Background Summary: The 2010 Arterial & Collector Pavement Preservation project will rehabilitate and rebuild deficient pavement on 3.5 miles of arterial and collector streets throughout the City. This rehabilitation will be accomplished by patching damage pavement on 3 miles of City streets and rebuilding the travel lanes on 0.5 miles of I St NE. The attached map shows the streets that staff recommended be rehabilitated and rebuilt as part of this project at the April 19th, 2010 Public Works Committee meeting. Since that time, staff has refined the project cost estimate and determined that it will most likely not be possible to do all the work shown on the map within the project budget. Therefore, staff recommends removing some streets from the project scope (these streets are noted on the attached map). Even with these streets removed from the project, staff estimates a budget shortfall of $218,865 in the 105 (Arterial/Collector Street Preservation) Fund. However, since recent bids on other City projects have come in much lower than estimated, staff recommends waiting until after the bid opening for this project to determine if a further scope reduction or budget adjustment is needed. This project will also improve the pedestrian crossings at the intersection of 8th St NE and Pike St NE and the intersection of 116th Ave SE and SE 304th St as part of the City's Traffic Calming Program. These crossing improvements will consist of replacing wheelchair ramps and refreshing or installing new crosswalk markings. These crossing improvements will be funded by 328 (Capital Improvement) Fund. Advertising for bids is anticipated to begin on June 8th, 2010. Construction of this project is anticipated to begin in late July and be complete by October 2010. However, this work will be done under Project CP1002 — 2010 Local Street Pavement Preservation since this project already includes concrete panel replacement work.
