City of Auburn City Council approved the rezoning of approximately 130 acres west of the - Interurban Trail arid on both sides of West 1Vlain Street to Environmental Park District: This District is _ intended. to support the : development: of inedical, hiotech and "green" technologies including energy conservation, engineering; water quality and similar uses within the City. In addition, the District pibmotes the incorporation of sustainabie design and green building practices (e.g. Leadership in Energy and Environmental Design [LEED] and builf green certified buildings). Beginning in 2009 and carrying onto the present, the Planning and Community Development and Public Worlcs Committees have discussed with staff the need to update the City's planning d"ocutnents in order to oreate a detailed engineering, architectural and biological plan. for sustainable development in the District to fiirther create the environment necessary to economically attract "green" businesses to the District , thereby enhancing property values anci :generating new high value green jobs in the District Recently, City staff, with the assistance of Councilmember Wagner, talked with the Washington State Universi#y (WSU)' Iristitute for Sustainable Design on the pofential opportunity to collaborate with the Institute to assist in tlze 'aforementioned update effort. The WSU Institute for Sustainahle Design is fvcused on responding _to the challenge of creating a sustainable future tlu•ough education, the developinent of new knowledge, in#eraction across disciplines and ouYreach. Tluough these conversations, ' it becaine apparent tliat tlie City's desire to update its pIans for the District closely match WSU's mission and tliat both parties could mutually benef t from working together. This eoliaborative effort referred to IDeX or Integrated :Design Experience would join approximately 20 senior level students representing different fields of study to develop sustainable solution5 for the specific "built environment" characteristics of the Environmental Park District. A draft agreement for consulting services between the Cify of Auburn and the WSU Institute for Sustainable Design has beeri prepared and` is attached for Gommittee review and comment. Dr. Michael Wolcott, Director of the WSU' Listifufe for Sustainable Design would aci as project- inanager for the provision of consulting seivices and oversee the work efforts of the WSU student researchers, Councilmember Wagner wauid be the City Council liaison and Kevin Snyder, AICP, Planning and Development Director, woald manage the consulting services agreement and coordinate resowces and City staff input, as needed, for the project.
