Jn efforts to prevent issues with sewer lines backing sewer valves for residents on the hill sides would' be opened, allowing waste to flow directly into the river. There is currently a one in thirty three chance for flooding. The Howard Hanson Dam is currently at half capacify, wh_ich means it would need to rain for an extended period.
