' 1 E MAIN STREET, 2ND FLOOR Members present: Chair Bill Peloza, Member John Partridge, Vice Chair Sue Singer had been excused but joined the meeting at about the halfway point. Staff present: Mayor Pete Lewis, Chief of Police Jim Kelly, Finance Director Shelley Coleman, HR Director Brenda Heineman, City Attorney Dan Heid, ER & Comp Manager John Flefcher, Emergency Preparedness Manager Sarah Miller, Solid VVaste & Recycling Coordinator Joan Clark, Police SecretarylScribe Kathy Emmert II. AGENDA MODIFICATIONS Added as ltem III.C (Ordinances and Resolutions (Action Items) Added as Item V.C Animal Control (eurrent V.C becomes V.D) IIL: COIVSENT ITEIVIS A. . Approval of Minutes of the March 22, 2010 Municipal Services Committee Meeting Member Partridge moved to accept the minutes of the March 22, 2010. meeting. Vice Chair Singer was not in attendance for this action. Chair Peloza concurred. MOTION CARRIED: 2-0 IIL ORDINANCES AND RESOLUTIONS (Action Items) A. Ordinance No. 6303* (Kelly) An Ordinance of the City Council of the City of Auburn, Washington, amending Section 9.30.140.C.1 of the Auburn City Code relating to fees for appeal of alarm administrator decisions Member Partridge moved to forward the Ordinance to the full Council as amended. Vice Chair Singer was not in attendance for this action. Chair Peloza concurred. ` MOTION CARRIED: 2-0 Page 1 Municipal Services Minutes April 12, 2010 B. Resolution No. 4589* (Kelly) ' A Resolution of the City Council of the City of Auburn, Washington, : authorizing the Mayor and City Clerk to execute an Interlocal agreement befinreen the City of Auburn and the cities/jurisdictions of Kent, Renton, Tukwila, Port of Seattle and Federal Way for the Valley Narcotics Enforcement Team ("VNET") Member Partridge moved to forward this Resolution to the full Council for acceptance. Vice Chair Singer was not in attendance for this action: Chair'Peloza concurred. MOTION CARRIED: 2-0 ' C. Resolution No. 4591* (Kelly) A Resolution of the City Council of the City of Auburn, Washington, formally accepting a grant from the Washington State.Military Department , in the amount of Seventy Five Thousand One Hundred Seventy Seven Dollars ($75,177.00) from the United States Department of Homeland Securify Emergency Management Performance Grant Program, and authorizing the Mayor and City Clerk to execute the. necessary agreements to accept said funds Member Partridge moved to forward this Resolution to the full Council for acceptance. Vice Chair Singer was not in attendance for- this action. Chair Peloza concurred. MOTION CARRIED: 2-0 1V. INFORMATION / DISCUSSION ITEMS A. Auburn $olid Waste Rates*'(Coleman/Clark) The Committee had previously requested comparative information on the l. rates billed to customers within Autiurn by the various entities provided - solid waste removal services. The information was presented and . B. Dangerous Dog Ordinance* (Heid) Communication from a citizen provided impetus for an adjustment in the language of the current Ordinance that City Attorney Heid and upon which the Committee agreed: Vice Chair Singer moved to forward the revised language to the full Council for approval. Member Partridge seconded. Chair Peloza concurred. MOTION CARRIED: 3-0 C. Animal Control HR Director Heineman updated the Committee on the various solutions- being considered in light of King County ending it's animal control function later this year. Page 2 , .
