Background Summary: The City of Auburn and Water Resource Inventory Area 9 ~VIrRIA 9~ first identified the Fenster Levee setback project on the Green River in Auburn as a priorify~salmon habitat project when developing the WRIA 9 Salmon Habitat Plan in 200. The City of Auburn applied for and received Salmon Recovery . Funding funds through the Washington State Recreation and Conservation Office to complete Phase a of the Fenster Levee setback project in 2006. The City of Auburn completed Phase I of the project in 2408 which involved approximately ~lOO feet of levee improvement, the,placement of large woody debris and rock. armoring, and the planting of native riparian trees and shrubs. The City of Auburn applied for King Conservation District grant funds in 2010 in order to complete Phase if of the Fenster Levee setback project which will. setback an additional segment of levee immediately adjacent to the north of the first phase of the .project, near River Mile 32 an the Green. River. Project components include approximately 880 feet of, leveesetback, re-attachment of a large: forested Swale tv the river for off-channel habitat and fish refuge, increased area for floodwater quieting and storage, removal of invasive plans, nativeplant revegetation, and the installa~on of large woody debris at the toe of the new levee. This project will allow fog greater movement of the Green River during the winter high flow period and increased flood storage, providing both greater protection of downstream property, and ` also refugia far threatened salmon and steelhead on the Green River. The site for this phase of the project is adjacent to the downstream end of an intacttwo-mile .fang riparian corridor along the Green River within the Fenster Nature Park ~Aubtarn~ and the Auburn Narrows Natural Area King County. City previously received a $304,103 Salmon Recovery Funding Board grant ~appraved by City Council on April 5, 2010} and authorized $35,000 in City Storm Funds for the project. This project t_s identified in the WRIA 9 f GreenlDuwamish and Cen#ral Puget Sound vllatershed Salmon Habitat Plan August ZD05, as a j . priority project, MG-18, Fenster-Pautzke Setback and Floodplain Reconnection. The restoration project will inclpde the removal of an existing 880 foot long !eves near Green River ri'tile 32, reattachment of a large forested Swale to the river for off-channel habitat and fish refuge end increased area for floodwater quie#ing and storage, removal of invasive plants, native plant re-vegetation, and installation of large woody debris along the Green River at the toe of the new levee. In addition to providing fish habitat, this project vn'il increase floodwater storage capacity to benefit downs~eam landowners in times of high water. The project site spans four parcels, totaling 4.51 acres which are all owned by the City of auburn and are a part of the City's Fenster Nature Park. The project site is adjacent to. the Fenster Levee Setback Phase 1 project which was completed by the ~ . City ofi Auburn, working with King County, in ~OQB. King County completed the Pautzke Levee Setback in 2009 Sri their Auburn Narrows Natural Area, which is adjapent to the Fenster Phase I project on the ~ upstream side, The Fenster. Levee~Setback Phase II project would complete years of work by the city and the county to set back or~comp~etely rerriove all of the levees within a two-mile stretch of high f quality habitat between the proposed project site and the upstream Sft-18 Bridge. 1'he project area is largely vegetated by deciduous trees some of which. are relatively maturey and shrubs. An existing swats lies landward of the current levee prism, which is immediately adjacent to . .the river bank. King County developed expense designing and constructing levee setback pro}ec~ in this reach of the Green River while working on the Pautzke and Fenster I Levee setback projects, immediately- adjacent tothe Fenster Phase 11 Levee Setback. Working with King County to construct the Fenster Levee Setback Phase I! project will require less detailed plans antl less construction oversight due to their fa~iiiarty with similar levee setback projects in this reach of the Green River. To date, King .County has helped the City identify cost saving measures for the Phase II Levee Setback project such as reusing cut soils on site rather than paying to haul them off-site for disposal. _ Following construction of the levee setback, the site v~~i be replanted, and monitored. The City intends ~to partner with the Veteran's Conservation Corps in order to terry out the replanting and monitoring work. This site is a critical location within the Green River system, located at the break between the functions of the lower and middl®Green River. vvith the minimal amount of habitat and refuge . available downstream, this project will be one of the first refuge sites for adult salmon in their ' upstream migration, and one of the last refuge sites for juvenile salmon during their outmigration to Puget Sound. This project will allow, juvenile salmonid access~to a pfevlousiy cut-efl forested bench and side channel, and provide refuge during critical migration periods. The project wi11 meet the' . ~ following objectives: improve water quality, improve riparian habitat and aa~ss, provide increased area for load storage and flood velocity attenuation, and provide high quality off-channel habitat access. The project is included in the vIIRIA 9 Habitat Plan t200~} as project MG-~8, Fenster Phase ll . was the number one ranked project during the 2009 SRFB grant ~aund by the Technical Advisory Group.
