Administrative Recommendation:
City Council grant permission to enter into Amendment No. 1 to Consultant Agreement No. AG-C-385
with Brown and Caldwell, Inc. for Engineering Services related to stormwater management in urbanized
areas.
Background Summary:
The City is seeking an effective way to implement NPDES stormwater requirements in highly urbanized
areas of the city of Auburn. The land area necessary to meet flow control and water quality treatment
requirements is not available and therefore application of current stormwater management practices is
cost prohibitive and often not feasible. The project is divided into two phases. Phase 1 will bean
evaluation of several potential alternatives leading to a decision by the City on the preferred course of
action. Phase 2 will support implementation of the preferred action by developing recommendations for
new policies and design standards.
Phase 1
• Define highly urbanized areas in the City.
• Identify methods and processes for implementing NPDES Phase II stormwater Permit
requirements within highly urbanized areas of the city.
• Evaluate the possibility of using abasin-specific approach to meet NPDES permit requirements.
• Evaluate the use of and/or the use of low impact development techniques in public Right-of-Way in highly urbanized areas.
Phase 2
• Develop policies and design standards needed for the City to guide development and
redevelopment in highly urbanized areas.
• Evaluate the use of regional stormwater management facilities to serve highly urbanized basins.
The budget for Phase 1 is $100,000 from the 432 Fund. The Phase 2 budget will be determined when
Phase 1 is complete.
