm
cooperatives, Koji served on numerous agricultural
associations. Koji also served on the Auburn Park
Board for many years and supported the City's Pea
Patch Program. Mayor Lewis expressed sincere
appreciation to the Norikane family for Koji's many
years of service to the community.
b) Proclamation -"Day of Concern for the Hungry"
Mayor Lewis read and presented a proclamation
declaring September 26, 2009 as "Mayor's Day of
Concern for the Hungry" to Donald Taylor, Chair of
the Board for the Emergency Feeding Program of
Seattle and King County. Mr. Taylor thanked Mayor
Lewis for the City's support and urged ~articipation in
the annual food drive on September 26t .
c) Proclamation - "Domestic Violence Awareness
and Prevention Month"
Mayor Lewis read and presented a proclamation
declaring the month of October at "Domestic Violence
Awareness and Prevention Month" in the city of
Auburn to Domestic Violence Victim Advocate Shelly
David. Ms. David was accompanied by Jennifer, who
is the community legal advocate for victims of
domestic violence, Ginger who is the Victim Support
Team Supervisor, Jackie who conducts supervised
visitations, and Carol, a Victim Support Team
member and a speaker for the Victim Impact Panel.
Jennifer reviewed the number of events to be held in
October promoting domestic violence awareness and
prevention month, including the lighting of trees in the
City Halt plaza with purple lights in recognition of
domestic violence awareness, a skate benefit for
domestic violence, and a walk-a-thon.
2. Appointments
a) Human Services Committee

City Council to confirm the appointment of Cecilia
Brugger to the Human Services Committee for a
three-year term which expires December 31, 2011.
Deputy Mayor Singer moved and Councilmember
Wagner seconded to confirm the appointment of
Cecilia Brugger to the Human Services Committee.
MOTION CARRIED UNANIMOUSLY. 7-0.
D. Agenda Modifications
A revised Agreement for Consulting Services for Resolution No.
4528 was transmitted prior to the meeting.
II. CITIZEN INPUT, PUBLIC HEARINGS & CORRESPONDENCE
A. Public Hearings
No public hearing was scheduled for this evening.
B. Audience Participation
This is the place on the agenda where the public is invited fo speak
to the City Council on any issue. Those wishing to speak are
reminded to sign in on the form provided.
James Robson, 33620 55th Avenue South, Auburn
Mr. Robson presented the Council with a letter, with attached
drawings and photos, dated September 21, 2009, regarding his
property. He expressed concern with flooding, erosion and
drainage on his property due the Jovita Heights development on
the West Hill of Auburn. Mr. Robson stated that he believes the
Jovita Heights developer did not follow approved development
plans. He requested the City remedy the situation.
Marylyn Pedersen, 1917 N Court SE, Auburn
Ms. Pedersen questioned any pending proposal to increase the
compensation of Councilmembers and department directors.
Mayor Lewis confirmed that there is no proposal to increase the
salaries of Councilmembers and department directors.
Ms. Pedersen also inquired regarding the M Street Grade
Separation Project and requested a copy of the traffic analysis
report prepared for the project. Mayor Lewis responded that the M
Street Grade Separation Project is part of the FAST Corridor
projects, a group of projects to improve transportation in

anticipation of tremendous growth in freight and rail traffic. The M
Street Grade Separation Project will mitigate the impact of train
traffic over Stampede Pass. The project cost is estimated at $22
million and is funded from a number of sources.
Garrett Huffman, 335 116t" Avenue SE, Bellevue
Mr. Huffman, representing the Master Builders' Association, spoke
in favor of Ordinance No. 6266.
C. Correspondence
There was no correspondence for Council review.
III. COUNCIL COMMITTEE REPORTS
A3.7.6
A. Municipal Services
Chair Cerino reported the Municipal Services Committee met
September 14, 2009. The Committee approved Resolution No.
4523 surplusing forfeited property and authorizing its disposal. The
Committee also discussed an addendum to the City's contract with
Sound Mental Health, Ordinance No. 6264 relating to low-flying
aircraft, Resolution No. 4526 accepting grant funds, and the Police
Department's license plate reader program. The next regular
meeting of the Municipal Services Committee is scheduled for
September 28, 2009 at 4:00 p.m.
B. Planning & Community Development
Vice Chair Backus reported the Planning and Community
Development Committee met September 14, 2009. The
Committee approved consent items and Ordinance No. 6266
amending Title 15 to allow the extension of permit expiration dates.
The Committee discussed the barrier free playground project,
temporary use amendments, administrative use and conditional
use permit amendments, and director's official decisions and
report. The next regular meeting of the Planning and Community
Development Committee is scheduled for September 28, 2009 at
5:00 p.m.
C. Public Works
Chair Wagner reported the Public Works Committee met this
afternoon at 3:00. The Committee approved contract
administration items, including amendments to consultant
agreements for engineering services related to the Comprehensive
Storm Plan, the annual National Pollution Discharge Elimination
System (NPDES) support, and the Les Gove Neighborhood

