Background Summary: The City of Auburn is required under RCW 38.52 and WAC 118-30 to have a Comprehensive Emergency Management Plan and to update that plan every four years. The last plan was written in 2004. The 2009 plan reflects an effort to completely revise the content and ensure that all current state and federal requirements have been met. This pfan serves as a guide to all disaster response, recovery, mitigation, and planning efforts conducted by the City. P1207-1 01.8.3 Reviewed by Council & Committees: Reviewed by Departments & Divisions: ❑ Arts Commission COUNCIL COMMITTEES: ❑ Building ❑ M&O ❑ Airport ❑ Finance ❑ Cemetery ❑ Mayor ❑ Hearing Examiner ED Municipal Serv. ❑ Finance ❑ Parks ❑ Human Services ❑ Planning & CD ❑ Fire ❑ Planning ❑ Park Board ~Public Works ❑ Legal ❑ Police ❑ Planning Comm. p Other ❑ Public Works ❑ Human Resources ❑ Information Services Action: Committee Approval: ❑Yes ❑No Council Approval: ❑Yes ❑No Call for Public Hearing Referred to Until Tabled Until Councilmember: Cerino Staff: Kell Meeting Date: December 7, 2009 _ Item Number: VI11.6.1 AUBURN *MORE THAN YOU IMAGINED RESOLUTION NO. 4 5 4 0 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, ADOPTING A NEW CITY OF AUBURN COMPREHENSIVE EMERGENCY MANAGEMENT PLAN (CEMP), REPLACING AND SUPERSEDING THE PRIOR PLANS WHEREAS, Chapter 38.52 of the Revised Code of Washington (RCM and Chapter 118-30 of the Washington Administrative Code (WAC) require counties and cities within the State of Washington to establish emergency management organizations and emergency plans for the protection of persons and property in the event of disaster and to provide for the coordination of emergency management functions with other public agencies and organizations; and WHEREAS, since 1985, the City has had Comprehensive Emergency Management Plans in place and in effect, with the most current Plan promulgated in 2004 and reviewed for update in 2006; and WHEREAS, pursuant to the state law, the Comprehensive Emergency Management Plan provides the City with a method to address the City's preparedness for handling and responding to disasters and emergencies, and assisting citizens to be prepared in the case of disasters or emergencies; and WHEREAS, the City's existing Comprehensive Emergency Management Plan is required to be updated every two to four years, and must be reviewed and approved by the State of Washington; and Resolution No. 4540 November 23, 2009 Page 1 WHEREAS, the City commenced work on an update of its Plan in 2008, but it was determined, in consultation with the State of Washington, that a more comprehensive re-write was needed rather than an update of the Plan; and WHEREAS, in accordance therewith, the City prepared a comprehensive re-write of the Comprehensive Emergency Management Plan to reflect changes in local, state, and federal laws and regulations, and submitted this Plan to the State, in April 2009; and WHEREAS, the City's proposed Comprehensive Emergency Management Plan was reviewed and approved by the State in August 2009, provided that the State's review included some minor suggestions that the State wanted to see incorporated in the Plan; and WHEREAS, City staff incorporated the State's suggested changes as appropriate in the version now before the City Council. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, DO ORDAIN AS FOLLOWS: Section 1. Adoption of Updated Plan. The City Council of the City of Auburn hereby adopts the City of Auburn Comprehensive Emergency Management Plan, dated December 2009,' a copy of which shall be on file with the office of the City Clerk. This Plan fully replaces and supersedes the City's prior Plans. ' Pursuant to WAC Section 118-30-060, the plan shall be identified by month and year adopted (the month and year of the most recent revision shall be identified on each page of the plan). The Mayor of the City of Auburn is hereby authorized to implement such administrative procedures as may be necessary to carry out the directions of this resolution. Section 3. Effective Date.
