Administrative Recommendation:
City Council adopt Resolution No. 4566.
Background Summary:
The City Council provided for the adoption of a City of Auburn Fee Schedule in the adoption of Ordinance
No. 5707.
With the implementation of the requirements of the City's National Pollutant Discharge Elimination System
(NPDES) Phase 2 permit requirements, the City has adopted new requirements as provided by the
Stormwater Management Manual (SWMM) through Ordinance No. 6283. These new requirements have
increased the responsibilities of the City for both the review and inspection of private storm systems to
insure that the storm drainage requirements of the SWMM are met as well as increased the potential
storm drainage requirements when developing within the City of Auburn. Staff is proposing a 3-tiered
permit process to allow flexibility in the fee's based on the amount of staff effort that will be needed to
insure compliance.
Therefore, staff is recommending that it is appropriate to revise and amend the fees and charges for City
storm permit applications for which fees are charged to adjust for changes to be effective February 16,
2010.
