SPECIAL MEETING OF THE CIVIL SERVICE COMMISSION
Meeting Minutes of January 6, 2010
A special meeting of the Civil Service Commission was held January 6, 2010, in Resoucce Room #1
located on the frst floor of Auburn City Hall, 25 West Main Street, Auburn, WA. The following members
were in attendance.
MEMBERS PRESENT: Chairman Dick Kammeyer, Member Gene Cerino and Member Cyril Van Selus.
STAFF PRESENT: Police Chief Jim Kelly, Deputy Police Chief Bob Lee, Assistant City Attorney
Stephen King, Director of Human Resources, Risk and Property Management Brenda Heineman, Risk
Manager Rob Roscoe, and Civil Service Secretary Terry Mendoza.
ACTION:
Chairman Kammeyer called the meeting to order at 9:00 a.m. and opened with a moment of silence in
honor of a fallen officer in the State of Washington.
Chairman Kammeyer introduced and welcomed Gene Cerino as the newest member to the Civil Service
Commission. Member Cerino replaces Charles Booth.
Police Chief Jim Kelly provided an update on Police department staffing levels and the reorganization of
the department due to budget constraints causing a reallocation of department resources. The position
of Special Investigations Unit Sergeant will be eliminated and additional positions will be moved in an
effort to reorganize and improve efficiencies.
Member Cerino inquired about the basis for the decision to demote this Sergeant position. Police Chief
Kelly responded that the decision was in accordance with City of Auburn Civil Service Commission Rule
17 and the process for a demotion. The Sergeant being demoted is currently in a probationary status
which follows the order of layoff as governed by Rule 17.
The approval of the Commission is being requested regarding the demotion of a Sergeant position:
• Chairman Kammeyer suggested a motion be made to approve the request; Member Van Selus
so moved, Member Cerino seconded. Motion passed unanimously 3-0.
ADJOURNMENT:
There being no further business to come before the Commission, the meeting adjourned at 9:06 a.m.
