1. CALL TO ORDER
A. Flag Salute
Mayor Lewis called the meeting to order at 7:30 p.m. and led those
in attendance in the Pledge of Allegiance.
B. Roll Call
Councilmembers present: Rich Wagner, Sue Singer, Bill Peloza,
Lynn Norman, Virginia Haugen, and John Partridge.
Councilmember Nancy Backus was excused.
Directors and staff members present: City Attorney Daniel B.
Heid, Finance Director Shelley Coleman, Information Services
Director Lorrie Rempher, Public Works Director Dennis Dowdy,
Employee Relations and Compensation Manager John Fletcher,
Chief of Police Bob Lee, Parks, Arts and Recreation Director Daryl
Faber, Planning and Development Director Kevin Snyder,
Environmental Protection Manager Chris Andersen, Development

C. Announcements and Appointments
1. Announcements
a) Appointment of Bob Lee as Auburn Chief of
Police
Mayor Lewis announced the appointment of Assistant
Police Chief Bob Lee as Chief of Police for the City of
Auburn. Mayor Lewis administered the oath of office
and presented Chief Lee with his credentials.
Chief Lee began his law enforcement career in 1981
with the Auburn Police Department. He spent over

six years in patrol and two years as an investigator
until he was promoted to Sergeant in 1990. As
Sergeant, Chief Lee was in the patrol division for two
years and spent two years as a special investigations
unit sergeant and two years as sergeant for the South
King County Narcotics Task Force. In 1996, Chief
Lee was promoted to the rank of Commander and
was assigned to patrol, investigations, and
administrative divisions. Chief Lee served as
Assistant Chief for the last eight years. Chief Lee
earned his bachelor's degree in criminal justice from
Columbia Southern University and is a graduate of
the FBI National Academy and the Leadership
Institute of South King County. Chief Lee is a
member of the Auburn Area Chamber of Commerce,
the Washington Association of Sheriffs and Police
Chiefs and the FBI National Academy Association
Washington Chapter.
Chief Lee was joined by his wife, Karen, who
performed the pinning of the Chiefs badge. Chief
Lee was also joined by his daughter, Brooke, and his
son, Brett, as well as several other family members
and friends.
b) Proclamation - "Reaching Out Fair"
Mayor Lewis read and presented a proclamation
declaring October 7, 2010 as "Reaching Out Fair" in
the city of Auburn to Auburn School Board Member
Janice Nelson, Tamie Miller who serves as the
advisor for the Friends of Rachel Club at Olympic
Middle School, Olympic Middle School Principal
Jason Helm, and Auburn School Board Member Craig
Schumaker.
School Board Member Nelson expounded on the
Reaching Out Fair which was created in response to
the Columbine tragedy. The fair focuses on middle
school students and connecting the students with
their community in a meaningful way. The fair will be
held October 7t" beginning at 6:00 p.m. at the
Performing Arts Center.
c) Presentation regarding Sound Transit Budget

Rachel Smith, Government and Community Relations
Officer for Sound Transit, addressed the Council
regarding Sound Transit's 2011 Proposed Budget.
She explained that the prolonged national recession
has impacted Sound Transit's revenue forecast and
the agency's ability to deliver Sound Transit 2 projects
and services within the original framework. Sound
Transit's revenues currently expected through 2023
are $3.9 billion, or twenty-five percent, lower than
forecasted in 2008. Sound Transit's proposed 2011
Budget includes a program realignment of the Transit
Improvement Plan.
Ms. Smith stated that the South King County subarea
is down most significantly in revenue - approximately
$851 million or thirty-one percent. In order for Sound
Transit to continue to implement a regional transit
system with constrained revenues, the following
recommendations have been made regarding the
South King County subarea:
• Proceeding as planned with adding four daily
Sounder trips to the commuter rail in the south
corridor
Several projects will proceed as scheduled, but will be
monitored and evaluated until revenue uncertainties
are resolved:
• Accelerate extension of light rail from SeaTac
Airport to South 200th Street
• Construction of permanent Tukwila Sounder
Station
The following group of projects is recommended for
limited funding:
• Building light rail from South 200th Street to
South 272nd Street
• Planning for building light rail from South 272nd
Street to the Tacoma Dome
• Facilities to improve access to Sounder
Stations in Auburn and the City of Kent

