L CALL TO ORDER 4:00 PM, CONFERENCE ROOM N0. 3
Chairman Bill Peloza called the meeting to order at 4 p:m. in Conference Room
3, located on the second floor of Auburn City Hatl, 25 West Main Street, Auburn,
WA. Members present: Chair Bill Peloza, Vice Ghair Sue Singer, Member John
Partridge. Staff present: Mayor Pete Lewis,,Chief of Pol'r"ee, J_im Kelly, IS Director

A. Approval'of Minutes of the December 14, 2009 Municipal Services
Committee Meeting
Vice Chair Singer moved to accept the Minutes of the December 14, 2009
meeting. Member Partridge seconded. Chair Peloza concurred.

IV. ORDINANCES A'ND RESOLUTIONS (Action Items)
A. Resolution No. 4555* (Kelly)
'A. Resolution." of the City Council of the City of Auburn, Washington,
authorizing `the acceptance of a grant from the King County Office of
Emergency Management in the amount of Fifteen Thousand Dollars
($15,000) `to purchase a disaster emergency response trailer
Vice Chair Singer moved to accept the Resolution and forward to the full
Council for acceptance. Member Partridge seconded. Chair Peloza
concurred.

B. Resolution No. 4556* (Kelly)
A Resolution of the City Council of the City of Auburn, Washington,
authorizing the acceptance of a grant from the King County Office of

Emergency management in the amount of Six Thousand Eight Hundred
Fifty Three Dollars and Eighty Cents ($6853.80) to provide equipment to
King County Community Emergency Response Team (CERT) Programs
Vice Chair Singer moved to accept the Resolution and forward to the full
Council for acceptance. Member Partridge seconded. Chair Peloza
concurred.

C. Resolution No. 4557* (Kelly)
A Resolution of the City Council of the C,ity of Auburn, Washington,
authorizing the acceptance of a grant from the King County Office of
Emergency Management in the amount.of.Tvuenty.Five Thousand Dollars
($25,000) to provide equipment to Kinq toiounty Citizen Corps Programs
Vice Chair Singer moved to accep(the Resolution and forward to the full
Council for acceptance. Member Partridge seconded: Ghair Peloza
concurred. .

V. INFORMATION / DISCUSSI
A. King County Draft 2009 ,SQlid WasteVanagement Comprehensive
Plan* (Coleman)Finance DirectorCaleman p'rovtded background and an update of the King
County S`olid Waste Managernent Comprehensive Plan and it's impact on
Auburn.
B. Algona Transfer Station Closing* (2017)
,The.~`-potential closing and related concerns is included in the plan
discussed..in ifem U.A. The Mayor indicated he would gather information
related to:potential sites large enough in and around Auburn that would
accommodate a railroad spur and a new transfer station.
C. : Take-No-Extra Policy* (Coleman)
The ;.City of Auburn is changing it's policy related to charges for excess
garbage as a result of the ability of drivers to document the reason for
additional fees.
D. MOU With City of Federal Way* (Rempher)
Director Rempher explained that while the City does not believe it will be
necessary, steps have been taken to physically relocate priority servers to
a secure location in Federal Way which will be accessed remotely by city
employees.

An Ordinance of the City Council of the City of Auburn, Washington,
amending Section 10.36.270 of the Auburn City Code, relating to stopping,
standing and parking
The Committee supports this Ordinance.
F. Resolution No. 4553 * (Coleman)
A Resolution of the City Council of the City of Auburn, Washington
authorizing the acceptance and appropriation of grant funds in the amount
of One Hundred Sixteen Thousand and One Hundred Fifty Four pollars
($116,154), and authorizing the Mayor and City Clerk to execute an
Interlocal Agreement between King County and the City of Auburn to
accept said funds for implementation of the 2010 2011 Waste Reduction
and Recycling Grant Program
Vice Chair Singer moved to accept the~Resolutionand.forward to the full
Council for acceptance. Member .Partridge secondeci: , Chair Peloza
concurred.

F. Public Comment
Chair Peloza has implemented a new'item inthe'Discussion portion of the
Agenda to acceptycomments from`any citizeri;s who might be present and
wish to speak. Cifizen Wayhe.,dsborn took the opportunity to address
issues from his perspective.
