Dear Mr. Burke:
' This letter represents our proposal for construction management engineering services
related to the Auburn Municipal Airport - Runway Electrical Improvements project; and
shall serve as a supplement to our referenced master agreement. The terms and
conditions established by the master agreement are unchanged except as noted below.

B. COMPENSATION
For services described in Exhibit A; Reid Middleton shall lie'paid on a"time-
plus-expenses" basis using the rates indicated in the master agreement. We
estirriate the fee for this portion of the services to be $57,957, and will not
exceed without prior written approval.
We request the budget for the project be increased $57,957 to reflect this revised
scope of services. The amended total forthe agreement inclusive of all
sugplements is increased from $610,457 to $668,414.
We. appreciate the opportunity to submit this proposed supplemental agreement. If the
terms are acceptable, please sign your acceptance below and refurn one executed copy to
Reid Middleton.

A. PROJECT UNDERSTANDING
The Consultant will provide the required professional services to provide
construction managemendadministration services for the installation. of a new
runway edge lighting system per Reid Middleton design and in conformance with
Federal Aviation Administration (FAA) requirements. This work will be
performed under an FAA Airport Improvement Program (AIP) grant.

B. SCOPE OF SERVICES
CONSTRUCTION MANAGEMENT - to be provided on a time-plus-expense
' compensation basis at standazd billing rates to match the level of effortneeded on
the project.
The level of engineering effort required through the construclion phase will
depend on factors that cannot be fully defzned at the outset of the project
, including the final scope of construction work, the length.and intensity of the
contractor's construction schedule, the quality and quantity of administrative
submittals provided by the eontractor to the engineer, the quality of the
construction work produced, field conditions encountered on the site, and weaxher
conditions which can influence schedule and quality. It is assumed for the
purpose of establishing an iriitial construction phase engineering budget that the
project will be constructed in a single phase by one;prime contractor over a
' continuous period of an assumed 8 weeks beginning with the pre-construction
conference. The Ievel of effort assumed for construction
administration/coordination and field engineering in the initial budget is 108
hours. Actual construction phase engineering expendituies will be periodically
compazed to the budget as construction progresses and reported to the City.
The following outlines in greater detail the Construction Management tasks and products to be provided:
1. Provide"management assessments of the project's progress to insure that
all basic tasks as reflected in this construction phase scope aze being .

2. Coordinate with the City and FAA.
3. Support the City (and prepare applicaxion materials for) application for
FAA or other funding grants.
. 4. Update DBE goal and prepare DBE goal analysis for submittal to the
FAA. _
5. Conduct pre-bid meeting.
6. Assist the City witli construction bid advertising and interpretation of
project requirements during the bid period. 7. Prepare bidding addenda.
8. Assist the City with bid evaluation prior to award.
9. . Provide review.of all material submittal and shop drawings for conformance to project design during consfiruction. •
, 10. Provide response to requests for interpretaxion or clarification of design
intent and project requireinents duririg the construction period.
11. Provide technical assistance and recommendations to ttie City during
construction:
The construction budget for the project is estimated to be approximately
$450,000, inclusive of taxes and contingencies, but exclusive of design
~ and projectmanagement fees, permit costs, testing, inspection, and other
soft costs. The consultant will evaluate the feasibility of this budget, and
keep the City apprised during each phase of the design. The consuttant
will advise tlie City as to options.available for reducing construction costs
to stay within the budget, if it appears likely that construction bid prices
will exceed this budget.

12. Assist the City in the construction contract award notification and contract
execution pracedures.
13. Conduct Pre-Construction Conference.
14. Provide horizontal and vertical survey control per specifications. 15. Perform administrative tasks and provide coordination with the CiTy, FAA
and Contractor necessary to allow for optimal construction progress
. through the course of the project.
16. Provide resident project representative to monitor and document
construction progress, confum conformance with schedules, plans and
specifications, measure and document construction pay quantities, -
document significant conversions or situations, and document input or
visits by local authorities. ,
. . 17. Prepaze change orders if necessary.
18. Prepaze and submit weekly inspection reports to the FAA and City.
19. Prepare and confirm the contractor's monthly gayment requests. 20. Prepare and submit monthly FAA and Sta.te reimbursement requests.
21. Review construction payroll records as provided by the Contractor.
22. Conduct a final project inspection with City and airport personnel, the
• FAA, and the consultant.
23. Prepare final closeout documents per FAA requirements.
24. Prepaze a's-constructed record drawings, (11" "x 17" and electronic pdf file)
and the final Project Report with documentation from information
furnished by the consulfant.
25. Provide record-drawing update of the ALP for submittal to the FAA
reflecting changes made under the runway edge lighting system project.
26. Provide quality assurance testing, as necessary (sub-consultant).

C. ASSUMPTIONS
1. Specific permit applications with associated information to be provided
are: • City pernuts not required

2. The Engineer will establish and provide a horizontal baselirie and vertical
benchmark prior to construction. All other construction surveying will be
provided by the Contractor.
3. Hourly rates have been adjusted per the time period that the project wiIl be
performed.
