Lewis called the meeting to order at 7:30 p.m. and led fhose in attendance in the Pledge of Allegiance. B. Roll Call Councilmembers present: Rich Wagner, .Sue Singer, Nancy Backus, Bill Peloza, Lynn Norman, Virginia Haugen, and John Partridge. Announcements a) Legislative Update by Senator Claudia Kauffman Mayor Lewis introduced Senator Kauffman who was insfrumental in bringing Tax Increment Financing through the legislature last year: Senator Kauffman provided a brief update on the past legislative session and. special session and presented the Council with written legislative session updates: Page 1 Citv of Auburn Council Meetinu Minutes Aari119, 2070 • Budget. The Legislature faced a$11.8 billion budget gap but was able to balance the State's budget with a combination of budget cufs, fund transfers, new federal funds, and new taxes. Senator Kauffman votecl against the revenue package bill, but supported the cigarette tax fo" pay for essential health care programs. , Senator Kauffman also supported state budget cuts while preserving basic education, preschool . and childcare, health care for children and financial aid for young adults • Responded to City's priorities regarding: o A feasibility study for an Amtrak station in Auburn o. HOT lane. signage improvements o Protecting businesses in the Green River Valley by passing a bill #hat provides for the lnsurance Commissioner to carry out a Market Assistance Plan to help businesses find surplus flood and business interruption insurance o Fostering small business and jobs 'by sponsoring Senate Bill 6679 authorizing Small Business Export Finance Assistance Center to make loans or provide loari guarantees to finance export activities and Senate Bill 6667 to improve coordination between small business development centers, _ the Department of Commerce and. the Microenterprise Association • Sponsored Senate Bill 6759 relating to early leaming . . : • Supported several bills relating to militaryand veterans packages: . o Senate Bilt 5041 providing for a director of veteran owned businesses and encoucaging state agencies to increase Page 2 - , Citv of Aubum Council Meetina Minutes April 19, 2010 the number of contracts to those - businesses o House Bill 1876 creates a fund in the state treasury where voluntary donations may be made for fhe welfare of disabled and homeless veterans: o House Bill 2403, clarifies how military leave is granted o S66342/HB2720 regarding Washington Soldiers Home Lease agreement Mayor LewiS and City Councilmembers _thanked Senator Kauffman for her work on behalf of the City ; of Auburn. - b) Proclamation - "Welcome Home Vietnam Veterans Month" Ma~y.or Lewis declared the month of April 2010; the , - 35t anniversary of the end of the American involvement in the Vietnam. War, as "Welcome Home Vietnam Veterans Month in the city of Auburn. Mayor Lewis "urged all citizens to acknowledge and thank Vietnam Veterans for .#heir sacrifices and contributions to nation and community. c) Proclamation - "Arbor Day" Mayor Lewis declared April 14, 2010, as "Arbor Day" in #he city of Auburn. Mayor Lewis read and presented the proclamation to Park, Arts and Recreation Director Daryf Faber. , Mayor Lewis reported that a tree will be planted af the barrier free playground, which is under construction at - Les Gove Park. The tree will be part of a sensory garden at the playground site. d) Proclamation -"National Volunteer Week", and - Presidential Volunteer Senrice Awards Mayor Lewis declared the week of April 18-24, 2010 as "National Volunteer Week" in the city of Auburn. . Mayor Lewis read and presented the proclamation to . Senior Center Supecvisor Radine Lozier. Supecvisor Lozier noted the Senior Center relies heavily on , Page 3 . . Citv of Auburn Council Meetinq Minutes Aaril 19. 2010 volunteers: Approximately 150 volunteers have donated over 19,000 hours of service to the senior center. Supervisor Lozier expressed her gratitude to the volunfeers. Emergency Preparedness Manager Sarah Miller reported that the 119 recipients of the Presidential Awards this year from the Police Department, Senior Center, and Emergency Preparedness represent 36,000 hours of donated service to the City. The Emergency Management division had over 500 volunteers in the last year.. Mayor Lewis announced the following recipients of the Presidential Volunteer Service Awards: v Dacanay Estill - Bronze Award: Estill has contributed the most hours in the 14 and under age category • Brian McDaniel - Silver Award. McDaniel has contributed #he most hours in the 15=25 age category v Judy Gaerttner - Gold Award. Gaerttner has contributed over 900 hours in support of Auburn Police Department programs • Keith Thomson - Gold Award. Thomson has contributed nearly 800 hours in support of Auburn Senior Center Programs • Mandy Rutherford - Bronze Award. Mandy Rutherford has contributed over 130 hours in support of Aubum Emergency Management programs. She also received a 2010 Govemor's Volunteer Service Award • Rutherford Family (Bob, Beverly, Chris, Doug, & Mandy) - Bronze Family Award. The RutherFord Family has confributed over 250 hours in support of Aubum Emergency Management programs Mayor Lewis and Councilmembers thanked the volunteers for their commitment and serVice to the City. Appointments , a) Planning Commission City Council to consider the appointment of Deward , (Wayne) Osbome to an unexpired term ending December 31, 2010: Deputy Mayor Singer, , moved and Councilmember Wagner seconded to confrm the appointment of Wayne Osborne to the Planning Commission. MOTION CARRIED UNANIMOUSLY. 