APRIL 8,199 The Planning and Community Development Committee meeting of April 8, 1991 was called to order at 5:30 P.M in the Council Work Area. Those members in attendance were as follows: MEMBERS PRESENT: Don Kurle and Bud Larson (5:30 to 6:20 P.M.) Pat Burns, Stacey Brothers and Don Kurle (6:20 to 7:15 P.M.) STAFF PRESENT: Mayor Bob Roegner (6:10 to 7:15 P.M.), Len Chapman, Steve Lancaster, Lynn Rued and Cheryl Sallee GUESTS: Mayor ProTem Bud Larson Vice Chair Don Kurle indicated that Committee Chair Pat Burns and Councilmember Stacey Brothers had been delayed. He asked that Mayor ProTem Bud Larson serve on the Committee pending Councilmember Brothers' arrival, and called the meeting to order at 5:30 P.M. 1. SENIOR SERVICES OF SEATTLE/IQNG COUNTY HOT MEAL PROGRAM - RESOLUTION NO. 2186 and SENIOR SERVICES OF SEATTLELgNG COUNTY MEALS ON WHEELS PROGRAM - RESOLUTION NO, 2189; Cheryl Sallee provided a brief report on the Hot Meal and the Meals on Wheels programs. In response to a question from Councilmember Don Kurle, Sallee indicated the hot meal program is currently serving an average of about 60 people per day, and meals on wheels serves about 100 to 200 meals per week. Sallee also updated the Committee on several other programs offered through the Senior Center. It was moved by Larson that the Committee recommend City Council approval of Resolution No. 2186 and Resolution No. 2189, authorizing the Mayor to execute Memoranda of Understanding between Senior Services of Seattle/King County, and the City, for both the Hot Meals and the Meals on Wheels programs. Kurle concurred. MOTION CARRIED (2-0) 2. PUGET SOUND REGIONAL COUNCIL - ORDINANCE NO.4494: Steve Lancaster reviewed the background of the Puget Sound Regional Council, which is proposed as a replacement for the Puget Sound Council of Governments. He also reviewed the functions and authorities of the proposed agency, and its relationships to the Planning Council for King County. On a related matter, Lancaster distributed copies of the "King County Regional Governance Summit Report to the Public." It was moved by Larson, that the Committee recommend City Council adoption of Ordinance No. 4494, authorizing the Mayor to enter into an interlocal agreement for the formation of the Puget Sound Regional Council. Kurle Concurred MOTION CARRIED (2-0) PANHANDLE LOTS - ZONING CODE AMENDMENT: Steve Lancaster reviewed the discussion at the previous Committee meeting. Lynn Rued described the proposed code amendment and showed some illustrations of panhandle lot situations and how the proposed ordinance revisions would affect setbacks. It was moved by Larson that the Committee refer the proposed Zoning Code amendment for panhandle lot setbacks to the Planning Commission for public hearing. Kurle Concurred MOTION CARRIED (2-0) PAGE 1
