Administrative Recommendation:
City Council grant permission to enter into amendment No. 1 for Consultant Agreement No. AG-C-301
with Brown and Caldwell for Engineering Services related to Project No. CP0758, the Comprehensive
Sewer Plan Update.
Background Summary:
The City previously entered into a Consultant Agreement with Brown and Caldwell to update the existing
Comprehensive Sewer Plan. The scope of services included collection, review, and evaluation of existing
information, pump station evaluation, identification of data gaps, updating the hydraulic model,
development of levels-of-service criteria, developing of a Capital Improvement Plan, Comprehensive Plan
preparation, and project management. This contract amendment will cover costs for work/tasks not
included in the original scope of work including:
• Greater than anticipated effort to update the hydraulic model (including identifying and
reconciling GIS data discrepancies, calibration using pump station run times and on-site
pump tests, and application of more localized inflow/infiltration data).
• Preliminary analysis of downtown redevelopment and its effect on system capacity.
City requested additional system mapping detail, and new chapters for policies and plan
implementation
• Preparation of exhibits for public open house.
• Addressing review comments from King County and the Department of Ecology. Staff
determined that review by those agencies is required after project scoping.
The not to exceed amount for this amendment is $60,050, increasing the agreement total to $481,327.00.
A project budget contingency of $12,535.00 remains in the 431.00.590.100.65 fund.
