Councilmen Present: Rabv, Petersen, Kammeyer, Stalder, Fitzsimmons, Towner, Prescott Councilmen Absent; None Minutes of the Drevious meeting hefd January 5, 1960, were approved as mailed. MOTIQN CARRIFD It waq moved by Petersen and 2nd by Aaby that the Standard Oil Co. be awarded the bid for qasoline. MOTION CARRIFD FiRF COMMITTFF No report (_ICFNSE COMMITTFF No report STRFFT COMMITTEF No report WATFR COMMITTFF ('ouncilman Kammeyer stated that several questions arose from the water and sewer ordinances that were submitted last Council meetinq for introduction. Several months ago, a survey was started of anticipated expansion and repairs in the Water-Sewer Dept. They enaaqed Richard Wolff, Consultina Fngineer, to make a survey with an approximate of future expansion and repairs. There were eeveral items that he presented, all these items are anticipay needs over a ten year period. Since this time, the F.A.A. has considered buildinq on the Fast hill. After receiving these reports from Richard Walff, they enqaged the services of McLean & Co, to survey the Water-Sewer Dept. and make recommendations for financinq such proiects. A camplete report was handed in, and after considerable study, the Council decided that Revenue Bond type would be the best financinq. However, in order to do so, the Water-Sewer rates need to be increased to take care of the 1.5 rati :ed o. Starting on the new effective date, the sewer charge wiii be $1.50 per month until October I, 1960, from October Ist. on, it will be raised to $2.00 minimum. The back charge will stili be coilected at $2.00 and not at $2.50, titl this loss is made up. LIGHT COMMITTEF Councilman Prescott explained that Puget Sound Power & l.iqht has received the fixtures for the many street lights ordered, and these liahts are installed. ORDINANCE #1364 It was moved by Kammeyer and 2nd by Petersen that Ordinance #13E4, entitled, An Ordinance of the City of Auburn, Washington, providinq for the reservation of space as a bus zone an a certain street of thP City of Auburn, regulatinq the use of such bus zone and fixinq penalties for violation of this ordinance, be adopted with the fo►lowing roll call vote being recorded: Aaby, yes; Petersen, yes; Kammeyer, yes; Stalder, yes; Fitzsimmons, yes; Towner, yes; Prescott, yes; ORD I NANCE # 1365 It was moved by Towner and 2nd by Fitzsimmons that Ordinance #1365, entitled, An Ordinance of the City of Auburn, Washington, amending section 9 of Ordinance No. 940 and section I of Ordinance No. 976 of ordinances of the City of Auburn, which ordinances relate to garbage and waste matters, the awarding and letting of contracts for the collection, the removal and disposal thereof, and prescribing the amounts and methods of payment, making the use of the system compulsory upon all of the people of the City of Auburn, and prescribing penalties for its violations, be adopte, with the following roll call vote being recorded: Aaby, yes; Petersen, yes; Kammeyer, yes; Stalder, yes; Fitzsimmons, yes; Towner, yes; Prescott, yes; . ORDINANCE #1366 It was moved by Kammeyer and 2nd by Fitzsimmons that Qrdinanci #1366, entitled, An Ordinance of the City of Auburn, Washinqton, creating a Department for the City of Auburn to be known and desionated as "Water Department", creating a fund in the Treasury of the City of Auburn to be known and designated as "Water Fund", creating the office of Water Superintendent, regulating the use of water for the municipal water supply system of the City of Auburn, providing for the sale of same, fixing the price thereof, and aroviding a method of collecting rates therefore, providing penalties for violation of this ordinance, and repealing ordinance: numbers 956,987,1083,1137, and 1335, and all other ordinances of the City of Auburn in conflict with the provisions of this ordinani be introduced and adopted with the following roll call vote being recorded: Aabv, yes; Petersen, yes; Kammeyer, yes; Stalder, yes; Fitzsimmons, yes; Towner, yes; Prescott, yes; ORDINANCE #1367 It was moved by Kammeyer and 2nd by Towner that Ordinance #1367, entitled, An Ordinance of the City of Auburn, Washington, amending sections 2,3, and 5 of Ordinance No. 965, and repealing Ordinances Nos. 975,988, and 1286, atl of which ordinances relate to the Municipal Sewage System of the City of Auburn, requiring the connection of buildings and residences with the sanitary sewaqe system of the City, declaring and fixing rates and charges for sewaqe service and such connections, and providing for penalties and liens and the enforcement thereof in case of failure to make such connections or to pay such rates or charges, be introduced and adopted with the following roll call vote being recorded: Aabv, ves; Petersen, yes; Kammeyer, yes; Stalder, yes; Fitzsimmons, yes; Towner, yes; Prescott, yes; ORDINANCE #1368 It was moved by Fitzsimmons and 2nd by Prescott that Ordinanco #1368, entitled, An Ordinance of the City of auburn, Washington, author i z i ng the convevance of certai n Mtv nf PAGF 2296 AUBURN, bVASHINGTON