7-0. D. Agenda Modifications Ordinance No. 6303 was removed from the agenda. II. CITIZEN INPUT, PUBLIC HEARINGS & CORRESPONDENCE A. Publ6c Hearings No public hearing was scheduled for this evening. B. Audience Participation This is the p/ace on the agenda where the public is invited to speak to, the City Council on any issue. Those wishing to speak are reminded to sign in on the form provided: Michael Shuey, 30827 55th Avenue South, Auburn - Mr. Shuey spoke in favor of Ordinance No. 6304 relating to . dangerous dogs. Mr. Shuey reported that he lives behind a rental property that has three large pitbulls: His property is separated . from the dogs by his own low rise fence; the dog owners use no other containment for the dogs: Mr. Shuey urged the Council fo adopfi proposed Ordinance No. 6304 which will require the dog owners to have either a six foot tall fence, as measured from the ground, or have a secure top ensuring full enclosure. C. Correspondence There was no correspondence for Council review. III. COUNCIL COMMITTEE REPORTS A3.7.6 A. Municipal Services Chair Peloza reported the Municipal Services Committee met April 12, 2010. The Committee reviewed Resolution No. 4589 approving Page 5 Citv of Auburn Council Meetinq Minutes April 19. 2010 an Interlocal Agreement for the Valley Narcotics Enforcement Team, Resolution No. 4591 accepting a grant from the United States Department of Homeland Security to enhance emergency management services. The Committee also discussed Ordihance No. 6304 relating to dangerous dogs, animal control services in light of King County's decision to terminate existing animal control agreements with King -County cities effective June 30, 2010, and the towing ordinance. The next meeting of the Municipal Services Committee is scheduled for Monday, April 26, 2010 at 4:00 p.m. B. Planning & Community Development Chair Norman reported the Planning and Community Development Department met April 12, 2010. The Committee discussed animal control services and recommended entering into a contract with - Pierce County for animal sheltering with the City taking the responsibility for hiring an animal control officer and issuing pet licenses. The Committee also discussed Jacobsen Park and the Park Master Plan, an update on the status of the Lea Hill Park and Green River Community College land transfer, Resolution No. 4585 approving the King County countywide planning policies, the Pierce County countywide planning policies, and a presentation from Washingfon State University School of Architecture students of their design concepts that could serve as a model for future development in the Green Zone in Auburn's Environmental Park. The nexf regular meeting of the Planning and Community Development Committee is scheduled for April 26, 2010 at 5:00 p.m. Councilmember Wagner commented on the presentation given by the Washington State University School of Architecture students. Councilmember Wagner was pleased that a number of Green River Community College students attended the presentation. C. Public Works Chair Wagner reported the Public Works Committee met this aftemoon at 3:30 p.m. The Committee approved a right-of-way use permit for the Clean Sweep event and accepted construction for contracts related to Green River emergency flood protection measures. The Committee reviewed Resolution No. 4590 expressing the Council's support for the United States Congress to appropriate sufficient funds to make interim and permaneht repairs to the Howard Hanson Dam and Resolution No. 4592 approving an Interlocal Agreement with King Counfy for pavement markings, . annual bridge inspections and emergency call-out services. The Page 6 Citv ofAuburn Council Meetinp Minutes• Aqril 19; 2010 Committee also discussed Ordinance No. 6301 related to Local Revitalization Financing, Ordinance No. 6305 relating to bond issues, bad debt write-off, water emergency intertie agreement with . - the City of Bonney Lake, Ordinance No. 6275 relating to parking on parlcing strips, pavement preservation, and capital projects status. The next regular meeting of the Public Works Committee is scheduled for May 3, 2010 at 3:30 p.m. D. Finance ` Chair Backus reported the Finance Committee met this evening at 6:00. The Committee approved claims and payroll vouchers, bad debt write-off, Ordinance No. 6301 relating to Local Revitalization Financing. The Committee discussed Ordinance No. 6305 