Background Summary: The City Council provided for the adoption of a City of Auburn Fee Schedule in the adoption of Ordinance No. 5707. With the implementation of the requirements of the City's National Pollutant Discharge Elimination System (NPDES) Phase 2 permit requirements, the City has adopted new requirements as provided by the Stormwater Management Manual (SWMM) through Ordinance No. 6283. These new requirements have increased the responsibilities of the City for both the review and inspection of private storm systems to insure that the storm drainage requirements of the SWMM are met as well as increased the potential storm drainage requirements when developing within the City of Auburn. Staff is proposing a 3-tiered permit process to allow flexibility in the fee's based on the amount of staff effort that will be needed to insure compliance. Therefore, staff is recommending that it is appropriate to revise and amend the fees and charges for City storm permit applications for which fees are charged to adjust for changes to be effective February 16, 2010. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON HEREBY RESOLVES, as follows: Section 1. Section F(8)(c), Storm Drainage Utility, of the Fee Schedule of the City of Auburn is amended and updated with the inclusion of the fees as set forth on the Resolution No. 4566 January 27, 2010 Page 1 document attached hereto, marked as Exhibit "A" and incorporated herein by this reference. Section 2. After the effective date of this Resolution, the Mayor is authorized to increase the fees herein by an amount that corresponds to the increase in the cost of living as determined by CPI-W Seattle, Tacoma, Everett and Bremerton. Section 3. The City Clerk is authorized and directed to incorporate the fee changes in the City's Fee Schedule. Section 4. The Mayor is hereby authorized to implement such administrative procedures as may be necessary to carry out the directives of this legislation. Section S. This Resolution shall be in full force and affect upon passage and signatures hereon, and the provisions of Section 1, shall take effect February 16, 2010. DATED and SIGNED this day of , 2010.
