HomeMy WebLinkAboutITEM II-CCITY OF -J AGENDA BILL APPROVAL FORM WASHINGTON Agenda Subject: Cancel Previous Award of Contract 10-11 Date: October 12, 2010 Department: Attachments: Budget Status Sheet Budget Impact: Public Works and Vicinity Map $ 0 Administrative Recommendation: City Council authorize the cancellation of the previous award of Contract 10-11, Project No. C41 OA, 277th Wetland Mitigation Monitoring (Annual) to R & R Fab & Crane on their low bid of $26,991.41 plus WA state sales tax of $2,564.18 for a total contract price of $29,555.59. Background Summary: The purpose of this project is to monitor and maintain the wetlands created under the S. 277th St. Reconstruction Project, Project No. PR562, in order to meet permit requirements during the 10 year monitoring period. The City has been working with the Watershed Company to evaluate the performance of the wetlands and to prepare construction and permit documents to address the deficiencies. The construction work planned for 2010 included an herbicide treatment, replanting and installation of a temporary irrigation system. On August 16th, City Council awarded Contract 10-11 to R & R Fab & Crane. Subsequent to the award, but before the Contract was executed by the City, it was determined that the majority of the site was too inundated to allow for replanting. The site has experienced large fluctuations in the water levels during the monitoring period, increasing the mortality rate of the wetland mitigation plantings. Contributing to the current high water levels is a beaver dam located on Mill Creek downstream of the site. Due to the current water levels and inability to plant the majority of the site, City staff is recommending the previous award of Contract 10-11 be canceled. The City plans to reassess our strategy for the site and then meet with the permitting regulatory agencies to discuss the site's status, issues and proposed strategies. A project budget contingency of $60,289 remains in the 102 (Arterial Street) Fund for this year. Additional funds are anticipated to be required in future years to address the deficiencies of the wetland mitigation site.
