CALL TO ORDER Chair Lynn Norman called the meeting to order a4 4:00 p.m. in Conference Room 1, located on the second floor of One East Main Street, Auburn, WA. Committee Members present were: Chair Lynn Norman, Vice Chair Sue Singer; and Member Nancy Backus. Staff present'included: Mayor Pete'Lewis, Interim Planning & Development Director Kevin Snyder,.Principal Planner Elizabeth Chamberlain, Public Works DirectorDennis Dowdy, City Engineer Dennis Selle, Assisfant City Engineer Ingrid Gaub, Transportation Planner Joe Welsh, Traffic Engineer Pablo Para, and Planning. Secretary Renee Tobias. • Audience members present were:.Spencer Alperf; MeI Maertz, and Ronnie Roberts II. CONSENT AGENDA A. Meeting Minutes - February 9, 2010 B. Meeting Minutes - March 9, 2010 Member Backus moved and Member Singer seconded to.approve the consent agenda , items as presented. MOTION CARRIED.UNANIMOUSLY 3-0 III. ACTION A. -Downtown Urban Center Design Standards. The Downtown Urban Genter Design Standards were originally adopted as part ofthe, Downtown Urban Center (DUC)'zone by the`City Council February 2007. Subsequent amendments have been made to address the two projects nearing completion;.the One Main Building and Medical OfficeBuilding/Parking Garage. The Committee reviewed; the proposed changes at their March 9, 2010, providing additional instruction to staff.Principal Planner Elizabeth Chamberlain `reviewed these changes with the Committee. : Committee provided additional feedback to staff and the standards will be modffied accordingly. Committee asked staff to bring back examples of neon signs for further discussion. Member Backus moved and Member Singer seconded to approve the Downtown Urban Center Design Standards as revised. Downtown Loading Zones Aubum manages finro types of loading zones: off-street and on-street. On-street loading zones are further defined as commercial or passenger loading zones. Auburn City Code Chapter 18.52 covers off:street loading zones, where the City requires that new structures or expansions of existing structures provide loading space. Chapter 1_0.36 covers on-street loading zones. The code defines a"Commereial loading zone" as a °designated portion of the street along the curb reserved for use in loading and unloading commodities. Transportation Planner Joe Welsh referred the Committee to documentation distributed separately from the agenda packet. Future development in the downtown core may create some challenges by reducing the number of informal (undesignated) on-street; loading areas by eliminafing some existing alleys or off-sfreet parking spots. The only on-site; parking is.likely to be in the form~of structured parking. But the redesign of downtown also offers the opportunity to incorporate commercial loading areas in the design process, particularly as in conjunction with each development. Mr. Welsh reviewed the finro proposed options to address loading zones in the downtown area with the Committee. After discussion, Committee agreed on Option #2 - Address on-street loading zone needs at the time of development that are tailored to the specific needs of the development. B. City Hall Plaza and Promenade Update' , Consultant interviews were held, with MAKERS being selected for design and construction, services of the City Hall Plaza. The goal is to have the contract on the Committee's April 26, 2010 agenda and on the May 3, 2010 Public Works Committee agenda. The confract would then go to City Council on May 3, 2010. Principal Planner Elizabeth Chamberlain distributed an aerial map outlining the City Hall Plaza Project boundary areas and reviewed with the Committee. The Main Sfreet7South Division Street intersection corners are part of both the City Hall Plaza and the - Promenade project. Therefore, coordination between the two.design teams will occur. The design phase will be underway for both projects with the City Hall :Plaza project being slightly ahead. A pre-proposal meeting for the Promenade project was held on April 8, 2010 with 32 different firms in attendance. The RFP has been out for three weeks and proposals are due by April 20, 2010. Three consultants will be selected for interviews on April 26, 2010. Goal is to have the design and construction services contract to City Council by June 7, 2010. C. Information , Assistant City Engineer Ingrid Gaub announced that the sample standard light has been installed on A Street at the north side of the access road, befinreen Main Street and the Chase Bank building, leading into the Safeway area. Staff will ask Parks & Recreation Department to put up flower baskets so the Committee can see the full effect. Staff will notify the Committee once this has been completed. V.
