CALL TO ORDER Chairman Rich Wagner called the meeting to order at 3:30 p.m. in Council Chambers, located on the first floor of Auburn City Hall, 25 West Main Street, Auburn, Washington. Committee members present were: Chairman Rich Wagner, Vice-Chair Sue Singer, and Member Bill Peloza. Also present during the meeting were: Mayor Peter B. Lewis, Public Works Director Dennis Dowdy, City Engineer/Assistant Director Dennis Selle, Assistant City Engineer Ingrid Gaub, Maintenance and Operations Manager Randy Bailey, Engineering Aide Amber Mund, Project Engineer Ryan Vondrak, Project Engineer Robert Lee, Traffic Engineer Pablo Para, Citizens Wayne Osborne and Nick Perius, and Department Secretary Jennifer Rigsby. II. CONSENT AGENDA A. APPROVAL OF MINUTES It was moved by Vice-Chair Singer, seconded by Member Peloza, that the Committee approve the Public Works Committee minutes for date, February 1, 2010. Motion carried 3-0. B. APPROVAL OF THE MINUTES OF THE FEBRUARY 3, 2010 SPECIAL JOINT PUBLIC WORKS COMMITTEE AND PLANNING AND COMMUNITY DEVELOPMENT COMMITTEE MEETING It was moved by Vice-Chair Singer, seconded by Member Peloza, that the Committee approve the Special Joint Public Works Committee and Planning and Community Development Committee Meeting minutes for date, February 3, 2010. Motion carried 3-0. C. APPROVE RIGHT-OF-WAY USE PERMIT N0. 10-03 FOR TRAFFIC COUNT CONSULTANTS INC. Engineering Aide Mund explained that Traffic Count Consultants Inc. (TC2} applied for aRight- of-Way Use permit to allow them to place traffic counting equipment in the right-of-way for the purpose of conducting studies and gather traffic data for clients. The equipment consists of cameras that will be mounted on telescopic poles and temporarily attached to a utility pole. Chairman Wagner asked if the cameras capture images of vehicle occupants. Mund responded that the cameras do not record pictures of drivers or license plates and are used only for counting the number of vehicles that travel through an intersection or on a specific portion of a street. Chairman Wagner requested that the stipulation the applicant is not to take video images of the drivers or license plates be included in the conditions of the permit. Engineering Aide Mund answered questions asked by Mayor Lewis regarding the cameras ability to count cars and trucks and to distinguish between the two vehicle types. Assistant Director/City Engineer Selle responded to questions asked by Mayor Lewis and Chairman Wagner regarding requiring the applicant grant the City access to the data collected as part of the permit conditions. Selle stated the City attorneys advised staff that the City cannot include a Page 1 Public Works Committee Minutes February 16, 2010 DRAFT MINUTES condition that will require the applicant to provide the City their product but the City can offer to purchase the data or ask the applicant if they would provide the data voluntarily. Chairman Wagner asked about the size of the cameras. Mund answered that the cameras are very small and showed the Committee a brochure which contained photographs and the specifications of the cameras. Mayor Lewis asked if the cameras would be placed throughout the City. Mund answered that the cameras will be placed at the locations requested by the applicant's clients and there are no predetermined sites. Traffic Engineer Para answered questions asked by Mayor Lewis regarding the data included in traffic studies. Vice-Chair Singer asked staff if they could estimate how many other companies might request a similar Right-of-Way Use permit so that having multiple traffic count cameras mounted at intersections can be avoided. Traffic Engineer Para answered that TC2 is the first company that has requested to use cameras. The other companies that gather traffic count data perform manual counts or use the tube counters. Director Dowdy discussed some of the uses for the data collected by TC2. Member Peloza recommended that the 3 year term of the permit be reduced to 1 year to allow staff to evaluate and provide oversight of the applicant's work and add additional conditions to the permit if necessary. Chairman Wagner agreed. Chairman Wagner asked if staff could review the data collected to verify that vehicle occupants are not being photographed as a form of oversight. Assistant Director/City Engineer Selle stated that a document could be drafted to provide oversight and liability protection but that it would be labor intensive to review all their documents. Mayor Lewis asked