AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AUBURN
WASHINGTON, AUTHORIZING THE LEVY OF REGULAR PROPERTY
TAXES BY THE CITY OF AUBURN FOR COLLECTION IN 2000,
REPRESENTING AN INCREASE OVER REGULAR PROPERTY
TAXES LEVIED FOR COLLECTION IN 1999.
WHEREAS, Chapter 3, Laws of 1997, as approved November 4,
1997, by the voters of the State of Washington in "Referendum 47",
requires a separate ordinance in order for the City of aubum to make its
regular 1999 property tax levy for collection in 2000 in the amount of
$10,167,813; and
WHEREAS, pursuant to RCW 84.55.120 the City Council held
public hearings on September 7, 1999 and November 1, 1999 after proper notice was given, to consider the City of Aubum's 2000 budget
and the regular property fax levy to support it; and

WHEREAS, the City Council, after public hearing; and after duly
considering all relevant evidence and testimony presented, has
determined that the City requires an increase in property tax revenue
from the previous year, in addition to the increase resulting from the
addition of new construction and improvements to property. and any

increase in the value of state-assessed property, in order to discharge
the expected expenses and obligations of the City and in its best interest.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF
AUBURN, WASHINGTON, DO ORDAIN AS FOLLOWS:
Secfion 1. Puraose. Regular property taxes for. collection in
the City of Auburn, King County for the year 2000 are authorized in the
' amount of $10,167,813. Not; including increases resulting from the
addition of new construction and improvements to property and any
increase in the vatue of sfate assessed property, the regular property tax
' levy for 2000 collection represents an increase from regular property
taxes levied for collection in 1999 of One Hundred Thirty Seven
Thousand One Hundred Thirty Six, ($137,136) which is a One and Forty
Second Hundredths percent (1.42%) increase from the previous year.
Section 2. In order to avoid unnecessary interfund loans
caused by uneven cash flow requirements foc tax supported funds, the
Finance Director is hereby authorized to allocate individual property tax
receipts in a manner that eliminates interfund loans.
Section 3. Constitutionalitv or Invaliclity. If any section,
subsection, sentence, clause or phrase ' of this Ordinance is for any

reason held to be invalid or unconstitutional, such invalidity or
unconstitutionality, shall not affect the validity or constitutionality of the -
remaining portions of this Ordinance, as it being hereby expressly:
declared that this Ordinance and each section, subsection, senfence, :
clause or phrase hereof'would have been prepared, proposed, adopted
and approved 'and ratified irrespective of fhe fact that any one or more .
section, subsection, sentence; clause or phrase be declared invalid or -
unconstitutionaL ,
Section 4. Implementation. The Mayor is hereby authorized fo
implement such administrative procedures as may.be necessary to car.ry
out the directions of'this legislation.
Section 5. Effective Date. This Ordinance shall take effect
. and be in force five (5). days from and after ifs passage, approval and
- publication, as provided by law.