Sound Transit is proposing to suspend all project
activity on the extension of the Sound Station
platforms.
Sound Transit will hold four open houses where the
public will have an opportunity to learn about
proposed measures and offer views. A public hearing
on November 4 will offer a formal opportunity for the
public to comment on Sound Transit's Proposed 2011
Budget, Draft 2011 Transit Improvement Plan and
Draft 2011 Service Implementation Plan. The budget
and plans are scheduled to be adopted in December.
Councilmember Wagner urged Sound Transit to be
transparent regarding the amount of subsidy light rail
receives compared to the Sounder and asked that
Sound Transit provide the Council with information on
the subsidies.
Deputy Mayor Singer expressed concern with the
additional Sounder trains planned in the South King
County area while no further parking or station access
is planned by Sound Transit in the south end.
Mayor Lewis stated that Auburn worked with the
original Regional Transit Authority and became the
first city on the Sounder line with a parking garage.
At the time the station was constructed, it was
realized that one parking garage would not be
sufficient. Later when Regional Transit Authority
became Sound Transit, funding for the second
garage was pulled and Auburn was told it would have
to wait for the next revenue package. When the effort
went forward in 2008 for the Sound Transit 2 ballot
measure, Sound Transit assured Auburn that if the
funding package passed Auburn's second parking
garage would be built. Mayor Lewis objected to the
current proposal to de-fund the second parking
garage for Auburn and urged Ms. Smith to convey his
objections to the Sound Transit Board.

D. Agenda Modifications
Resolution No. 4644 was removed from the agenda.
II. CITIZEN INPUT, PUBLIC HEARINGS & CORRESPONDENCE
A. Public Hearings
No public hearing was scheduled for this evening.
B. Audience Participation
This is the place on the agenda where the public is invited to speak
to the City Council on any issue. Those wishing to speak are
reminded to sign in on the form provided.
Laura Moser, Waste Management, 701 2nd Street NW, Auburn
Ms. Moser reported on the results of activities during the Mayor's
Hunger Awareness Week food drive. Ms. Moser reported that
Waste Management collected 8,321 pounds of food as well as
some cash. Ms. Moser stated that Waste Management looks
forward to conducting the food drive each year and reminded the
public that the Auburn Food Bank has an ongoing need.
C. Correspondence
There was no correspondence for Council review.
III. COUNCIL COMMITTEE REPORTS
A3.7.6
A. Municipal Services
Chair Peloza reported the Municipal Services Committee met on
September 27, 2010. The Committee reviewed and approved
Ordinance No. 6330 and Resolution No. 4641. The Committee
also reviewed contracts for Reid Middleton for professional services
and Totem Electric for construction of airport runway lighting
improvements. The Committee also discussed Resolution No.
4644 relating to Councilmembers' participation in the State
Department of Retirement Systems, Resolution No. 4645 relating
to court ordered home bound services, Resolution No. 4646
regarding a resource conservation grant from Puget Sound Energy,
slumlord apartment complexes, and the dangerous dog ordinance.
The next regular meeting of the Municipal Services Committee is
scheduled for October 11, 2010 at 4:00 p.m.
B. Planning & Community Development
Chair Norman reported the Planning and Community Development
Committee met September 27, 2010. The Committee conducted a

joint session with the Human Services Committee and received an
update on the Committee's work. The Committee received a report
from Human Services Manager Michael Hursh on a collaboration
study relating to working relationships and information sharing at
sister agencies. The Committee also considered Ordinance No.
6328 relating to abandoned or foreclosed properties and approved
the award of a contract for the Game Farm Park Lighting project.
The Committee discussed downtown development with master
developer Spence Alpert and the City's site plan review process.
The next meeting of the Planning and Community Development
Committee is scheduled for October 11, 2010 at 5:00 p.m. in
Annex Room 2.
C. Public Works
Chair Wagner reported the Public Works Committee met this
afternoon at 3:30. The Committee approved contract
administration items including advertisement for bids for the
Lakeland Hills Booster Pump Station Improvement Project,
advertisement for bids for the 2009 Watermain Replacement
Project, and Change Order No. 1 for the 2010 Arterial and Collector
Pavement Preservation Project. The Committee also approved
Ordinance Nos. 6325 and 6326 relating to renewal of right-of-way
agreements. The Committee discussed Resolution No. 4647
authorizing an agreement with the Army Corps of Engineers
relating to the Puyallup/White River watershed, City Hall plaza
storm drainage design, natural gas transmission lines in the city,
emergency water intertie agreements, code update for sewer
meters, bonding for utility projects, funding for pavement
preservation, grant status update, water billing, and the capital
project status report. The next regular meeting of the Public Works
Committee is scheduled for October 18, 2010 at 3:30 p.m.
D. Finance
Vice Chair Norman reported the Finance Committee met this
evening at 6:00. The Committee approved claims and payroll
vouchers, Resolution No. 4645 relating to an agreement for
electronic home bound services, and Resolution No. 4646
approving a resource conservation grant from Puget Sound
Energy. The Committee discussed Resolution No. 4644 relating to
Councilmembers' contributions to the state retirement system and
postponed further consideration on the resolution. The Committee
also discussed Ordinance No. 6328 relating to nuisance
abatement. The next regular meeting of the Finance Committee is
scheduled for October 18, 2010 at 6:00 p.m.

