B ~48~ was intended to encourage the transition to electrical vehicle use through the establishrent of electric vehicle infrastructure Electrical vehicle infrastructure is defined as the structures, machinery, and equipment necessary and integral to support an electric vehicle, including battery charging stations, rapid charging stations, and battery exchange stations. B 148 specified that counties, cities and towns throughout lashintor~ state were required to ar~end their development regulations to allou~ electric vehicle infrastructure as a permitted use in all zones except thane zoned for residential, resource ar critical areas, lr~ these areas, the statute does not prohibit local governments from allowing electrical vehicle infrastructure; however, consideration of special conditions ar limitations is encouraged, The statute also established a timeframe for local governments to comply with the statute Far the Cit}r of Auburn, this means that ~t must update lts regulatMans to allow batter~r charging stations by July [Exhibit 2], Battery charging station means an electrical component assembly or cluster of component assemblies designed specifically to charge batteries within electric vehicles, which meet or exceed any standards, codes, and regulations set forth b}r RUIN ~ ~~8 and consistent with rules adopted under RC~U ~ ,~7,~4~, Battery charging stations have different charging levels or the voltage at vuhich an electric vehicle's battery i charged that are broken dawn as Level ~ flow charging, Level ~ medium charging} and Level {fast or rapid charging} charging stations, Level ~ is present in homes and businesses and typically operates on a `l or ~~~amp breaker on a ~ 2~-volt Alternating Current SAC} circuit and standard outlet. These efforts should include: ~a} Development of short~term and long-term plans outlining how state, regional, and local government construction may include electric vehicle infrastructure inpublicly available off-street parking and government fleet vehicle parking, including what ratios of charge spots to parking may be appropriate based on location or type of facility or building; fib} onsultatians with the state building cads council and the department ol: lobar and industries to coordinate the plans with state standards for new residential, commercial, and industrial buildings to ensure that the appropriate electric circuitry is installed to support electric vehicle infrastructure; ~c} consultation with the warlcforce development council and the higher education coordinating board to ensure the development of appropriate educational and training opportunities for citizens of the state in support of the transition of some portion of vehicular transportation from combustion to electric vehicles; ~d} Development of an implementation plan far counties with a population greater than five hundred tl~ausand with the goal ol: having public and private parlEing spaces, in the aggregate, be ten percent electric vehicle ready by December 2D~$; and fie} Development of model ordinances and guidance for local governments for siting and installing electric vehicle infrastructure, in particular battery charging stations, and appropriate handling, recycling, and storage of electric vehicle batteries and equipment. ~2~ These plans and any recomr~endatians developed as a result of the consultations required by this section must be submitted to the legislature by December 3~, ~~1 D, or as soon as reasonably practicable after the securing of any federal or private funding. t~riarity will be given to the activities in subsection ~~}fie} of this section and any ordinances or guidance that is developed will be submitted to the legislature, the *department of community, trade, and ecanarnic development, and affected local governments prior to December 31, 2g~0, if completed.
