Background Summary: On December 7, 2009, the City Council adopted Resolution No. 4551 designating the members, powers, duties and meeting times and days of all standing committees of the City Council. The Committee on Committees recommends changes to the scope of authority for some of the Committees to streamline functions of the committees. THE CITY COUNCIL OF THE CITY OF AUBURN, WASHINGTON, IN A REGULAR MEETING DULY ASSEMBLED, HEREWITH RESOLVES AS FOLLOWS: I Section 1. Section 2 of Resolution No. 4551 relating to the designation of Standing Committee members, powers and duties is amended as follows: A. PUBLIC WORKS: RICH WAGNER (Chair), SUE SINGER (Vice Chair), and BILL PELOZA (member). SCOPE: Makes recommendations to the City Council as a whole on policies relating to water and sanitary sewer utilities, storm drainage, streets and policy Resolution No.4580 March 10, 2010 Page 1 matters involving construction, engineering (utilities, traffic and maintenance), right-of-way asemanaqement, street vacation, aad equipment maintenance and operations transportation (current Public Works capital proiects, Public Works Capital Improvement Plans, traffic efficiencV and Transportation Improvement Proqram oversi ht . This Committee will coordinate equipment rental and utility matters with the Finance Committee. This Committee will serve as the Council's liaison for the Transportation, Transit and Trails Committee and special transpoRation advisorv committees. B. FINANCE: NANCY BACKUS (Chair), LYNN NORMAN (Vice Chair), and JOHN PARTRIDGE (member). SCOPE: In addition to the normal monitoring of the financial expenditures of the approved budget, this Committee will make recommendations to the City Council as a whole on policies relating to Capital Facilities Plan, human resources, municipal court, legal, information services, facilities management, and City real property transactions including sale, lease, acquisition, and donations. This committee will coordinate property transactions with other appropriate Council Committees. C. PLANNING AND COMMUNITY DEVELOPMENT: LYNN NORMAN (Chair), NANCY BACKUS (Vice Chair), and RICH WAGNER (member). This Committee will serve as the Council's liaison for the Arts Commission Kinq Countv Library, Urban Tree Board Parks and Recreation Board, Planninq Commission. Human Services Committee Gemaaissien. Museum Board, Tourism Board and Multicultural Roundtable. D. MUNICIPAL SERVICES: BILL PELOZA (Chair), SUE SINGER (Vice Chair), and JOHN PARTRIDGE (member). SCOPE: Makes recommendations to the City Council as a whole on policies relating to police, animal control, man , emergency planning, community services, sabde Ta/, telecommunications, solid waste, airport, parks and recreation operations and programs, maseuFn, senior center, Auburn International Farmers' Market, , golf course, and cemetery. DOWNTOWN REDEVELOPMENT COMMITTEE LYNN NORNIAN (Chair), NANCY BACKUS (Vice Chair), SUE SINGER (Member) SCOPE: Makes recommendations to the City Council as a whole on policies relating to development in the ~ Downtown Urban Core, Far,;,eFs PAa~,~ downtown development agreements and operating policies. This Committee will serve as the Council's liaison for the Auburn Downtown Association. The Business Improvement Area Board and the Urban Core Task Force. G. COUNCIL OPERATIONS COMMITTEE . RICH WAGNER (Chair) SUE SINGER (Vice Chair), NANCY BACKUS Member Membership of the Council Committee on Committees shall consist of three Councilmembers having the longest tenure on the City Council. Longest tenure is to be calculated as the total length of consecutive service as a Councilmember. The Councilmember with the longest tenure shall automatically be the Chair of the Council Committee on Committees. In the event of two or more members have equal tenure, the Chair and members of the Council Committee on Committees shall be selected on the basis of the largest number of votes received at the most recent general election(s) in which the Councilmembers were respectively elected. It is provided, however, that Councilmembers whose term of office will expire prior to or during the first meeting of a new City Council and who have not been re-elected or appointed to another term of office extending beyond the first meeting of a new City Council shali not serve on the new Council Committee on Committees or be allowed to vote on the approval of the membership of the new committees. The function of the Council Committee on Committees is to supervise the formation and membership of all standing committees of the City Council. The Council Committee on Committees shall, subject to the approval of a majority of the entire City Council, designate all of the standing committees of the City Council. In addition, the Council Committee on Committees shall, biennially at the first meeting of a new Resolution No.4580 March 10, 2010 Page 4 City Council, or periodically, submit a list of the proposed members of all standing committees of the City Council for approval by a majority vote of the entire City Council. The Council Committee on Committees shall also recommend the Chair for each standing committee of the City Council, which recommendations shall also be subject to approval by a majority vote of the entire City Council. The membership of all standing committees of the City Council shall consist exclusively of Councilmembers. Each chair of any standing committee of the City Council shall, in the absence of a quorum at a meeting of his/her particular standing committee, have the authority to appoint a non- member of the standing committee, from the City Council to that standing committee for that meeting to create a quorum for that meeting, or in the chair's absence the vice-chairman shall be able to appoint another Councilmember to that particular committee in the absence of a quorum. The function of the Council Committee on Committees is aiso to propose amendments to the Rules of Procedure of the City Council to the full City Council, and to address issues relating to the whole City Council and make recommendations for action by the full City Council relative to such issues. COMMITTEE OF THE WHOLE SUE SINGER (Chair), RICH WAGNER (Vice Chair), ALL OTHER CITY COUNCILMEMBERS (Members) SCOPE: The Deputy Mayor is automatically the chair and the most senior Councilmember, who is not the Deputy Mayor, is the Vice Chair. The Committee receives and discussses information relative to issues with broad implications for the City and provides input for the CitV Council Annual Visioninq Retreat. No votes are taken at this committee. Section 2. Section 4 of Resolution No. 4551 relating to the meeting times and days of the Standing Committees is amended as follows: A. PUBLIC WORKS: 3:30 P.M. The City Clerk is authorized and directed to incorporate the changes in the committees' scope of authority and function in the City Council Rules of Procedure. Section 4. The Mayor is hereby authorized to implement such administrative procedures as may be necessary to carry out the directives of this legislation. Section 5.