that a provision be added that the data can be sold by TC2, but not the video imagery. The Committee agreed. Member Peloza asked how much the permit costs. Mund answered that the permit fee is $100 for the first year and $30 for each additional year. Staff will return with Right-of-Way Use Permit 10-03 for Committee review and action with the following changes: new conditions to protect privacy, including a legal document stating the video images of vehicle occupants' faces and license plat numbers cannot be captured and that the video footage cannot be sold, and a 1 year term initial term limit. D. GRANT PERMISSION TO ADVERTISE FOR BIDS FOR PROJECT N0. CP0701, 8T" STREET NE AND R STREET NE SIGNAL Project Engineer Vondrakpresentel the final conceptual plan for Committee review. Vondrak explained that the signal pole on the southeast corner had to be moved to within the City's existing Right-of-Way limits and prior to construction the lanes on 8th Street NE will be reconfigured as previously discussed with the Committee. The Committee and staff discussed the turn movements that will be permitted and restricted following the construction of the signal and pedestrian crossing. Project EngineerVondrak pointed out that the signal will allow a safe left turn movement from R Street NE on to 8th Street NE and a safe crossing for pedestrians. Page 2 Public Works Committee Minutes February 16, 2010 DRAFT MINUTES Chairman Wagner asked if turns in and out of the apartment complexes on 8t" Street NE will be restricted during construction. Vondrak stated there will not be a lot of construction in the intersection. Construction will primarily take place on the sidewalks, off of the street. Vice-Chair Singer asked if c-curb was an option for separation of traffic. Vondrak stated that c- curb is being considered as part of the final review. The Committee and staff discussed traffic separation options and the durability of short candles. Staff provided a brief history of the project's design and scope following questions asked by Member Peloza. The Committee and staff discussed potential traffic backup on west bound 8t" Street NE. Assistant DirectorlCity Engineer Selle talked about the long range plans for 8t" Street NE and that the signal is an immediate solution that addresses improving the safety of left turns being made from R Street NE and pedestrians. Vice-Chair Singer commented on the importance of the signal to provide safe crossing forthe community. Selle spoke about the traffic calming benefits provided by the signal. Mayor Lewis spoke about the diligence of staff in working with the surrounding community that will be affected by the signal. Project Engineer Vondraksnswered questions asked by Chairman Wagner about the Engineer's Estimate for the project and the project budget. It was moved by Vice-Chair Singer, seconded by Member Peloza, that the Committee recommend Council grant permission to advertise for bids for Project No. CP0701, 8t" Street NE and R Street NE Signal. Motion carried 3-0. E. PERMISSION TO INITIATE PROJECT N0. CP0920, 2009 AC WATER MAIN REPLACEMENT Project Engineer Lee was present. Chairman Wagner asked if the watermain was in such bad condition that the entire length of existing main needed to be replaced. Lee discussed the conditions in the area that justify the replacement of the watermains included in the project. Concerns include the condition of the Asbestos cement pipe and non-standard water pressures. The Committee and staff discussed the project's inclusion in the Capital Improvement Plan and revisited the reasons why it was decided to alternate design and construction years. The Committee discussed the benefits of including all of the chosen water mains in the project and the possibility of replacing the mains in multiple smaller projects. Assistant Director/City Engineer Selle stated there are two major issues that the project will address, the existing asbestos cement water mains and undersized lines, which affects the capacity of the whole system. Assistant DirectorlCity Engineer Selle answered questions asked by the Committee regarding the size of the existing lines and the affects of water pressure, fire flow, and system capacity. The Committee discussed the project budget and how emergency repairs to the water system are funded. Page 3 Public Works Committee Minutes February 16, 2010 DRAFT MINUTES It was moved by Vice-Chair Singer, seconded by Member Peloza, that the Committee grant permission to initiate Project No. CP0902, AC