COMMITTEE

MINUTES
1. CALL TO ORDER
Chair Lynn Norman called the meeting to order at 4:02 p.m. in Conference Room 1, located
on the second floor of One East Main Street, Auburn, WA. Committee Members present
were: Chair Lynn Norman, Vice Chair Sue Singer, and Member Nancy Backus.
Staff present included: Mayor Pete Lewis, Interim Planning & Development Director Kevin
Snyder, Principal Planner Elizabeth Chamberlain, Public Works Director Dennis Dowdy,
Assistant City Engineer Ingrid Gaub, and Planning Secretary Renee Tobias.
Audience Members present were: Gail Spurrell, Jack Saelid, Mel Maertz, Spencer Alpert
and Greg Brower.
II. CONSENT AGENDA
A. Meeting Minutes - February 9, 2010
Approval of the meeting minutes was deferred to the March 23, 2010 meeting.
III. DISCUSSION
A. Downtown Lights
Assistant City Engineer Ingrid Gaub reported that the sample standard light was not
available for Committee's review due to a problem with one of the parts. The sample will
be installed on Auburn Avenue between Rainbow Cafe and Safeway. Once the light is
installed, staff will emaii the committee members to review.
B. Downtown Urban Center Design Standards Changes
The Downtown Urban Center Design Standards were originally adopted as part of the
Downtown Urban Center (DUC) zone by the City Council February 2007. Subsequent
amendments haye been made to the standards to address the two projects nearing
compietion; the One Main Building and Medical Office Building/Parking Garage. The
Committee and staff also wanted to review the standards to see where modifications
should be made rnow that two projects have been constructed. Staff brought the
standards to the January 26, 2010 meeting where the committee members provided
feedback.
Staff took the feedback and incorporated proposed changes to the Downtown Urban
Center Design Standards. The changes are summarized as follows:
. Added definitions page
. Re-formatted the table of contents
• Permit compact parking stalls in surface lots
• Clearer language for screening rooftop mechanical equipment
. Added language about height of buildings that front Main Street requiring a
building setback beyond two stories
. Language regarding signage in downtown

The Committee reviewed the proposed changes and provided further feedback and
suggested wording to staff for the Standards. Staff will research further the height of
new structures that would front Main Street and then also make the modifications
discussed during the meeting. Staff will bring back the standards to either the March 23,
2010 or April 13, 2010 meeting for final review by the Committee.
C. MATRIX
Item 4 - EDA GranULRF
Staff reported that the City received written approval from the Economic Development
Administration (EDA) to proceed with the design of the promenade. A teleconference
was scheduled for this morning with EDA staff; however it was postponed by EDA. The
timeframe for reissuing the Request for Proposals would be in the next week pending
answers from EDA. Staff will send an email to the Committee with any significant
information from the teleconference.
IV. ADJOURNMENT
There being no further business to come before the Downtown Redevelopment
Committee, Chair Norman adjourned the meeting at 4:59 p.m.