relating to bond issues, Auburn School District impact fees, Resolution No: 4589 approving an Interlocal Agreement for the Valley Narcotics Enforcement Team, Ordinance No. 6303 relating to fees for appeal of alarm administrator decisions, Resolution No. 4591 accepting a grant from Homeland Security, Resolution No. 4592 relating to an Inferlocal Agreement with King County for, road services; Resolution 'No. 4590 expressing the CounciPs support for the United States Congress to appropriate sufficient funds to make interim and permanent repairs to the Howard Hanson Dam, and the monthly financial report from Finance Director Coleman. The next regular meeting of the Finance Committee is scheduled for May 3, 2010 at 6:00 p.m. E. Community Center Chair Wagner ceported that the next meeting of the Community Center Committee is scheduled for April 21, 2010 at 9:00 a.m. F. Downtown Redevelopment Chair Norman reported the Downtown Redevelopment Committee met April 13, 2010. The Committee took action on the downtown urban design standards to improve existing standards. The Committee discussed downtown loading zones, the City Hall plaza, and the promenade. The next r.egular meeting of the Downtown Redevelopment Committee is scheduled for April 27, 2010 at 4:00 P.M. G. Council Operations Committee Chair Wagner reported the Council Operations Committee has not met since the last Council meeting. Page 7 Citv of Auburn Council Meetina Minutes Aaril 19. 2010 IV. REPORTS At this time the Mayor and City Council may report on significant items associated with their appoinfed positions on state, -regiona/ and local organizations. A. From the Council Deputy Mayor Singer reported on her attendance at a meeting of the Aubum Arts Caop fhat is being formed, a meeting with Mayor Lewis and representatives from Waste Management regarding their proposal for a compressed natural gas facility in Aubum, the presentation from the Washington State University School of ~ . Architecture students of their design concepts that could serve as a model for future development in the Green Zone in Aubum's Environmental Park; and a meeting of the Auburn Tourism Board, which is hosfing an autumn wedding show at Emerald Downs on October 2 and 3; 2010. Councilmember Wagner reported that he has been appointed to an Advisory Committee for Stormwater Technical Resource Center , that is being constructed at Washington State University-Puyallup . in conjunction with the City of Puyallup. Councilmember Partridge participated in the Mountain View High School second round of senior presentations. Councilmember . Partridge will be attending the Suburban Cities Regional Law and Safety Committee on April 22, 2010. Councilmember Norman reported that she attended the Boy.Scouts fundraising breakfast and a recent Aubum Symphony performance. Councilmember Norman will be serving on the Puget Sound Regional Council 2040 Awards Selection Committee. Councilmember Backus reported that she attended the monthly meeting of the Valley Regional Fire Authority Board. of Directors. Councilmember Backus will be attending the Fire Ops held in Richland, Washington, May 6 and 7. Councilmember Peloza reported the Auburn International Farmers MarKet submitted a grant application to the Department of Agriculture for $50,000 fo fiund market operations in 2011. The Farmers Market received a$31,000 granf from King Conservation District for 2010 market operations. Councilmember Peloza reported that he attended the month1y Regional Water Quality Committee meeting where the, main topic was reclaimed water Page 8 City of Auburn Council Meetina Minutes Aari119. 2010 evaluation criteria and the status of the Brightwater Wastewater Treatment Plant project. Councilmember Haugen reported that she attended the,Arbor Day event on April 14. Councilmember Haugen thanked Mayor Lewis and Director. Faber for organizing the event. Councilmember Haugen was excused from the meeting at this time (8:32 p.m.). B. ' From the Mayor Mayor Lewis reported that he attended the Boy Scouts fundraising breakfast to support the efforts of Boy Scouts in the community. Mayor Lewis noted the number of Eagle Scouts who were in attendance at the breakfast. Mayor Lewis reported that discussion has been ongoing regarding animal confrol services for the City. The City is investigating its options for animal control and sheltering services. V. MOTION CARRIED. 6-0. IX. EXECUTIVE SESSION At 8:47 p.m., Mayor Lewis recessed the meeting for afive minute intermission and then to executive session for approximately ten minutes in order to discuss pending/pofential litigation pursuant to RCW 42.30.110(1)(i). Staff members required for the executive session were: City Atfomey Heid, Human Resources/Property. and Risk Management Director Heineman, and Public Works Director powdy. No action is expected following the executive session. At 9:02 p,m., Mayor Lewis extended the executive session an additional . five minutes. Mayor Lewis reconvened the meeting at 9:11 p.m. X.