TUFSDAY JANUARY 19, 1960 FOR certain property of said School District, be introduced. MOTION CARRiED ORDI NtiNCE # I 369 It was moved by Aa'oy and 2nd by Petersen that Ordinance #1369, entitled, An Ordinance of the City of Auburm, Washington, providiny for the alteration of the City Hall for new jail facilities, de- claring the estimated cost thereof as near as may be; providing for the borrowinq of the total of $75,000.00,and issuing and se{I- ing negotiaole general obliqation bonds to pay the cost thereof, said bonds to be payable by annual tax levies to be made without limitation as to rate or amount, and providing for the submission of the proposition of incurring said indebtedness and issuing said bonds to be aualified electors of the City at the State General Election to be held therein on March 8, 1960, be introduced and adopted. The City Clerk stated publicly that he was opposed to the Ordinance as beina, totaly inadequate to take care of the job that the City Gouncil is askina to do and said he thought that passing ' of this proposition would be a waste of funds. REPORT No report STREET SUPT, REPORT No report ENGINEER's REPORT No report OLD Bl1Sl NESS None NEW BUSINESS None CORRESPONDENCE AUBURN CITIZENS COUNCIL The City Clerk read a(etter from the Auburn Citizen's Counci statinq that the citizen's of Auburn were not against progress, but would like all water ordinances consolidated into one ordinanc and all sewer ordinances r_onsolidated into one ordinance and these ordinances pub(ished so that people would know what was being asked and what was being inacted. Jhey also felt that plans should bP drawn up and printed in the papers so everyone would be able to see where the monies are to be spent. They felt that the citizens should be ablP to have a say as to whether they wanted any i;ndebtedness, and not leave ±hat decision to seven or eight men." Mr, W.R. Fish stated that thev would like to know specificall what was gainq to be done with this moneY since the sewer and wate ordinances were passed. How much it woutd cost to put in the 8" watPr main up to the F.A.A. property. Councilman Kammeyer stated that tney have estimated figures only becuase they have not engaqed the engineer to draw un the detailed plans. These are not for the F.A.A. alone, but for the water imorovement system for the new unserved area of thP City. Councilman Stalder stated that the people on the East hill will have to pay for;their portion to hook onto this line. Thomas E. Aqee stated that he had taiked to many people on this committee and has yet to find any oppositimn to a reasonable increase in water rates. He has yet to find any opaosition with- in reason to secure the F.A.A. buildinq and the F.A.A. cominq into auburn. The only thinn was, that it would cost money and they wanted to see plans and specifications before a tremendous amount of money is expended. Thev have no idea as to how much money wifl be spent this year because thev didn't want to enqage an engineer to look into this till they knew definately that there would be money to spend for this research. Now that the ordinances are in effect, these things can be taken carP of. AU AUBURN B009TER5, INC, The City Clerk read a letter from the Auburn Boosters„ inc. statinq that their organization wishes to go on record as en- dorsina the extention of the Auburn water system to the South East district of Auburn, presently undPr consideration by the F.A.. AURURN CHAMRFR OF CnMMFRCF The (;ity CIPrk read a letter from the Auburn Chamber of Commerce congradulating the city officials in assistinq the F.A.A. in its study of Auburn as a site for its district headquarters. Harry Romberg congrafulated the Mayor and Council on their decision and asked for a show of hands. There was a big response from the audience. ERMA J. CAt_K I NS The City Clerk read a letter from Frma J. Calkins calling the Council's attention to an unsightly condition on H St. N.E. The weeds and blackberry vines on this lot have grown sa wild that people must walk in the street to geet by. This letter was referred to the Street Committee. AUBIIRN CFMETFRY BnARD l_.The CitY Clerk read a letter from the Auburn Cemetery Board requesting electric service at the Cemetery office building. This improvement would benefit the operation and service. This reauest has been taken care of. FIRST rHl1RCH OF CHRIST, SCIENTIST The City Clerk read a letter from the First Church of Christ, Scientist requestinq a street liqht on 8th and F St. N.E. Thi-s request was referred to the light Committee. L.I.D. #136 The City Clerk read a letter from the City Engineer for the adoption of final assessments roll for L.I.D. #136; Total cost of work performed, $39,558.97; total assessment for L.I.D. #136, $39,558.97; Funds credited for labor and material; Street Fund, labor & Material, $176.98; Water Fund, $19434.64; Current Expense, $200.00 It was moved by Kammeyer and 2nd by Prescott that the date for Public Hearing on L.I.D. #.136 be set for February 16, 1960. ATFS The Gity CiPrk read a letter from Don