Background Summary: The purpose of the project is to construct a new traffic signal at the intersection of F Street SE and 4th Street SE. Accident history, traffic volumes and pedestrian usage warrant the conversion of this intersection from a 4-way stop to a traffic signal. The signal will also provide essential intersection control during the closure of M Street SE for the M Street SE Grade Separation Project. The bid opening was held on August 12, 2010, which did not allow enough time for staff to complete the bid verification prior to the Public Works Committee and City Council packet development. Resolution 4634 would grant the Mayor the authority to award and execute the construction contract to the lowest responsible bidder and avoid delaying the construction start date by 3 weeks due to the Labor Day holiday. The estimated total cost for this project is $396,700, which is entirely funded by a Federal Highway Safety Improvement Grant. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF AUBURN, KING COUNTY, WASHINGTON, HEREBY RESOLVES as follows: Section 1. The Mayor of the City of Auburn is hereby authorized to review bids, award, and execute an Agreement between the City of Auburn and the Lowest Responsible Bidder for Project Number CP0914, Public Works Contract Number 10- 19, FStreet SE / 4t" Street SE Traffic, which agreement shall conform with the Bid Documents, provided that the bid amount does not exceed the project budget. Section 2. The Mayor is hereby authorized to implement such administrative procedures as may be necessary to carry out the directives of this legislation. Section 3.
