CALL TO ORDER Chair Gene Cerino called the meeting to order at 4:00 p.m. in Conference Room 3, located on the second floor of Auburn City Hall, 25 West Main Street, Auburn, Washington. Members present: Chair Gene Cerino and Member Virginia Haugen. Staff present: Chief of Police Jim Kelly, Public Works Director Dennis Dowdy, Emergency Preparedness Manager Sarah Miller, Human Resources/Risk and Property Management Director Brenda Heineman, Associate City Attorney Allison Stanhope, Finance Director Shelley Coleman, Principal Planner Jeff Dixon, Government Relations Manager Carolyn Robertson, and Police Secretary/Scribe Kathy Divelbiss. Others present: Auburn Reporter representative Robert Whale and John Partridge, citizen. II. AGENDA MODIFICATIONS There were no agenda modifications. III. CONSENT ITEMS A. Approval of Minutes of the October 26, 2009 Municipal Services Committee Meeting Member Haugen moved to approve the Minutes of the October 26, 2009 meeting. Chair Cerino concurred. MOTION CARRIED: 2-0 IV. ORDINANCES AND RESOLUTIONS (Action Items) A. Ordinance 6273 An Ordinance of the City Council of the City of Auburn, Washington, amending Sections 10.36.190 and 10.36.192 of the Auburn City Code relating to commercial vehicle parking and residential parking. Chief Kelly explained the issues of commercial vehicles parking in residential and commercial areas. After a lengthy discussion by Committee and staff members, the Committee members approved Ordinance No. 6273. MOTION CARRIED: 2-0 Page 1 Municipal Services Minutes November 9, 2009 V. INFORMATION / DISCUSSION ITEMS A. Resolution No. 4540 Emergency Preparedness Manager Sarah Miller explained that the handout given to Committee Members is for review and will go to the Public Works Committee for approval before Council. B. Matrix 41 - Dangerous Dog Ordinance Notification - Chief Kelly explained that they are working on flyers and Community Programs is developing a welcome packet for new residents. At 4:30 p.m., Chair Cerino recessed the meeting for approximately 10 minutes for a closed session for the purpose of discussing labor relations and collective bargaining per RCW 42.30.140(4). At 4:40 p.m., Chair Cerino reconvened the meeting to discuss Transportation Benefit District packets. C. Transportation Benefit Districts Public Works Director Dennis Dowdy summarized the information for the Committee regarding Transportation Benefit Districts and the Committee briefly discussed. VI.
