CALL TO ORDER Chair Lynn Norman called the meeting to order at 5:00 p.m. in the Council Chambers located on the first floor of Auburn City Hall, 25 West Main Street, Auburn, WA. Committee members present were: Chair Lynn Norman, Vice Chair Nancy Backus and Member Rich Wagner. Staff members present included: Mayor Pete Lewis, Interim Director Kevin Snyder, Environmental Protection Manager Chris Andersen, Environmental Planner Jennifer Shih, Assistant City Attorney Steve Gross, and Planning Secretary Renee Tobias. II. ANNOUNCEMENTS AND AGENDA MODIFICATIONS There were no announcements or agenda modifications. III. CONSENT AGENDA A. Minutes -February 3, 2010 Member Backus moved and Member Wagner seconded to approve the minutes as presented. MOTION CARRIED UNANIMOUSLY 3-0 B. Minutes -February 8, 2010 Member Backus moved and Member Wagner seconded to approve the minutes as presented. MOTION CARRIED UNANIMOUSLY 3-0 C. Minutes -February 8, 2010 Joint PCDC and Public Works Committee Member Backus moved and Member Wagner seconded to approve the minutes as presented. MOTION CARRIED UNANIMOUSLY 3-0 IV. DISCUSSION A. Resolution No. 4568 -Olympic Leadership Academy Contract Brian Petty, Recreation Manager, Parks, Art & Recreation Department presented this item. The following are key presentation points: Planning and Community Development Committee Minutes February 22, 2010 • Safe Communities Grant is a renewal of is an agreement between the Seattle- King County Department of Public Health and the City of Auburn for the Olympic Leadership Academy (OLA) program at Olympic Middle School. • The program, now in its sixth year, has been funded in part by this grant for the past three years. • The Grant is for $50,000 and is offered in partnership with the Auburn School District. The program serves 50-60 students each day with the express intent to provide youth -predominately Latino youth who are at high risk of academic failure - a supportive school environment that helps them achieve academic and personal success measured by improvements in school performance, attendance, and a decrease in disciplinary action for delinquent activities. • A supervised recreational opportunity and an academic component are the two primary parts of the program each day. Recreation Manager Brian Petty responded to Committee's questions regarding funding resources, particularly 21St Century Schools. Committee expressed full support forwas in full support of this Resolution. B. FEMA Model Ordinance Environmental Protection Manager Chris Andersen and Environmental Planner Jennifer Shih, and Assistant City Attorney Steven Gross presented an update on the FEMA Model Ordinance. Staff distributed a memo summarizing comments received at the public information meeting including a copy of two written comment cards and a schedule of upcoming dates forthe Floodplain Regulations Update Project. The following are key presentation points: • A public information meeting was held February 18, 2010; approximately 60 community members attended. City staff and a representative from FEMA were available to answer questions raised during the meeting. • The Regulatory Floodplain is composed of the Special Flood Hazard Area (FEMA 100 year floodplain) and the Protected Area (Floodway, Riparian Habitat Zone, Channel Migration Area}. • The three areas, Special Flood Hazard Area, the Channel Migration Area and the Riparian Habitat Zone, are not setback areas, but rather are areas where further study is needed prior to development • The City's development moratorium pertains to properties located within the Special Flood Hazard Area and Floodway as currently identified by FEMA. • Staff and the Committee discussed the three flood hazard area maps: o Proposed Regulatory Flood Hazard Area Map -Currently Adopted Flood Insurance Rate Maps -this is the City's current floodplain map against which any updated floodplain regulations would be applied. o Potential Regulatory Flood Hazard Area - 2007 FEMA Mapping Update o Potential Regulatory Flood Hazard Area - technical appeal map Page 2 Planning and Community Development Committee Minutes February 22, 2010 • FEMA has advised City staff that it anticipates issuing its decision responding to the technical appeal map in March 2010 and that a significant part of the appeal analysis may be accepted. C. Matrix The Committee reviewed the matrix and requested the following amendments: Item 3 -Urban CenterlDowntown, Business Improvement Area ~BIA, AAuburn Downtown Association ~ADA~ • Separate into two separate line items. • The Committee requested staff to prepare a briefing for a future Committee meeting on BIA related statutes and its history in Auburn. The Committee also directed staff to coordinate with ADA board and staff on a future discussion with the Committee on its current and future work efforts. Item 4 - SustainabilitylClimate Change Policy Development • Schedule joint meeting with the Municipal Services Committee to review inventory results. • Add Item 14 -Lea HiIllGreen River Community College Park. V. ADJOURNMENT There being no further business to come before the Planning and Community Development Committee, Chair Norman adjourned the meeting at 6:11 p.m. APPROVED THIS DAY OF MARCH 2010.