Allison & Associates which enclosed was the Architect's Certification of Completion for the fire station and quarantees submitted by Lone Brothers Construction Co. and subcontractors. There are still a few minor chanqes to be made; however, the final payment to 11one Brothers Construction can be released. A Cashiers check in the amount of $400.00 should be delivered to the City by the contractor, this check beinq hefd till completion of the electrical work. It was maved by Towner and 2nd by Petersen that this request be qranted. MQTION CARRIFD STRFFT COMM I TTEF POLI C;Y The City Clerk read a letter from the Street Committee stating their oolicy for the year of 1960. I. Pfates: a. Developer must! ,submit street profile and drainage profile when submitting piat ' for acceptancP; b, Curb and gutter for developer--a profile , showinq curb qrades must be submitted for approval by the City 'Engineer; after approval the developer ;shalf have his engineer 'set grades according to plans approved by City Engineer; c. 'No half streets will be accepted by the City for permanent maint- I lenance. 2. Local Improvement Districts: a. On L.I.D. districts ' ',for street improvements, the City will furnish engineering. The ' ;property owner must pay the entire cost of improvement other than ~,the aforesaid services furnished by the City; b. No L.I/D. will , ';be initiated on streets with R/W's less than 50 feet. 3. Gravel ~ 'Streets; No new qravei streets will be maintained by City unless !a R/W width of not less than 50 feet has been deeded to the City II and a graveled roadway of not less than 34 feet has been constructad. ANNUAL RFPORT The C i ty C I erk read a I etter from the Water_.,_5qpt. g i v i ng a brief report of the UJater Dept. for the past year. E3oth reservoir were drained, cleaned and inspected durinq the year. Dist. #80 smal( reservoir also cleaned last fall. Between city crew and pipe iayed by developers, a total of 14, 181 feet of new C.I. mains were layed. Also, 18 new hydrants were instafled. 209 new service connections put in. With new taps and 437 customers in District #80, we have gained 646 new customers this year. There are five trucks in the Water & Sewer Dept. Pumping costs for Efectricity at pump and Chlorine house at ramside and new wel) was $2,408,62 in 1959; in 1958, it was $3,648.68, a decrease of $1,239.46. $581.31 has been spent for repairs and parts at Dispos, p(ant. Electric power for west side fift station and Disposal Plant $2862.01. Water sales increased from $67,293.75 in 1958 to $74,156.04 for 1959, an increase of $6,862.29. There are six men workinq on the outside this year for the Water Dept. and one man at the Disposal plant. This letter was ordered to be filed. AUDIENCE LYI.E R. SCHNEIDER ; Mr. Lyle Schneider stated that he wasn't aware that there was !any contention over the repeal of the water rate until he read the newspapers several weeks ago. It appeared in the newspapers, that according to the City Teeasurer, the City Attorney made an error in preparing the ordinance. The day they were making up Ithe ordinance, his secrPtary asked if they were repealing just the water rates, the sewer rates, or both. He stated, at the time, that he had checked his records but still wasn't certain, so he called the City Clerk. The information he received from the City Clerk was that they repealed the water rate onfy because there was no contention over the sewer rate. As far as he's concerned, this PAGE 2299 AUQURPJ WASHINGTON TUESOAY JANUARY 19, 1960 is a legai rate. The reason he brought this up was because there have been several remarks made about it. MR. MOWRE Mr. Mowre stated that he has been having difficulty establish inq a proper line on the property he has sold. He would like to build a road up to his property and the person who surveyed his land gave ten feet too much to the present property owner, tni5 has presented a problem because if it were left as is, the road would be crooked instead of streight. The City Engineer stated that he has explained to Mr. Mowre before, that the City couldn't ao into condemnation proceedings on this other party's property just to develop his own property. This will have to be worked out with both concerned. The City Engineer also stated that he has aske&Mr. Mowre for a recommenda- tion from his engineer, when he draws his map and brings it in, they can go over it and come up with a solution, but until that time, this matter will have to wait. WILLIAM HENL.INE Councilman Stalder asked Mr. Nenline about writing a letter stating they were giving up their twc meters on East Main. Mr. Henline stated that they wern't sure about what they were qoinq to do. They are considerinq starting another bus and usinq a Volks Waqon, but as yet, are not sure about it. This will take a few more days. CLAIMS It was moved by Kammeyer and 2nd by Prescott that the following claims against the City, all having previously been passed and siqned by the Finance Committee, be approved and the City Clerk be authorized to draw warrants in payment.