E. Les Gove Community Campus Committee
Chair Wagner reported the next meeting of the Committee is
scheduled for October 6, 2010.
IV. REPORTS
At this time the Mayor and City Council may report on significant items
associated with their appointed positions on state, regional and local
organizations.
A. From the Council
Deputy Mayor Singer reported on the first annual autumn wedding
show held at Emerald Downs produced by the Auburn Tourism
Board. Deputy Mayor Singer congratulated the Tourism Board and
Tourism Director Debbie Luce on a successful event.
Councilmember Wagner reported that he chaired the Valley
Regional Fire Authority Finance Committee budget workshop
meeting.
Councilmember Partridge reported on his work on the Reaching
Out Fair Committee and encouraged all to attend the Reaching Out
Fair on October 7th. Councilmember Partridge also reported on a
recent meeting of the Regional Law, Safety and Justice Committee.
Councilmember Norman reported that she attended the Domestic
Violence Awareness event at City Hall this past week and Police
Chief Jim Kelly's retirement party.
Councilmember Peloza reported on his attendance at the King
Count Water Pollution Abatement Advisory Committee meeting,
the King County Agricultural Commission meeting where
discussion included the permitting process for agriculture drainage
maintenance, and the Lower Green Subcommittee meeting.
Councilmember Peloza announced that the Auburn International
Farmers Market completed its second successful season on
September 26th and plans are already underway for a third season
beginning June 12, 2011.
Councilmember Haugen reported that she attended the Hops and
Crops Festival at Mary Olson Farm and commended the work of
volunteers.

B. From the Mayor
Mayor Lewis commented on successful events held in Auburn
recently including the Hops and Crops Festival at Mary Olson
Farm, the Auburn Autumn Wedding Show, programs at the Ave,
Latino Health Fair, Disaster Fair, Sons of Italy event, and the
Rotary Scholarship Show. The City of Auburn also hosted an
Association of Washington Cities webinar on economic
development and infrastructure. Mayor Lewis noted an increase in
the number of pet license applicants at the City Clerk's Office
recently. According to the Clerk's Office, 367 pet licenses have
been sold at City Hall so far this year; 144 of which were sold
during the month of September alone. As of September, the City
Clerk's Office has also processed 2,264 public record requests and
1,429 passport applications.

Council to be routine and will be enacted~by one motion in the form listed.

Councilmember Wagner seconded.
Councilmember Haugen requested the removal of claims
vouchers from the consent agenda.

VI. UNFINISHED BUSINESS
A. Public Works Project No. CP1001

City Council approve award of Contract 10-28, Project Number
CP1001, Game Farm Park Lighting Project, to Milne Electric Inc.,

on their low bid of $91,445.00 plus Washington State sales tax of
$8,687.28 for a total contract price of $100,132.28.
Councilmember Norman moved and Councilmember Wagner
seconded to approve Public Works Project No. CP1001.
Councilmember Norman stated the project will improve lighting on
two soccer fields. Parks, Arts and Recreation Director Faber
advised that the project is funded by United States Department of
Energy Efficiency Conservation Block Grant Program. The project
will replace lights installed 30 years ago with more efficient lighting.
It is estimated that the new lighting will save approximately $10,000
annually in energy costs.
Deputy Mayor Singer spoke against the project stating she believes
that the project is not the best use of federal stimulus funds.
MOTION CARRIED. 4-2. Deputy Mayor Singer and
Councilmember Haugen voted no.
B. Claims Vouchers
Claims check numbers 398505 through 398817 in the amount of
$1,529,186.99 and dated October 4, 2010.
Deputy Mayor Singer moved and Councilmember Wagner moved
to approve claims vouchers.
Councilmember Haugen expressed opposition to several vouchers
in the approximate total of $6,500. She also expressed concern
with some purchases made with vendors outside the City of
Auburn. Mayor Lewis stated that the City has a long-term
procedure on purchasing from Auburn businesses when possible.
There are some specialized services or equipment that can only be
obtained outside the city.
MOTION CARRIED. 5-1. Councilmember Haugen voted no.
