WASHINGTON HUMAN SERVICES COMMITTEE
` MINUTES
February 9, 2010
I. CALL TO ORDER
The February meeting was called to order at 3:00 p.m. in Conference Room Three located on
the second floor of Auburn City Hall, 25 West Main Street, Auburn, WA.
Committee Members present were: Chair Suzanne timric, Marian Thomas, Michael Harbin, Bette Van Gasken, Lela Brugger,
JoAnne Walters, Tony Ladner and Barbara Derda
Committee Members not present: Chuck Booth, Daryl Thompson and Virginia Lloyd-Baron
Staff presenf were: Communi,ty Services Project Assistant Kirsten Reynolds
Guests aresent were: Radine Lozier from the Aubum Senior Genter II. APPROVAL OF MINUTES
• The Committee reviewed the January 12, 2010 minutes.

The Committee discussed the upcoming closure for the library and the desire to have
an information ordering center in a different location while the branch is under
construction. , This expansion was to be expected as the library was originally built with
the intention to grow larger in the future.
• Parentinq Classes
At the December Human Services meeting the Committee discussed the increasing
need for.parenting classes/trainings to maKe sure kids are staying on a good course at
school. Mayor Pete Lewis was asked to discuss this issue with the Auburn School
District Superintendent Kip Herren: Mayor Lewis had this discussion and was assured
the district is working with parents who have expressed this type of need.
Other places to get this service include ACAP's Apple Parenting program, Green River
Community College, MOPS af the YMCA and Family to Family af CPS.
• Auburn Food_Bankl_Cookinq Classes
The Committee discussed the need to teach clients how to best utilize food they
receive. Food produets can be utilized in many different ways, but people need to be
taught how to use the producfs with out wasting food: There will be further discussion on this topic in the future.
IV. AGENDA
• Senior Center ,
Senior Center Supervisor Radine Lozier gave an update on the success of the salad bar
program. Humah Services money was given to assist the nutrition program run by
Senior Services; in 2009 Senior Services lost the nutrition contract and City of Auburn funds were used to supplement the Senior Center's Salad Bar Project. The salad bar
was offered three days a week but became so popular that if was decided to offer it
everyday; they serve 50-70 people.a day for lunch. Thanks to the Human Services
monies the Senior Center has been able to continue this service successfully.
Ms. Lozier also announced they were losing their funding from King County for their
social worker, services offered to seniors from. the social worker include self help, care
giver support, nutrition education, coordination of classes and indiyidual case
management. To continue the same secvice for the Senior Center they need $33,000
for the year; there were other options presented for part-time service. The Committee
was very supportive and passed a motion to support the social worker position if
emergency funds were available.
Member Walters rnotioned to,fund the Auburn Senior Center social wocker at 26
hours if emergency money is available, Member Derda amended the motion to say if
the full amount is not available the Human Services Committee supports funding'20
hours of service; Member Ladner seconded the motion.
Discussion: Chair Limric pointed out this will most likely not be the last time agencies
come to the Committee asking for additional funding.
All Committee Members were in favor of this motion passing.
IV. ANNOUNCEMENTS
o CDBG Funding clarification question came about from the Committee regarding how
CDBG money is different than General Fund money. CDBG funds have limited amount
of uses per the U.S. Department of Housing & Urban Development (HUD). During the
bi-annual application season, proposals are weighed by HUD criteria that require
matching funds within that funding stream. The City of Auburn has an on-going
partnership with HealthPoint (Community Health Centers) which fits the requirements; .
this is the major dedication of CDBG monies for public service, HealthPoint is set to
receive continua[funding.
• 2011 - 2012 Funding Cycle - Staff is gearing up to begin the new funding application.
A new partnership is being formed between 17 cities to have a joint application process;
the partnership has contracted with eCityGov.net to streamline the application. More
information will come in subsequent HSC meetings.
• WWEE - The City received a constructive letter from WWEE explaining how.a client
was impacted in a positive way. The letter was shared with the Human Services
Committee members as a good agency report.
V. NEXT MEETING
The next meeting is scheduled for March 9, 2010 at 3 p.m. in Conference Room 3
The meeting was changetl as of February 24, 2010 to include a new date and location: the
Human Services. Committee met on Monday, March 8, 2010; departed from City Hall for a
. "housing opportunities tour". The tour lasted from 2:30 p.m. to 4:30 p.m. and was in
conjunction with several of Aubum Councilmembers.
