City Council award Contract No. 10-18, Project No. CP1012, 2010 Arterial & Collector Pavement
Preservation, to Northwest As halt, Inc. on their low bid of $1,089,475.00.
Background Summary:
The 2010 Arterial & Collector Pavement Preservation project will rehabilitate and rebuild deficient
pavement on 1.5 miles of arterial and coliector streets throughout the City. This rehabilitation will be
' accomplished by patching damaged pavement on 1 mile of City streets and rebuilding the travel lanes on
0.5 miles of I St NE.
When the Public Works committee granted permission to advertise for this project on June 7th, 2010, staff
estimated a budget shortfali of $218,865 in the 105 (Arterial/Collector Street Preservation) Fund.
However, staff recommended waiting until after the bid opening for this project to determine if a scope
reduction or budget adjustment would be needed since recent bids have been fluctuation due to the
economic conditions.
The city received 6 bids for this project and the lowest responsive bid was $6,841 below the engineers
estimate. Therefore, a scope reduction or budget adjustment is necessary to fund this project. The
attached map shows the scope of work that was bid as part of this project. Staff recommends a reduction
of the scope by removing Terrace Drive NW and Lea Hill Rd from this project through a change order
after the project is awarded to bring this project within budget.
This project will also improve the pedestrian crossings at the intersection of 8'h St NE and Pike St NE and
the intersection of 116th Ave SE and SE 304th St as part of the City's Traffic Calming Program. These
crossing improvements will consist of replacing wheelchair ramps and refreshing or installing new
crosswalk markings. These crossing improvements will be funded by the 328 (Capital Improvement)
Fund.
Construction of this project is anticipated to begin in late July and be complete by October 2010.

The broken concrete panels on 15' St NE between Auburn Way N and Auburn Ave will also be replaced
as part of this year's arterial and collector street pavement preservation program. However, this work will
be done under Project CP1002 - 2010 Local Street Pavement to take advantage of similar concrete work
already being done. This work will still be funded by the 105 (Arterial/Coliector Street Preservation) Fund.