Water Main Replacement. Motion carried 3-0. F. PERMISSION TO ENTER INTO CONSULTANT AGREEMENT N0. AG-C-380 WITH TECHNICAL SYSTEMS INC. FOR ENGINEERING SERVICES FOR PROJECT N0. C524A, SCADA SYSTEM IMPROVEMENTS Project Engineer Lee explained that the consultant will be completing a detailed design forthe SCADA System and pricing for the each of the components. Following the completion of the agreement, staff will select an area to begin construction, which will include the Maintenance and Operations facility command center. Project Engineer Lee answered questions asked by Chairman Wagner regarding wireless upgrades to the system and spoke about taking advantage of the City's existing infrastructure while upgrading the system. The Committee and staff reviewed the project vicinity map. Lee provided a brief overview of the project and additional explanation about availability of bandwidth. Director Dowdy explained that the project is being designed so that once the basic system components are installed the system can logically be built upon in the future. It was moved by Vice-Chair Singer, seconded by Member Peloza, that the Committee recommend Council grant permission to enter into Consultant Agreement No. AG-C-380 for Project No. C524A, SCADA System Improvements. Project Engineer Lee and Assistant City Engineer Gaub answered questions asked by Vice- ChairSinger regarding the standardization of color for stamped median islands. III. ISSUES There were no issues for committee action. IV. DISCUSSION AND INFORMATION A. CAPITAL PROJECT STATUS REPORT Item 7 -Project No. CP0815 -Mary Olson Farm Phase III: Chairman Wagner asked if the project included the parking lot and trail. Assistant City Engineer Gaub answered that the scope of Project No. CP0815 includes only the procurement of materials using the remainder of the S 277t" Street Federal grant funds. Gaub said the parking lot and trail are included in a separate project that will be initiated with the Planning and Community Development Committee at a future meeting. Item 14 - Project No. C201A - M Street Grade Separation: Chairman Wagner requested a briefing on the project in a separate meeting prior to his DC trip. Item 20 - Project No. CP0803 - 37t" Street SE/R Street SE Pedestrian Crossing: Chairman Wagner asked if there was community involvement with the project. Assistant City Engineer Gaub said there will be; however, staff is currently working on resolving some Right-of-Way issues and did not want to discuss the project with residents until the Right-of-way is completed. Page 4 Public Works Committee Minutes February 16, 2010 DRAFT MINUTES Item 26 -Project No. CP0916 -West Valley Hi__, hc,~way - SR 18 to W Main Street: Assistant City Engineer Gaub reviewed the design and bid schedule for the project and the affect of the value engineering study, to meet the Transportation Improvement Board (TIB) requirements, and coordination with the Washington State Department of Transportation's floodplain mitigation is having on the schedule. The project is not scheduled to be constructed until 2011. Assistant City Engineer Gaub answered questions asked by Vice-Chair Singer regarding the widening of West Valley Highway to four lanes. The project is maximizing the area between the existing steep slope and the wetlands, any widening in the future will likely impact the wetlands and require significant wetland mitigation. The Committee and staff discussed developing a process to allow Committee oversight of wetland mitigation agreements. Assistant Director Selle indicated that the Planning and Development Department was working on compiling all the wetland mitigation information. Chairman Wagner asked about the clarity of the online map forthe Save Our Streets Program (SOS). Staff verified that the map clearly identified streets included in future projects. B. ADDITIONAL DISCUSSION Member Peloza asked staff to investigate a parking situation near the exit of the Senior Center. Member Peloza stated vehicles are being parked to close to the exit creating an unsafe situation. Mayor Lewis stated he asked the Police Department and Code Enforcement to review the situation and present a solution. The Committee and staff discussed the possibility of installing some type of flexible delineator on an area on 105t" Place and 320t" Street, identified by Member Peloza, to prevent vehicles from cutting through the curve in the road. Staff pointed out that installation of any devices would be dependant on adequate Right-of-Way. V.
