WHEREAS, the assessment roll levying t"e special assessments against the
properties located in the Local Improvement District No. 316 of the City of
Auburn, Washington, created under Ordinance No. 3554, has been filed with the
City Clerk of the City of Auburn, as provided by lava; and
WHERcAS, notice of the time and pl«ce of hearing thereof and r,iaking
objections and protests to said roll was duly published at and fo.r the time
and in the manner provided by law, fixing the time and place cf. nearing thereon
fo,r the 17th day of August, 1981, at the hour of 8:00 P.M. in the Council Chambers
of the Auburn City Hall, Auburn, SJasnington, and further notice thereof was duly
mailed by the City Clerk to each property owner shown on said roll; and
WHEREAS, at the time and place fixed and designated in.said notice of
hearing was duly held, no protests were duly f.iled at said hearing; and
6JHEREAS, after the hearing was held the assessment roll was accepted as.
presented and ordered confirmed.

Section 1. That there is hereby in all respects approved and confirmed

Section 2. Tnat each of the lots and other property upon said assessment
roll is hereby declared to be especially 5enefited by said improvements in at
least the amount charged against the same, and that the assessment appearing
against each of the same is in proportior to the several assessments appearing
on said roll. That all of the property shall be as.sessed according to the lineal
frontage of the property abutting said prooerty to be improved an:; shall be
assessed according to their proportionate share of the several assessments
appearing upon the said.assessment roll and ther;e is hereby lev,i2d and assessed
against such lots and other property appearing upon said roll, the amoun't finally
charged therein against the same; said amount,,;or a,n,y portion thereofmay be paid
at any time within thirty (30) days fr.om the da,te of,the first publication of the .

Notice of Collection of said assessments'~witliout penalty, interest or cost; there-
after the sum remaining unpaid, if any, may be paid in ten (10) equal annual
installments, with interest on the wnole unpaid sum at the rate of one-half (i) of
one percent (l.%) in excess of the net effective rate of the Local Inprovemen'u District

Bonds with theinterest in no case being greater than th'irteen percent (13.%0).
Commencing with the first year after the last day, suci: assessmants, or
any portion thereof,, may be paid without nenalty,intereSt or cost (30.days fr.om
the date of the first publication of ttiz Treasurer's Notice of Collection of
Assessments) and each year thereafter, one of said instal7mentS;, to9ether with '
the interest due, shall be collected as provided by law and the Ordinances of ,
the City of Auburn, assessments or installrents of assessments not paid vvhen
due shall be delinquent and there shall 5e added to the same a penalty of eight
and one-half percent (8.5%) of the arount of the overdue installment and ihterzst,
and such penalty shall become a part or the lien upon the prcperty assessed.
Section 3. All monies collected by the City Treasurer upon any of the
assessments levied, as authorized herein, shall be paid into "Local Inprovement.
Disirict ido. 316 fund" created 6y Ordinance h;o. 3554, and sha11 he usPd only
for the.purpose•of.redeeming warrants and/or bonds drawn upon.or.issued against
said fund. '
Section 4. This Ordinace shall take effect and be in `orce five (5) days
from and after its oassage, approva.l and publication, as provided by lasv.
