APRIL 5, 2010
I. CALL TO ORDER
Chair Nancy Backus called the meeting to order at 6:00 p.m. in
Conference Room No. 2 located on the second floor of the City Hall
Annex located at One East Main Street in Auburn. Chair Backus, Vice
Chair Lynn Norman and Member John Partridge were present. Present
during the meeting were Mayor Peter B. Lewis, City Attorney Daniel B.
Heid, Financial Planning Manager Karen Jester, Chief of Police Jim Kelly,
Human Resources and Risk/Property Management Director Brenda
Heineman, Public Works Director Dennis Dowdy, and Deputy City Clerk
Cathy Richardson. Also present during the meeting was Wayne Osborne.
II. CONSENT ITEMS
A. Approval of Minutes
1. Minutes of the March 15, 2010 Finance Committee
meeting.
Vice Chair Norman moved and Member Partridge seconded
to approve the March 15, 2010 minutes.
MOTION CARRIED UNANIMOUSLY. 3-0.
B. Vouchers
1. Claims

Claims check numbers 393539 through 393954 in the
amount of $2,036,475.03 and one wire transfer in the
amount of $9,147.78 and dated April 5, 2010.
2. Payroll
F4.92
Payroll check numbers 528615 to 528715 in the amount of
$317,208.91 and electronic deposit transmissions in the

amount of $1,125,951.27 for a grand total of $1,443,160.18
for the pay period covering March 11, 2010 to March 31,
2010.
Committee members reviewed the vouchers and briefly
discussed voucher numbers 393588, 303636 and 393690.
Vice Chair Norman moved and Member Partridge seconded
to approve the vouchers.
MOTION CARRIED UNANIMOUSLY. 3-0.
III. ORDINANCES AND RESOLUTIONS
A. Ordinances
1. Ordinance No. 6299

An Ordinance of the City Council of the City of Auburn,
Washington, amending Ordinance No. 6215, the 2009-2010
Biennial Budget Ordinance as amended by Ordinance Nos.
6226, 6246, 6278 and Ordinance No. 6285 authorizing
amendment to the City of Auburn 2009-2010 Budget as set
forth in Schedule "A"
Committee members briefly reviewed Ordinance No. 6299.
Vice Chair Norman moved and Member Partridge seconded
to approve and forward Ordinance No. 6299 to the full
Council.
MOTION CARRIED UNANIMOUSLY. 3-0.
2. Ordinance No. 6300

An Ordinance of the City Council of the City of Auburn,
Washington, amending Chapter 9.22 of the Auburn City
Code relating to controlled substances
City Attorney Heid explained that Ordinance No. 6300 is
more expressive and descriptive than Washington State law
with regards to controlled substances and paraphernatia.
Ordinance No. 6300 seeks to clarify some activities in a
more precise manner to increase enforceability.

B. Resolutions
1. Resolution No. 4577

A Resolution of the City Council of the City of Auburn,
Washington, approving and ratifying an updated City of
Auburn Flexible Benefits Plan
Committee members briefly reviewed Resolution No. 4577.
Vice Chair Norman moved and Member Partridge seconded
to approve and forward Resolution No. 4577 to the full
Council.
MOTION CARRIED UNANIMOUSLY. 3-0.
2. Resolution No. 4578

A Resolution of the City Council of the City of Auburn,
Washington, authorizing the Mayor and City Clerk to execute
an Interlocal Agreement estabtishing joint resource
conservation management services for both the City of
Auburn and the City of Federal Way
Director Heineman reported that Resolution No. 4578 takes
advantage of a grant opportunity from Washington State
University and Puget Sound Energy over a three-year
period. The grant also provides the opportunity to track
statistical information that will assist in obtaining additional
grants in energy conservation.
Vice Chair Norman moved and Member Partridge seconded
to approve and forward Resolution No. 4578 to the full
Council.

IV.
DISCUSSION ITEMS
A. Resolution No. 4587

A Resolution of the City Council of the City of Auburn, Washington,
authorizing the Mayor to execute a Locat Agency Supplemental
Agreement between the City of Auburn and Washington State
Department of Transportation relating to Project No. C207A, A
Street NW Extension
Director powdy reported that Resolution No. 4587 allows obligation
of remaining federal funds to enter the right-of-way phase of the
City's A Street NW Extension project.
Committee members reviewed Resolution No. 4587.
V. ADJOURNMENT
There being no further business to come before the Committee, the
meeting adjourned at 6:12 p.m.
