MINUTES
I. CALL TO ORDER 4:00 PM, ANNEX BUILDING CONFERENCE ROOM NO. 2,
1 E MAIN STREET, 2ND FLOOR
The meeting was called to order at 4:00 p.m. in Conference Room No. 2 on the
second floor of the Annex Building, One East Main Street, Auburn WA. Members
rp esent: Chair Bill Peloza, Vice Chair Sue Singer, Member John Partridge. Staff
present: Chief of Police James Kelly, Finance Director Shelley Coleman, HR
Director Brenda Heineman, City Attorney Dan Heid, Parks & Recreation Director
Daryl Faber, Assistant Chief of Police Larry Miller, Public Works Director Dennis
Dowdy, Projects/Construction Manager Steve Burke, Police Secretary/Scribe
Kathy Emmert. Others present: Wayne Osborne and Nick Perius citizens,
Auburn Reporter representative Robert Whale.

III. CONSENT ITEMS
A. Approval of Minutes of the April 12, 2010 Municipal Services
Committee Meeting
Vice Chair Singer moved to accept the Minutes of the April 12, 2010
meeting, Member Partridge seconded, Chair Peloza concurred.
MOTION CARRIED: 3-0

V. INFORMATION /DISCUSSION ITEMS
A. Ordinance No. 6303* (Kelly)
An Ordinance of the City Council of the City of Auburn, Washington
amending Section 9.30.140 of the Auburn City Code relating to fees for
appeal of alarm administrator decisions
Information provided by Assistant Chief of Police Miller indicates research
through Public Safety Corporation's (Our Alarm Ordinance 3rd Party
Administrator) statistics from other jurisdictions they support, reveals that
there is an increasing negative impact on the overall number of the false
alarm calls an agency responds to with each level of warnings given vs. a
zero tolerance policy. Agencies like Auburn that practice zero tolerance
for false alarms will significantly reduce the total number of false alarms.

The concept is similar to our red light enforcement at4 and Auburn Way
So. As drivers have become aware that there are no warnings (zero
tolerance) for running a red light at that intersection, the number of
violations have continued to decrease. Agencies like Alexandria VA that
allow a warning on the first false alarm show a higher percentage of
overall false alarm rates than experienced by Spokane or Auburn that
practices zero tolerance. Cities such as Wichita, KS that allow 2 warnings
on false alarms suffer an even greater percentage of false alarm rates.
The increase is proportionally higher for agencies that allow 3 or more
warnings.
First time false alarms represent about 65% of all false alarms recorded
within a year. (See attached Alarm Statistics Report)
Ordinance No. 6303 is removed from consideration. Ordinance No. 6216
remains as is. Statistics related to false alarms are attached to these
Minutes.
B. Ordinance No. 6305*(Coleman)
An Ordinance of the City of Auburn, Washington, relating to contracting
indebtedness; providing for the issuance of four series of limited tax
general obligation bonds of the City in the aggregate principal amount of
$ ,for general City purposes to provide funds with which to (i)
pay a portion of the costs to purchase additional office space near City
Hall, to be known as the City Hall Annex, and associated property
interests, equipment and appurtenances, (ii) carry out a current refunding
of all of the City's outstanding Limited Tax General Obligation Bonds,
1998 and to pay the administrative costs of such refunding, (iii) pay for
certain downtown infrastructure improvements in the City's revitalization
area, and (iv} pay costs of issuance of the bonds; fixing the date, form,
maturities, interest rates, terms and covenants of the bonds; establishing a
bond redemption fund, a project fund and a project account; and approving the sale and providing for the delivery of the bonds to Seattle-
Northwest Securities Corporation of Seattle, Washington
The Committee supports Ordinance No. 6305.
C. Fireworks Update (Kelly)
Chief of Police Kelly outlined the plan for 2010 that will include emphasis
as in the past combined focused neighborhood emphasis and utilization of
the Auburn Alert System to enhance citizen awareness of appropriate
fireworks activities in Auburn.
D. Towing* (Reid)
City Attorney Heid will bring a Resolution and updated contract to the next
meeting for action by the Committee.
E. Golf Course Operations Update (Faber)

Parks and Recreation Director Faber provided graphs and commentary
related to the 1St quarter 2010 for Auburn Golf Course.
F. Golf Course Restaurant Update* (Coleman)
Finance Director Coleman presented the first quarter 2010 financial
statistics for the Copper Falls Restaurant and banquet facility.
G. Red Light Photo Enforcement Quarterly Report (Kelly)
Chief of Police Kelly provided updated information on the photo
enforcement with the 5 school zones and 3 intersections.
H. Red Light Photo Enforcement- Liability Issues Update
(HeinemanlRoscoe)
The Committee went into Executive Session for this discussion.
I. Animal Control and Rescue Services Update (Heineman)
HR Director Heineman presented an update outlining the progress,
changes in options available and complexities of working out a plan for
Auburn.
J. Construction Contract for Les Gove Park Campus Expansion -
Activity Center- Project No. CP0607 (Heineman)
HR Director Heineman and Projects/Construction Manager Steve Burke
presented information.
The Committee supports this project.
