CALL TO ORDER Chair Lynn Norman called the meeting to order at 5:00 p.m. in the Council Chambers located on the first floor of Auburn City Hall, 25 West Main Street, Auburn, WA. Committee members present were: Chair Lynn Norman, Vice Chair Nancy Backus and Member Rich Wagner. Staff members present included: Mayor Pete Lewis, Interim Director Kevin Snyder, Environmental Protection Manager Chris Andersen, Environmental Planner Jennifer Shih, Assistant City Attorney Steve Gross, and Planning Secretary Renee Tobias. II. ANNOUNCEMENTS AND AGENDA MODIFICATIONS There were no announcements or agenda modifications. III. CONSENT AGENDA A. Minutes - February 3, 2010 Member Backus moved and Member Wagner seconded to approve the minutes as presented. MOTION CARRIED UNANIMOUSLY 3-0 B. Minutes - February 8, 2010 Member Backus moved and Member Wagner seconded to approve the minutes as presented. MOTION CARRIED UNANIMOUSLY 3-0 C. Minutes - February 8, 2010 Joint PCDC and Public Works Committee Member Backus moved and Member Wagner seconded to approve the minutes as presented. MOTION CARRIED UNANIMOUSLY 3-0 IV. DISCUSSION A. Resolution No. 4568 - Olympic Leadership Academy Contract This Safe Communities Grant is a renewal of an agreement between the Seattle- King County Department of Public Health and the City of Auburn for the Olympic Leadership Academy (OLA) program at Olympic Middle School. Planning and Community Development Committee Minutes February 22, 2010 The program, now in its sixth year, has been funded in part by this grant for the past three years. The grant is for $50,000 and is offered in partnership with the Auburn School District. The program serves 50-60 students each day with the express intent to provide youth - predominately Latino youth who are at high risk of academic failure - a supportive school environment that helps them achieve academic and personal success measured by improvements in school performance, attendance, and a decrease in disciplinary action for delinquent activities. A supervised recreational opportunity and an academic component are the two primary parts of the program each day. Recreation Manager Brian Petty responded to Committee's questions regarding funding resources, particularly 215t Century Schools. Committee was in full support of this program and ordinance. B. FEMA Model Ordinance Environmentaf Protection Manager Chris Andersen and Environmental Planner Jennifer Shih presented an update on the FEMA Model Ordinance. Staff distributed a memo summarizing comments received at the public information meeting including a copy of two written comment cards and a schedule of upcoming dates for the Floodplain Regulations Update Project. A public information meeting was held February 18, 2010; approximately 60 community members attended. City staff and a representative from FEMA were available to answer questions raised during the meeting. The written comment cards and oral questions asked at the meeting were reviewed and discussed by staff and the Committee. Staff is in the process of responding to these written concerns. • A refined draft Regulatory Floodplain Map was distributed and reviewed with the Cornmittee. The Regulatory Floodplain is composed of the Special Flood Hazard Area (FEMA 100 year floodplain) and the Protected Area (Floodway, Riparian Habitat Zone, Channel Migration Area). Assistant City Attorney Steve Gross responded to Committee's question regarding setbacks along the Regulatory Floodplain Area. The three areas, Special Flood Hazard Area, the Channel Migration Area and the Riparian Habitat Zone, are not setback areas, but rather are areas where further study is needed prior to development. Mr. Gross clarified that the in the Shoreline Master Plan, however, there is a 100 foot buffer. The City's development moratorium pertains to properties located within the Special Flood Hazard Area and Floodway as currently identified by FEMA. Staff reviewed three maps: a draft map showing the proposed Regulatory Floodplain; a draft map showing the Potential Regulatory Floodplain Scenario Based on the Preliminary Revised Flood Insurance Rate Maps issued by FEMA in 2007; and a draft map showing City of Auburn Regulatory Floodplain Associated with the Technical Appeal Green River Floodplain Mapping Study prepared by King County in 2008. In addition, a map overlay depicting the 2008 technical appeal submitted to FEMA by Auburn, other valley cities, and King County was Page 2 Planning and Community Development Committee Minutes February 22, 2010 shown on the draft City Regulatory Floodplain map to contrast the difference between the two maps. Interim Planning Director Kevin Snyder reported on a conversation with a FEMA representative at the recent public information meeting. It is anticipated that FEMA will issue revised preliminary Flood Insurance Rate Maps in mid-March. • Staff reviewed the Council Committee and City Council meeting schedule with the Committee. C. Matrix Item 3- Urban Center/Downtown, BIA/ADA After discussion, the Committee and Mayor asked that this item will be separated into two line items and provided further direction to staff. Item 4- Sustainabilitv/Climate Chanqe Policv Development Staff indicated that the Greenhouse Gas Inventory will be completed soon. Committee confirmed for staff their preference is to have a joint meeting with the Municipal Services Committee to review the results. Added Matrix Items .