Improvements Project. The Committee discussed Ordinance No.
6266 amending Title 15 to allow permit extensions, Resolution No.
4528 approving an agreement with Breckenridge Consulting
Services, an update on grants, an update on the Supervisory
Control and Data Acquisition (SCADA) project for utilities telemetry,
Ordinance 6265 regarding facility extension agreements, design
standards, and project status. The next regular meeting of the
Public Works Committee is scheduled for October 5, 2009 at 3:00
p.m.
D. Finance
Chair Backus reported the Finance Committee met this evening at
6:30. The Committee approved consent items including claims and
payroll vouchers. The Committee also approved Resolution No.
4526 accepting a grant from the U.S. Department of Justice and
Resolution No. 4528 authorizing a consulting services agreement
with Breckenridge Consulting Services for assistance with New
Market Tax Credit financing for the community center project. The
Committee discussed Ordinance No. 6266 to allow extension of
building permits, Resolution No. 4523 authorizing the surplus and
disposal of seized property, the quarterly investment summary, and
an update on the South Correctional Entity (SCORE) financing.
The next regular meeting of the Finance Committee is scheduled
for October 5, 2009 at 6:30 p.m.
E. Community Center
The Community Center Committee has not met since the last
Council meeting.
F. Downtown Redevelopment
On behalf of Chair Norman, Councilmember Backus reported on
the September 9, 2009 meeting of the Downtown Redevelopment
Committee meeting. The Committee continued discussion of
design features of Auburn Junction, discussed the Mayor's Institute
of City Design results, bike racks and the Urban Vitality grant, and
street lighting. The next regular meeting of the Downtown
Redevelopment Committee is scheduled for September 22, 2009
at 4:00 p.m.
IV. REPORTS
At this time the Mayor and City Council may report on significant items
associated with their appointed positions on state, regional and local
organizations.

A. From the Council
Deputy Mayor Singer reported that she and several members of
the Council attended the grand opening of the new Muckleshoot
Tribal K-12 School. Deputy Mayor Singer also reported on her
attendance at a meeting with Governor Gregoire and other elected
officials relating to Green River flooding, a meeting of the King
County Library Board regarding renovation of Auburn Library, a
tour of the region tourism cluster and chaired a Tourism Board
meeting. Deputy Mayor Singer advised that she and
Councilmember Wagner are continuing their work on the City's
ASCENT (Auburn's Scientific Center for Emerging New
Technology) project.
Councilmember Backus commented on the unveiling of the new
sign in Bicentennial Park announcing Auburn as the home of Miss
Washington 2009 Devanni Partridge.
Councilmember Cerino reported on his attendance at the Pierce
County Regional Committee meeting.
Councilmember Peloza reported on his attendance at the
Suburban Cities Association Public Issues Committee where, as
the Suburban Cities Association Regional Water Quality Caucus
Chair, he provided reports on reclaimed water and wastewater
treatment plant odor control measures. Councilmember Peloza
also reported on his attendance at the King County Solid Waste
Advisory Committee meeting. Councilmember Peloza announced
that the Auburn International Farmers Market has completed fifteen
market days. The Market will complete its 2009 season on
Sunday, September 27th.
Councilmember Haugen commended Councilmember Backus for
her involvement in the Miss Auburn Scholarship Program and
Deputy Mayor Singer for her support of domestic violence
prevention programs in the community.
B. From the Mayor
Mayor Lewis reported on a meeting of the King County Regional
Policy Committee, meetings of the Suburban Cities Association
and subcommittees, the Chamber of Commerce Awards Banquet,
and the Muckleshoot Tribe's annual Veterans Celebration
Barbecue. Mayor Lewis also participated in a meeting with
Governor Gregoire on the banks of the Green River. The purpose
of the Governor's visit was to ensure that the emergency

declarations and advance preparations for potential flooding of the
Green River are secured. Mayor Lewis also commended the
Boeing employee group, Employee Recycling Program Fund that
helped acquire a specialized recreation cycling trailer to transport
bicycles for Auburn's Special Olympics participants as they train
and compete at their events around the state.

to receive public comments and suggestions with regard to the
proposed modifications to the 2009-2010 Biennial Budget,
including revenue estimates and possible increases in property
taxes.
Deputy Mayor Singer moved and Councilmember Wagner seconded to
approve the Consent Agenda.
MOTION CARRIED UNANIMOUSLY. 7-0.

seconded to adopt Resolution No. 4523.

2. Resolution No. 4526

A Resolution of the City Council of the City of Auburn,
Washington, authorizing the Mayor to accept grant funds
from the U.S. Department of Justice for Byrne Memorial
Grant and acceptance of an Interlocal Agreement with the
City of Seattle Police Department
Councilmember Backus moved and Councilmember Peloza
seconded to adopt Resolution No. 4526.
MOTION CARRIED UNANIMOUSLY. 7-0.
3. Resolution No. 4528
A Resolution of the City Council of the City of Auburn,
Washington, authorizing the Mayor to sign a Financial
Services Agreement with Breckenridge Consulting Services,
Inc.
Councilmember Backus moved and Councilmember Peloza
seconded to adopt Resolution No. 4528.
In response to a question from Councilmember Haugen,
Councilmember Backus responded that Resotution No. 4528
authorizes the Mayor to enter into a financial services
consulting agreement with Breckenridge Consulting Services

for services involving New Market Tax Credits.
Councilmember Backus reported that New Market Tax
Credits is a new financing initiative, and there are few firms
with the expertise to guide the City through this complex
financing tool. After interviewing two firms from Washington
State, staff recommended engaging the firm of Breckenridge
Consulting Services to provide certain services related to
New Market Tax Credits which will be used to finance a
portion of the community center project.
MOTION CARRIED. 6-1. Councilmember Haugen voted
no.
IX. ADJOURNMENT
There being no further business to come before the Council, the meeting
adjourned at 8:39 p.m.
